Using the balancedscorecard, UW evaluates how effectively it is using its resources to prepare for a possibledisastersaster and how well it provides service in the event of an emergency.UW’s strategy map identifies three primary goals for its Emergency Management balancedscorecard:1. Establish a strong resource foundation2. Deliver the best services and performance3. Serve the university and the communityBy tracking appropriate Key Performance Indicators (KPIs) in each of these three objectives,UW’s goal is to develop a plan to reduce the impact of disasters on the university. UW alsohopes to provide a structure that otherother universities can adopt to improve their emergencypreparedness.UW publishes its balanced scorecard results on the university website so stakeholders can viewthe unit’s progress. Of the 16 KPIs defined in the UW balanced scorecard, only one measure didnot perform at or near the target value. Some KPI values indicate that UW significantlyexceeded its performance goals, such as Deliver Service ( 7%), Current Processes Improved( 5.5 points), and Number of New UW Alert System Members ( 260%).UW Facilitiess Services created a balanced scorecard to ensure that it could serve the universityand the community effectively during an emergency. With nearly 20 years of experience with the balanced scorecard system, UCSD has proventhat the balanced scorecard is an effective method of university performance measurement.In addition to the typical financial, operationsoperations and customer service perspectives, UCSD’sbalanced scorecard uses the Innovation and Learning perspective to focus on the overall wellwellbeing of university employees. All types of university employees are represented, fromaccounting to transportation services.Key Performance Indicators (KPIs) for the Innovation and Learning perspective are comprised ofuniversity staff members’ perception of the school as a workplace. KPIs such as Good Use ofSkills allow employees to indicate whether their talents areare effectively allocated, while otherslike Feel Valued show how well management is communicating with employees.Typical perspectives have also been well-developedwell developed in UCSD’s balanced scorecard. This implementation will ensure thatthe unit’s strategies contribute to the university’s overall success.The balanced scorecard development project, which was scheduled for completion in late 2010,focuses on areas of resource management and service quality. These strategic themes willenable the unit to achieve its ultimate goal of supporting the university’s academic objectives.UVM Finance identified sixteen strategic objectives to achieve these long-termlonggoals. By choosing Key PerformanceIndicators (KPIs) in eachch these categories to build a balanced scorecard, a university can createa comprehensive strategy map for growth management.Unlike business structures, internal efficiency plays a much greater role in university successthan external sales or distributiondistribution efforts. UAA IT decided toadopt the balanced scorecard system to create a measure of accountability and strategicplanning in thee university comparable to that seen in the private business sector.For each of the standard balanced scorecard perspectives — Financial, Customer, InternalProcesses, and Learning and Growth — UAA IT has identified two Key Performance Indicators(KPIs) foror tracking activities.
