Chairman’s MessageWelcome to the October editionof ChamberLink.This is my first issue as Chairmanof the Board and I am pleasedand privileged to be serving youthis year. Feature StoryEconomic Development:Assisting both new and existing industries, theDalton-Whitfield County Joint Development Authorityhas announced 475 new jobs and capital investments of 107 million so far in 2011.The JDA has continued the Existing Industry OutreachProgram and has hosted events such as the TaxCredit Lunch and Learn, Small Business &Entrepreneur Workshop, Franchise Night and hasplans to host several more before the end of theyear. In addition, an electronic monthly small business newsletter also debuted this year.MFG Chemical opened a new corporate headquarters andplant on Kimberly Park Drive in February.Chemical coatings company Puma Polymers recently movedinto 218 Howell Drive and will initially employ 25 people.Retailer Kohl’s recently celebrated its grand opening in Dalton,with a location on Shugart Road as part of a larger retaildevelopment. The retailer is anticipating 125 new jobs at thisstore.XL Brands is expanding its production and shipping capabilities with 50 projected new jobs and the construction of a122,000 square-foot facility in Carbondale Business Park.Engineered Floors is currently building a new facility on theSouth Bypass in the Whitfield Properties Park and is projecting250 new jobs.October 2011www.daltonchamber.orgChamber Link5

Leadership Dalton-WhitfieldLeadership Dalton-Whitfield 2012Class Conducts Quality of Life SessionThe Leadership Dalton-Whitfield Class of 2012 started their program year on the topic of Quality of Life, which was held at theCreative Arts Guild. This session was co-chaired by AmandaBurt (United Way of Northwest Georgia) and Tangela Johnson(North Georgia Center for Educational Excellence). The dayincluded an Archway Partnership Overview by ArchwayProfessional Melissa Lu and William Bronson (The Daily Citizen)who gave a briefing on the Environment issue work group.The focus for the day was the homework assignment and reporting to the class their research and findings. The class was dividedinto four specific areas and sent to different parts of the CountyDavid Renz (Ownbey Enterprises) is picturedsharing his personally testimony about hiscommunity involvement.to research issues important to those who live and work in thearea, their quality of life, the avenues for citizens to voice theiropinions, and specific issues facing the youth.After lunch, the class boarded a bus and enjoyed several tourswhich included Providence Ministries, The Emery Center-theAfrican American Heritage Center, and the new community center.David Renz (Ownbey Enterprises) concluded the session by sharing his personal testimony and passion about volunteering histime for several community organizations.Class is in session at the Creative Arts Guildfor the Quality of Life session of LeadershipDalton-Whitfield.Special thanks to Amanda Burt with UnitedWay of Northwest Georgia and TangelaJohnson with North Georgia Center forEducational Excellence who co-chaired this session. Earlier this year, theGeorgia General Assembly passed individual bills to allow the RedevelopmentPowers Law to appear on the ballot as a referendum for citizens in the City of Dalton,City of Tunnel Hill, City of Varnell and Whitfield County.Georgia’s Redevelopment Powers Law, adopted by the General Assembly in 1985,gave local governments the authority to sell bonds to finance infrastructure and otherredevelopment costs within a specifically defined area. Since that time, there havebeen at least 27 redevelopment districts in the state, with no failures to date.The ballot will ask: "Shall the Act be approved which authorizes (WhitfieldCounty, Dalton, Varnell or Tunnel Hill) to exercise redevelopment powers under the'Redevelopment Powers Law', as it may be amended from time to time?"While the Redevelopment Powers are new to Greater Dalton, other communities inNorth Georgia, such as Rome and Gainesville, have been using them since the mid2000s. The Redevelopment Powers addresses areas with blighted, old, unused properties with declining value, unemployment and rising poverty with sewer in place.These areas, known as a Tax Allocation District (TAD), are then redeveloped, increasing the value of the properties in the TAD and making the area more desirable forretail, recreation, housing and other uses.The Redevelopment Powers Law provides a way to finance these projects andenhances the cities’ and county’s chances to get new up-scale retail. Bonds are firstissued to a developer to make the improvements to the district and the bond debt ispaid by “new” revenues from within the TAD. When bond debt is repaid in full, theentire “new” tax revenue goes to the applicable jurisdiction. With redevelopment,new jobs can be created and sales tax dollars are kept within Greater Dalton.Once the district is identified and approved, a redevelopment agency designated bythe city or county will monitor and provide ongoing compliance over the TAD.For example, the current ad valorem tax value paid to the general fund by PropertyXYZ is 100 as of December 31, 2011. The referendum passes in November 2011and the TAD is enacted on January 1, 2012. Because Property XYZ is within the TaxAllocation District and improvements were made increasing theproperty value, the ad valoremtax value is now 125 onDecember 31, 2012. The original 100 will still go to the general fund and the “new” 25 willgo to paying off the bonds usedfor improving the property.For more information about theRedevelopment Powers Law,please .orgOctober 2011
