THE INTERNATIONAL FEDERATION OF LIBRARY ASSOCIATIONS (IFLA)A Selected List of References"The object of the Federation shall be to promote cooperation in the field oflibrarianship and bibliography, and particularly to carry out investigations andmake propositions concerning the international regulations between libraries,library associations. bibliographers. and other organized groups."IFLA Statutes, Article 2(as adopted 1964)Prepared in anticipation of the 40th session of theGeneral Council of the International Federation ofLibrary Associations, held in Washington, D.C., inNovember 1974, this bibliography cites materialsissued by or under the auspices of the federation andits council, sections. and committees, as well as selected works about IF LA and its various subdivisions.Since no single comprehensive listing of IFLA publications has been identified, such a compilationseemed particularly appropriate.A permanent international union of national libraryassociations whose purpose would be to promoteworldwide library cooperation was first proposed atthe International Congress of Librarians and BookLovers held at Prague in June and July 1926. In October of the same year, during the annual conference ofthe American Library Association, delegates from 13countries met with A LA's Committee on International Relations to encourage ALA attendance at thenext meeting of the (British) Library Association. Atthat meeting, held in Edinburgh in 1927, ALA representatives joined with the Library Association in proposing the creation of an international librarycommittee. Acting on this proposal, delegates from14 nations, along with their British hosts, establishedthe International Library and Bibliographic Committee, which was charged with selecting a site andpreparing programs for an international library conference and with examining relationships betweenlibraries, library and bibliographic associations, andother similar agencies at the international level. At itsfirst plenary session, held in Rome in 1928, the committee developed a program for an international library conference to be convened in Venice in 1929.The International Federation of Library Associations officially came into being with the adoption ofstatutes of organization at the Venice conference, andthe International library and Bibliographic Committee became the governing body of !FLA. The committee changed its name to General Council in 1953.The council, which now holds sessions once a year,consists of representatives nominated by the memberassociations of the federation together with the mem-bers of the Executive Board (the president, six vicepresidents, and treasurer of the federation). Theseofficers are to be as representative as possible of allgeographic regions, library systems. hnd types oflibrarianship. The board considers proposals submitted by member associations and appoints specialcommittees to deal with matters of membership andfinance. An "enlarged board," now called the Consultative Committee, meets at least twice a year, at thebeginning and end of the General Council meeting.This committee consists of the members of theExecutive Board, the presidents and secretaries of allsections and committees, and a representative of eachregional group of member associations. Duties of theConsultative Committee include recommending newmembers of the Executive Board and evaluation ofthe professional activities of the federation.The substantive work of IF LA is currently concentrated in five sections with eight sub-sections, 12committees, and various other groups. The federationnow has ad hoc working groups on copyright, onpreservation, and for developing countries. It has consultative status with UNESCO and maintains jointworking groups for cooperation and executive-levelliaison with the Federation Internationale de Documentatio'. (HD) and the International Council onArchive( (ICA). Various joint working groups forcooperation are also maintained with the International Council of Scientific Unions Abstracting Board(tcsu/A8), the World Intellectual Property Organization (wiP0), the United Nations Institute for Training and Research (UNITAR), and many other international organizations.The IFLA sections and sub-sections deal mainlywith the advancement of national, university, parliamentary, administrative, public, and special libraries.The committees concentrate either on library problems and functions, such as cataloging, exchange ofpublications, mechanization, international lending,union catalogs, statistics, and standards, or on specialtypes of materials, such as official publications, serials, and rare books.The work of IFLA is reported in several general

publications as well as various specialized works. TheIFLA News, issued quarterly in the federation's fourofficial languages—English, French, German, andRussian—has been the official journal since 1962.However, by a decision of the Executive Board this isto be replaced by a new periodical entitled IFLAJournal, the first issue of which is expected to appearat the 40th meeting of the IFLA General Council inNovember 1974. Annual reports of the divisions andmembers of IFLA and abstracts of the proceedings ofthe federation's yearly meeting appear in the IFLAAnnual. This publication, fiat issued in 1969, superseded the Acres. which had recorded IFLA activitiesfrom 1928 through 1968. Another general publication is the annual IFLA Directory, listing officers andmembers together with their addresses and otherbasic information. IFLA Communications, reprintingselected papers given at General Council meetings,research reports, and other articles of general interest,is included in Libri: htternational Library Review.Membership in the International Federation ofLibrary Associations is of two types, full membershipand associate membership. Full membership is opento library associations and to national and international organizations with interests in the libraryworld. At present there are 14 international and 106national full-member associations. Their representatives have the right to attend and vote in the GeneralCouncil's sessions. Associate membership is open tolibraries, library schools, bibliographic institutes,information centers, and similar institutions. Delegates from groups having associate membership mayattend General Council meetings but may not vote.Sixteen international and 542 national institutionsare currently associate members of IFLA. Additionalinformation about membership is given in the generalinformation booklet IFLA and the Role of Libraries(available also in French), which can be obtainedfrom the Secretary General, IF LA Headquarters, PostOffice Box 9128, The Hague, Netherlands.The present size and makeup of the InternationalFederation of Library Associations is an indication ofone of the major current policy objectives of theorganization—true universality. Over 40 developingcountries are now represented, and the federation ispaying particular attention to their library problemsand needs, within the framework of its overall goals.The change in IFLA from its earlier Western European orientation toward a more truly global role isreflected in a second major policy objective—the promotion of a worldwide system for the exchange ofbibliographic information. Calling its program Universal Bibliographic Control (U BC), the federation isworking to develop the means whereby basic bibliographic data on all types of publications issued in allcountries can be made universally and promptly available in an internationally acceptable form. It servicesa world of ever-increasing complexity and interdependence where effective library and informationmanagement across national boundaries has becomeindispensable.The citations in this list are arranged with publications by IFLA preceding items about the federation—journal articles and parts of books. The citationsabout IFLA were selected either because of theircomprehensiveness and currency or for their historical value. Next are listed together items issued by andabout the council, sections, sub-sections, and committees. The sections, sub-sections, and committees aretitled and arranged according to the IFLA Directory,1974, as are publications by and about them. Thosewishing to examine the full range of materials aboutIFLA and its divisions are referred to Library Litera-ture.This bibliography does not list individual papersidentified as having been presented at annual meetings of the General Council and of the various IFLAdivisions. Papers given at annual IFLA meetings arecollected at clearinghouses around the world, fromwhich photocopies are available. The most recent listof these clearinghouses appeared in IFLA News no.47 (February 1974), p. 28. For the United States, theAmerican Library Association (50 East Huron Street,Chicago, III. 60611) has served as a clearinghouse forpapers given at conferences beginning with 1970.Individuals interested in obtaining copies of papersfrom earlier meetings should address their requests tothe secretary general of IFLA. For periodical articles,only the Library of Congress (D LC plus the classification number) is given as a location. AdditionalNorth American locations for these periodicals maybe found in the Union List of Serials (3d ed.) or NewSerial Titles. Citations for monographs that have beenfully cataloged include, besides the location symbolDLC, the Library of Congress classification numberand the symbols of other libraries in the UnitedStates and Canada that have reported ownerstip tothe National Union Catalog.
