It was also reported thatduring the holiday season, theygave out 83 citations and arrested six in the Gateway ShoppingCenter. During the holidays,many people have packagesdelivered to their homes andthis led to burglaries. On Dec.8, a police officer patrollingSchleisman Road saw a vehiclewith numerous packages. Theofficer stopped the driver anddiscovered the packages werestolen.PoliceLieutenantScottForbes gave a presentation onthe Electronic Citation Proposal that would make it more efficient to issue a citation. Thiswould allow officers more timeto be in the field. The violatorwill receive court notification afew days after violation and thisenforcement will lead to fewercollisions.The Riverside County FireDepartment then presentedsome statistics regarding thepast year. In 2015, RCFD hadan average response time ofsix minutes for Priority 1 calls,which was a minute shorter than2014. The Department also hadan average of 220 calls permonth and 70 false alarms forthe 2015 year. Currently, theaverage response time is underfive minutes, but it is anticipatedto increase with El Niño. A second fire station is being built inEastvale and firemen are preparing for El Niño by gatheringsandbags and using new smaller, and more equipped emergency trucks. Lastly, the fire andpolice departments are joiningforces to be more efficient inserving the community. The firemen will be participating in training in how to use body armor toenter homes/buildings to rescuevictims.During the City Staff Report,staff presented their findingson how to improve the MassCommunicationEmergencyAlert System. Considering thewarnings about the upcomingEl Niño, staff is proposing to enhance the city’s ability to alertits residents of public safetyemergencies through text messages and alerts on the City’swebpage. They presented theCommission with a potentialcompany to contract with, BlackBy Michele Nissen,City ManagerIf you have ever been to CityHall, you will see that it is bustling with activity. It is my goal toprovide everyone who comes incontact with City Hall the bestpossible customer service. Oneof the many reasons Eastvalebecame a city was to providebetter, more efficient services tothe community and to have inputon land use decisions.Over the next several months,I would like to introduce you toeach department in the City anddescribe their key roles and responsibilities. Justin Schneider,who spoke on behalf of his squad,accompanied the council outsideto show them the truck that waspurchased. The truck comes withfeatures including open space forthe firemen to change into theirattire and tools such as the Jawsof Life.Also introduced this eveningwere the new Code EnforcementDid You Know?Holiday Decoration Ticketing BeginsCity of EastvaleAccording to Eastvale’s Municipal Code, temporary exterior display and holiday displaysmay not stay up more than 45consecutive days.Eastvale began ticketinghouses with visible holiday decorations on Monday, February8, 2016.If you have any questions,call City Hall at (951) 361-2888.Board Connect, which canprovide services that enhancemass communication. In addition, it would allow them to sendnon-emergency messages andimportant community information. This system would be moreeffective for most residents inEastvale, which currently has16,000 households and 30,000phone numbers. The Commission voted to bring this to theCity Council meeting.The next Public Safety Commission meeting is scheduledfor Tuesday, Feb. 23.Officer, Avis Hatcher, and SeniorManagement Analyst, Tamara Irwin. Both women were selectedbecause of their impressive employment history, education, andwillingness to work with the city;they are expected to begin worksoon.All items on the consent calendar were motioned. The firstrequest regarding business itemsfor the council was to approvethe selection of PFM AssessmentLLC Management as the city’s investment advisor. At the moment,Eastvale currently invests fundswith the State of California LocalAgency Investment Fund (LAIF)and in Certificates of Deposits(CD’s). However, the city is seeking to improve the annual rate ofreturn fees; thus, the city’s FinanceCommittee has sought businesswith PFM Assessment. The fiscalimpact of the decision would include 10 basis points for the initial 25 million in assets managed,as well as 8 basis points for thenext 25 million. Under this investment advisor, the city is expectedto earn 1.12% yearly return fees.The city motioned the approvalof this recommendation. Movingon from this item, the council thenlistened to an update status onthe Flood Control Project. Duringa rainstorm in early