STAARGeneral Program InformationNOTESSTAART E A implemented STAAR in spring 2012 to fulfill requirements enacted by the TexasLegislature. STAAR helps to ensure that Texas students are competitive with otherstudents both nationally and internationally. One important function of STAAR is to gaugehow well schools and teachers are preparing their students academically. The test isspecifically designed to measure individual student progress in relation to content that isdirectly tied to the TEKS. Every STAAR question is directly aligned to the TEKS currentlyin effect for the grade/subject or course being assessed. STAAR includes assessments at grades 3–8 of mathematics, reading, writing,science, and social studies.STAAR E O C assessments are available for Algebra I, Algebra II, English I,English II, English III, biology, and U.S. history.Assessments forStudents withDisabilitiesELL ResourcesCoordinatorManualResourcesSTAAR Spanish is available for English language learners (ELLs) in grades 3–5 forwhom an assessment in Spanish provides the most appropriate measure ofacademic progress. STAARNOTESSTAAR Policies and ProceduresAdministration times for STAAR English I, English II, and English III are limited to fivehours. Administration times for all other assessments for STAAR are limited to four hours.Students must complete the test within the same school day. Campuses should use aclock or a timer to monitor test time. STAAR policies and procedures are describedbelow.Start and Stop TimesDistribution of materials and the reading of the boldface, scripted test administrator“SAY” directions are not included in the time limit. The time period will start after the testadministrator has read directions and tells students to begin working on their tests. Start time for the test session must be recorded on the seating chart. Students must record all responses before the end of the time period. They willnot be given additional time to record their responses. Once the time period has ended, test administrators will instruct any students stilltesting to put their pencils down and close their test booklets or end their onlinetests. Stop time for the test session must be recorded on the seating chart. After students submit their tests online, or after their paper tests are collected,they may read books quietly or be allowed to leave the testing area.Announcement of Time Left to TestCommunicate (orally or in writing) the amount of time left to test in one-hour intervals and,if desired, in shorter intervals during the last hour. Students who do not complete theirtests within the time limit should submit what they have completed.Late-Arriving StudentsDistricts will need to determine if a late-arriving student will have time to test during thatschool day or if the student needs to test on another day within the testing week.10 Each student must be allowed the designated time available in which to take thetest. Students who begin testing after others have started will have a later stoptime. STAARBreaksNOTESStudents are allowed to take breaks during the administration of STAAR assessments.Some breaks are included in the time limit; others require the test administrator to stopthe testing time for the group or for an individual student. Breaks are classified in twoways: Breaks included in the time limit (not allowed to stop the time clock) water breaksbathroom breakssnack breaksshort physical or mental breaksBreaks NOT included in the time limit (required to stop and restart the time clock) lunchemergency situations that significantly interrupt testingconsolidation and movement of students to another testing areamedical breaksTest administrators should document stop and restart times when breaks are given.LunchStudents may stop testing to take a supervised lunch. The testing time must be stopped for a lunch break and will restart when studentsresume taking the test. Stop and restart times must be recorded on the seating chart. Students must place their answer documents inside their test booklets so that allsecure materials can be collected and placed in locked storage. If students aretesting online, they must log out of the test. Students must be monitored by trained testing personnel and are not allowed todiscuss any test content during lunch.Multiple Test SessionsCampuses may offer multiple test sessions per day as long as the specified available timeis maintained for each session. Sessions can start before the regularly scheduled schoolday or, if started late in the day, may extend beyond the regularly scheduled school day.2017 STAAR Test Administrator Manual—Grades 6–811

STAARNOTESExtended Time AccommodationsExtended time accommodations fall into two categories: extra time (same day) and extraday. Details about eligibility and decision-making procedures for these designatedsupports are on the Accommodation Resources webpage.AccommodationResources Extra time (same day) is a locally approved designated support. Extra day is for eligible students who have a T E A-approved AccommodationRequest Form. This designated support will be approved only in rare cases forstudents meeting specific eligibility criteria. Special procedures and guidelines fortesting over multiple days will be provided with approved requests.Additional Student Data CollectionTime-to-Test InformationSTAAR tests for grades 6–8 are designed to be completed within three hours. For anystudent who does not complete a test within three hours (primary administrations only),indicate this by marking “0” in column A of the AGENCY USE field on the answer document.(For multiple-subject answer documents, use column A if the student needs more thanthree hours on the mathematics or science test and column B if the student needs morethan three hours on the reading or social studies test.)New to Texas InformationDistricts must identify all students who participate in STAAR in grades 3–8 and E O Cassessments who are enrolled in Texas schools for the first time in the current schoolyear.For all administrations (paper and online), districts should mark the “NEW TO TEXAS”field for any student who transferred into a Texas school or district from out-of-stateduring the current school year.122017 STAAR Test Administrator Manual—Grades 6–8

