Section I. General InformationBackgroundMinnesota State Colleges and Universities is the fifth-largest system of higher education in the UnitedStates. It is comprised of 37 two-year and four-year state colleges and universities with 54 campuseslocated in 47 Minnesota communities. The System serves approximately 350,000 students each year. TheMinnesota State Colleges and Universities is an independent state entity that is governed by a 15 memberBoard of Trustees. The law creating the system was passed by the Minnesota Legislature in 1991 andwent into effect July 1, 1995. The law merged the state's community colleges, technical colleges and stateuniversities into one system, other than the University of Minnesota campuses. This RFP is undertaken by Minnesota StateUniversity, Mankato pursuant to the authority contained in provisions of Minnesota Statutes § 136F.581and other applicable laws.Accordingly, Minnesota State University, Mankato shall select the vendor(s) whose proposal(s), and oralpresentation(s) if requested, demonstrate in Minnesota State University, Mankato’s sole opinion, the clearcapability to best fulfill the purposes of this RFP in a cost effective manner.