January, thePublic Works Staff noticed thatthe intersection between Citrusand Country Fair Drive, and thenortheast corner of Hamner Avenue and Limonite Avenue bothamassed heavy flooding. Dueto the lack of drainage on thesestreets, the flooding was highenough to spill to other streets andEXPExp.3/15/162/28/15reach over the sidewalks. The cityis looking to install water drainages to not only get rid of the excesswater, but to conserve it for lateruse as well. The city hopes to talkto JCSD and develop the waterconservation plan soon.Before concluding the firstmeeting, the council took a moment to share their committeereports. Council Member AdamRush reflected on his trip toWashington, where he discussedthe construction project on the15 Freeway. There was also aSouthern California Associationof Governments meeting heldon Jan. 7, where attendees discussed the possible growth ofjob employment in local counties.Mayor Ike Bootsma discussedthe Fallen Soldiers event he attended, where in which the citycouncil members were complimented for their contribution torespecting the legacy of the soldiers lost in the line of duty.Two weeks later, on Jan. 27,the second council meeting forJanuary began with Sharon Link’sCommunity Foundation Update.Link first addressed the issue regarding damaged banners; a failure that is attributed to the company the Foundation hired to handlethe banners. While the Foundation is hopeful that the replacement banners will arrive soon,they are also seeking to work witha different company. NEWSFebruary 2016Eastvale NewsEastvale Bans Medical MarijuanaCultivation and DispensariesBy Valerie GutierrezEastvale – Marijuana cultivation, dispensaries and delivery will be prohibited in the Cityof Eastvale under a new ordinance.After hearing from patientsand marijuana advocates, theEastvale City Council voted 5-0on Jan. 20 to approve the firstordinance banning cultivation,dispensaries, distribution anddelivery of the drug within thecity.The banning of marijuanacomes after Gov. Jerry Brownsigned the state’s Medical Marijuana Regulation Safety Actinto law last year. The act wasadopted to regulate the medical marijuana industry, whichoffered cities the power to bandrug-related activities.“Until the federal law is moreexplicit on how they will dealwith the state, it’s better forus to be on the right side ofthe federal law,” said PlanningCommissioner Daryl Charlson.Discussions emerged immediately upon banning deliveryto medical marijuana patients,who will soon have to traveloutside of the city to receivetheir marijuana prescription.“One issue I do have withthe ordinance of not allowingdeliveries within the city is theprevention of marijuana deliv-ery to a patient that might needthis, it’s more of a hinderanceto that person and the relief thatthey need” said Mark Burke, anEastvale resident.Like many other cities, Eastvale was rushing to take actionon the issue of medical marijuana cultivation before March1, which marks the deadline toaccept an ordinance concerning the matter; otherwise thecities would have to operateunder the state guidelines.Despite the dispute, the commission was in agreement thatthey will not accept dispensaries or cultivation of marijuanain the city, said CommissionerCharlson.Regulations on HoverboardsStaff ReportsEastvale – The City of Eastvale wants to remind residentsabout the new laws that went into effect January 1 that regulateElectrically Motorized Boards,also known as “hoverboards.”Assembly Bill 604, authoredwith bipartisan sponsorship,passed in October 2015. Hoverboards are now defined as“a wheeled device with a floorboard less than 60” x 18” whichtravels no more than 20 mph ona level surface.”Several restrictions targetingrider safety were included inthe bill. Riders must be at least16 years old and must wear abicycle-type helmet while usingthe device. Austin Hill signedwith the Seattle Seahawks,Josh Mitchell with the Indianapolis Colts and Tyler Slavin withthe St. Louis Rams. This marksa significant moment for Roosevelt High School, its footballprogram and the entire CNUSDcommunity. Josh, Austin andTyler are Eleanor RooseveltHigh School’s first athletes toplay in the NFL.During the students’ footballcareer at ERHS, all three players made First Team All-League.Austin Hill was awarded Riverside County Player of the YearOn Saturday, Jan. 30, from 8a.m. to 12 p.m., the Corona-NorcoUnified School District held a jobfair to recruit teachers for kindergarten through high school.When the district announced theevent, they advised teachers tovisit EdJoin.org to complete anapplication before attending thefair.
