SPRS Software User’s Guide for Awardees/Contractors1.SPRS 3.2.14WHAT IS SPRS?Supplier Performance Risk System (SPRS) is a web-enabled enterpriseapplication accessed through the Procurement Integrated EnterpriseEnvironment (PIEE), https://piee.eb.mil/xhtml/. SPRS (pronounced spurz)gathers, processes, and displays data about the performance of suppliers. SPRSis the Department of Defense’s (DoD) single, authorized application to retrievesuppliers’ performance information. (DoDI 5000.79)SPRS alerts procurement specialists to Federal Supply Classification/ProductService Code (FSC/PSC) item-specific risks. SPRS’s Supplier Risk Scoreprovides procurement specialists with a composite score that considers eachsupplier’s performance in the areas of product delivery and quality. The qualityand delivery classifications identified for a supplier in SPRS may be used by thecontracting officer to evaluate a supplier’s performance.SPRS provides storage and retrieval for the NIST Institute of Standards andTechnology (NIST) Special Publication (SP) 800-171 assessment results andmaintains the National Security Systems (NSS) Restricted List.Suppliers/Vendors may view their own company information in SPRS.Version 3.2.14MAR 20216

SPRS Software User’s Guide for Awardees/Contractors1.1SPRS 3.2.14DOCUMENT OVERVIEWThis software user’s guide provides instructions and step-by-step procedures forthe SPRS Version 3.2.14 functionality. It describes procedures for gaining accessto SPRS, obtaining reports, challenging data, entering NIST SP 800-171assessment results, providing feedback, and getting help. A list of referencedlinks, glossary of acronyms, troubleshooting guide and other helpful appendicesare available at the end of the document. Dissemination of this document isapproved for public release with unlimited distribution. The content of all datafiles referenced within this are sensitive but unclassified; many are controlled bythe Privacy Act of 1974.1.2SPRS CENTRAL DESIGN ACTIVITY (CDA)NAVSEALOGCEN PORTSMOUTH is the SPRS Central Design Activity thatdevelops, designs, and maintains the SPRS application. The CDA will: Maintain SPRS software Maintain SPRS documentation Provide training and documentation to activity personnel Provide Customer Support Center to answer customer questions Respond to reported questions and/or problems in SPRS Provide technical expertise in SPRS application administration andprocessing Verify databases are available to users1.3CONTRACTING OFFICER USE OF SUPPLIER PERFORMANCE RISKSYSTEM (SPRS) DATA Responsibility Determination:The Contracting Officer may consider all SPRS ratings when determiningresponsibility for all DoD procurements. NIST SP 800-171 Assessment: The Contracting Officer may considercyber-security data per DFARS 252.204-7012. SPRS Risk Assessment:Includes item, price, and supplier risk assessment as evaluation factors insolicitations.o Item Risk Data Sources: Version 3.2.14Federal Logistics Information System (FLIS) - FLIS providesunrestricted information for each National Stock Number (NSN) inthe Federal Catalog System (FCS) including part Characteristics,National Motor Freight Classification (NMFC), Precious MetalsIndicator Code (PMIC), Demilitarization Code, and Criticality Code.MAR 20217

SPRS Software User’s Guide for Awardees/ContractorsSPRS 3.2.14 Diminishing Manufacturing Sources and Material Shortages(DMSMS) - DMSMS is the loss, or impending loss, ofmanufacturers or suppliers of items, raw materials, or software.Although it is not strictly limited to electronic systems, much of theeffort regarding DMSMS deals with electronic components thathave a relatively short lifetime. SPRS uses data from theGovernment-Industry Data Exchange Program (GIDEP). Dynamic Item Risk - SPRS algorithms use Product QualityDeficiency Reports (PQDRs), GIDEP alerts and other quality datato identify higher chance of item counterfeiting.o Price Risk determines whether a proposed price is consistent with historicalprices paid for that item and is depicted as high, low or within range. Lowprices may be considered a source of risk, because of the possibility ofcontractor non-performance. SPRS assesses the price risk by capturinghistorical pricing data from DoD sources to calculate an average price paidfor an item.o Supplier Risk calculates a score for contracting officers to comparecompeting suppliers. SPRS Software User’s Guide for Awardees/Contractors3.SPRS 3.2.14ACCESSING SPRSThis section discusses how to obtain access to the SPRS application and how towork within SPRS.3.1MINIMUM SOFTWARE REQUIREMENTSSPRS fully supports the latest major desktop version of Chrome, Firefox, andEdge. Older browsers may still view SPRS, however users should expect mixedresults. A "major version" refers to a full numeric release, like 9.0 and 10.0 (notminor releases like 9.2.x and 10.2.x).Adobe Acrobat Reader should be installed to view and print the PDF attachmentsin SPRS. The reader can be downloaded and installed from Adobe Acrobat. Forsupport with downloading or installing the reader, please contact our TechnicalSupport (207) 438-1690 or email webptsmh@navy.mil.3.2CONTRACTOR/VENDOR ACCESS TO SPRSDetailed instructions are available at the Supplier/Vendor Access menu link onthe SPRS website. Here is an overview with key points.SPRS uses the Procurement Integrated Enterprise Environment (PIEE) platformfor login verification and security. The user type when registering should alwaysbe ‘Vendor’. PIEE requires each vendor be registered in the System for AwardManagement (SAM) www.sam.gov, and have at least one PIEE ContractorAccount Administrator (CAM) to control user access for the company.The CAM is typically the Electronic Business point of contact (EBPOC) for thecompany listed in SAM or a designee. CAMs request the ‘Administrator User’ rolein PIEE. Once the CAM has received access, they can then grant access to othercompany users and request additional roles for themselves. If there is only oneCAM, the CAM will require PIEE or the program office (SPRS) to activate anyrole requests.To find out if your company has a CAM registered, select the ‘Find my AccountAdministrator’ button on the PIEE login page.Screenshot current as of 1 FEB 2021When you get to step five (5), Roles, the system will not allow you to proceedwithout a CAM. Users with only the “Contractor/Vendor(Support Role)” role will have access to all the reports described below. Theseinclude quality and delivery performance information reported within the lastthree (3) years. These users may not add/edit NIST SP 800-171 assessmentresults. Users with only the “SPRS Cyber Vendor User” role will have access toonly the NIST SP 800-171 Assessment and CAGE Hierarchy reports. Theseusers may add/edit NIST SP 800-171 assessment results. Users may have bothroles.5.1NIST SP 800-171 ASSESSMENTS (VIEW ONLY)The NIST SP 800-171 Assessment report enables DoD to view a contractor'simplementation of NIST SP 800-171. Summary level assessment scores fall intofour (4) confidence level categories: High Virtual, High On-site, Medium which arecompleted by the Government, and Basic, which are Contractor selfassessments. Vendors may view assessment score(s) associated with the CAGEcode(s) included in their PIEE SPRS profile or subsidiary CAGEs within thehierarchy.To view the NIST SP 800-171 assessment results click NIST SP 800-171Assessment in the menu bar. Header Records: Assessments are organized by header records thatidentify: Highest Level Owner (HLO) CAGE, company name, number ofassessments and confidence level. Header creation is the first step toentering an assessment. If there is no header, there is no assessmententered.
