National Data Exchange (N-DEx)The N-DEx Community’s Information Source2017 brings anew NletsFederated DataSource!The N-DEx Program Officecontinues to enhance andimprove system functionalitywith incremental builds.Recently, one build created theability for authorized N-DExSystem users to also conduct asearch of the InternationalJustice and Public SafetyNetwork, formerly known asthe National Law EnforcementTelecommunications System(Nlets). The Nlets System willuse the search criteria toconduct a query of the RandomAccess to Nlets Data (RAND)log file that tracks all incomingand outgoing Nlets messagetraffic. Searches can beconducted for any message,sent or received, within a oneyear time frame. Nlets resultsare returned in a separate tabfrom the N-DEx Systemresults. The N-DEx ProgramOffice is excited to partnerwith Nlets to facilitate thiscapability. In the future, bothorganizations are looking toexpand the partnership to allowNlets users to also obtainN-DEx System results from theNlets interface.October 2016N-DEx Today!As the national leader in criminal justice and law enforcementinformation sharing, the N-DEx System has nearly 5,800 local, state,tribal, and federal agencies sharing over 318 million criminal justicerecords, which includes incarceration, investigation, incident/case, arrest,and probation/parole information. The N-DEx System also providesfederated access to nearly 300 million records from the Department ofHomeland Security (DHS), International Criminal Police Organization(INTERPOL), and the Federal Bureau of Investigation’s (FBI’s)National Crime Information Center (NCIC), Interstate IdentificationIndex (III), and Next Generation Identification (NGI) Systems.The N-DEx Program Office continues to foster several strategicpartnerships, in an effort to generate additional system usage and obtainadditional criminal justice data. Law Enforcement Information Exchange(LInX) agencies are being added to the N-DEx System as they onboardwith the regional LInX Systems. Currently, 14 of the 15 LInX regionsare integrated with the N-DEx System.The N-DEx Program Office and the Regional Information SharingSystems (RISS) Program are continuing to work together to provideN-DEx System access to users in all six RISS Regional Centers.Currently, the N-DEx Program Office is hosting webinars for thesecenters to facilitate the use of the N-DEx System into their normalroutines. In the future, the N-DEx Program Office is committed toproviding access to the RISS Intel System to further enhance the N-DExSystem user experience.The N-DEx Program Office also celebrates success by continuing tomanage the success story award programs. The N-DEx Program Office isin the process of presenting the five winning 2016 FBI N-DExExcellence in Information Sharing Awards and recently presented the2016 FBI N-DEx Success Story of the Year Award. Both awards werefrom stories submitted from 2015 usage of the N-DEx System. Entriesfrom 2016 usage are currently being accepted at ndex@leo.gov .

Twomale subjects entered thecasino, pointed a loadedfirearm at one of thecashiers, and demandedmoney. Meanwhile, afemale accomplice stayedoutside in their get-awayvehicle. The Pueblo tantPolice Lieutenant Greg Conchoof Laguna PoliceDepartment, a tribal agency, and the FBI were called to investigate. With only the possible name and date ofbirth of the female subject, the Investigator with the Pueblo of Laguna Police Department, contacted the RockyMountain Information Network (RMIN), based out of Phoenix, Arizona. The agent spoke to a CriminalIntelligence Analyst, asking her to find out what she could on the female driver. By conducting a targetedperson search of the N-DEx System, three records were discovered, one of which revealed a social securitynumber of the female subject. A subsequent search of the N-DEx System using that social security numberrevealed 19 New Mexico records submitted to the N-DEx System by the LInX System, a large lawenforcement information sharing partner administered by the Naval Criminal Investigative Service (NCIS).These records bore various names and criminal associates of the female subject. The information gatheredfrom the N-DEx System was used by two other RMIN Intelligence Research Analysts to run full backgroundchecks and create criminal information packages on all the subjects. Subsequent investigation by the Pueblo ofLaguna Police Department Investigator, using the volume of detailed information gathered through the use ofthe N-DEx System and partner systems, led to three arrests and two confessions in the case. The Investigatorstated, "The true heroes in the case were the Intelligence Analysts that provide us with the information and thedirection in which to proceed.”The N-DEx Community’s Information SourcePage 2

October 2016N-Focus Newsletter2016 FBI N-DEx Excellence in Information SharingIn September 2015, Texas Department ofPublic Safety Analysts were in theprocess of adding an absconder who wasconvicted of sexual assault on a child totheir Top 10 Most Wanted list. They wereconducting exhaustive searching ofvarious databases, including a search ofthe FBI’s N-DEx System. They found anN-DEx record from the New York StatePolice, which listed the subject as acomplainant in a missing person reportfrom just a few weeks prior. In addition, a police officer from the Chattanooga PoliceDepartment and a Marine were wounded. The NCIS Multiple Threat AlertCenter received partial identity information for the shooter, who was killedin the incident. The partial identity information was used to conductsearches of the Defense Data Exchange (D-DEx), which through strategicpartnerships, also spawns queries of the LInX and the FBI’s N-DExSystem. The additional records helped by providing identifyinginformation on him, his family, his vehicle, and his association withTennessee and Virginia. October 2016N-Focus Newsletter2016 FBI N-DEx Excellence in Information SharingOn September 2, 2015, Ogden City, Utah, PoliceDepartment requested assistance from the RISS RMIN inidentifying two suspects in the theft of checks from aresidence and the subsequent passing of forged checks atan Ogden City bank. Although neither suspect had acriminal record in Utah, the FBI’s N-DEx Systemrevealed an incident report from another Utah jurisdictionregarding a citizen’s request to check the welfare of achild. With an Idaho location from that N-DEx Systemrecord, the Ogden City detective made contact with lawenforcement in Idaho, where the suspects previouslyresided. Detectives learned that one of the suspects hadbeen arrested earlier for kidnapping (custodialinterference), because he had left the state with his threeyear-old son. In March 2008, FBI's Law Enforcement National Data Exchange (N-DEx) Increment 1 was deployed. N-DEx provides Law Enforcement Agencies (LEA) the capability to share and manage inci-dent/case report and arrest information, open and closed investigated case data, with other LEAs.