STAARAccessibility FeaturesNOTESDuring state assessments, certain accessibility features may be provided to studentsbased on their needs. In general, these procedures and materials are available to anystudent who regularly benefits from the use of these procedures or materials duringinstruction. A student cannot be required to use them during testing, and there is noneed to document their use on students’ answer documents. Coordinators areresponsible for ensuring that test administrators understand the proper implementationof these procedures and use of these materials. In some cases, a student may need tocomplete the test in a separate setting in order to eliminate distractions to other studentsand to ensure that the security and confidentiality of the test are maintained.A list of the accessibility features is provided below. signing test administration directions for a student who is deaf or hard of hearing translating test administration directions into the native language of an Englishlanguage learner allowing a student to use a bilingual dictionary (word-to-word translations; nodefinitions or examples) on mathematics, science, and social studiesassessments allowing a student to read the test aloud to facilitate comprehension (includes useof P V C pipe or recording device) reading aloud or signing the expository or persuasive writing prompt to anystudent who requests this assistance providing reading assistance on the grade 3 mathematics test for any student: The test administrator may read a word, phrase, or sentence in a test questionor answer choice to any grade 3 student but only when asked to do so by theindividual student. If a student needs the entire test read aloud, the eligibility criteria for an oraladministration must be met. making the following assistive tools available: scratch paper (or any medium that can be erased or destroyed)color overlays and the color settings for online testsblank place markers and the guideline tool for online testsmagnifying devices and the zoom feature for online testshighlighters, colored pencils, or crayons giving permission for a student to use tools to minimize distractions or to helpmaintain focus (e.g., stress ball, noise-reducing headphones, or instrumentalmusic [no lyrics] played through an individual student’s headphones or ear buds) allowing individual and small-group administrations reminding students to stay on task2017 STAAR Test Administrator Manual—Grades 6–813

STAARNOTESInformation About AccommodationsAccommodations, also known as designated supports, are changes to materials,procedures, or techniques that allow students to access instruction and assessment.Information regarding allowable accommodations for the STAAR program can be foundon the Accommodation Resources webpage.It is up to the campus testing coordinator to provide test administrators with informationand training about the accommodations that a student is to receive on test day.AccommodationResourcesDesignated SupportsThe following types of accommodations, or designated supports, are available tostudents taking STAAR. Refer to the Accommodation Resources webpage for detailedinformation. Designated supports approved locally — The decision to provide this type ofaccommodation to a student is made by the appropriate team of people at thecampus level (e.g., language proficiency assessment committee [L PAC];admission, review, and dismissal [A R D] committee; A R D committee inconjunction with the L PAC; Section 504 placement committee; response tointervention [R T I] team; student assistance team) based on specific eligibilitycriteria. An Accommodation Request Form should NOT be submitted to T E A. Designated supports requiring T E A approval — For this type of accommodation,the appropriate team of people at the campus level (e.g., A R D committee, A R Dcommittee in conjunction with the L PAC, Section 504 placement committee, R T Iteam, student assistance team) determines whether the student meets all of thespecific eligibility criteria. If so, an Accommodation Request Form must besubmitted to T E A for approval.Accommodations in Unexpected or EmergencySituationsUnexpected or emergency situations that necessitate the use of a designated supportmay occur just prior to or on the day of the state assessment. For example, a studentmay have a broken arm and need his or her responses transcribed onto the answerdocument. When considering how to meet a student’s needs in an unexpected oremergency situation, encouraging student independence should be a priority.If the student’s needs can be met with an accessibility feature or locally determineddesignated support, it should be made available to the student during testing. STAARno need to contact T E A. If, however, a student needs a designated support that requiresthe approval of T E A, contact the T E A Accommodations Task Force for permission andadditional instructions.NOTESIn unexpected and emergency situations, there is no expectation that the student wouldhave routinely received the accessibility feature or designated support during classroominstruction and testing. After testing, if the student used a designated support, theappropriate bubble should be marked on the student’s answer document or in the STAARAssessment Management System.For additional questions about testing accommodations in unexpected or emergencysituations, contact a member of T E A’s Accommodations Task Force at 512-463-9536.Content Supports and Language and VocabularySupportsStudents who are eligible for either content supports or language and vocabularysupports will take STAAR online. These types of accommodations are embedded into theonline system and appear as pop-ups or rollovers throughout STAAR selections, testquestions, and answer choices. These pop-ups and rollovers contain text support suchas definitions, simplified wording, bulleted lists, graphic organizers, etc. depending onwhether the support is for content or language and vocabulary. (See the AccommodationsResources webpage for accommodation guidelines.)AccommodationResourcesIn rare circumstances, a student may require a paper-based administration withembedded supports normally only available in online administrations. To request a paperversion of STAAR with embedded supports, access the form located online and submitto T E A.Oral AdministrationOral administration is a designated support in which test questions and answer choicesare read aloud or signed to a student who meets the eligibility criteria. For students takingSTAAR online, the oral administration is delivered using text-to-speech functionality. Theeligibility criteria and details about oral administration are located in the Oral/SignedAdministration policy found on the Accommodations Resources webpage.Considerations for Testing with Designated SupportsThe use of designated supports may affect how students’ test sessions are conducted(e.g., extra time, oral administration); therefore, the guidelines below must be followed. The test administrator must receive additional training when administering a testwith accommodations, or designated supports. STAARread the Special Instructions/Considerations section of the applicableaccommodation policy and be trained on specific guidelines attached to anapproved accommodation request.NOTESAccommodationResources A test administrator must receive additional training if providing students with anoral administration. Refer to the Oral/Signed Administration Guidelines located onthe Accommodation Resources webpage. Ensure that students have available the designated supports they are eligible for(e.g., a dictionary, supplemental aids). The test administrator should discuss the accommodations with the students inadvance of the test session to explain what materials or types of assistance willbe available to them during the assessment.Please contact your campus coordinator if you have any questions about providing orimplementing testing accommodations.162017 STAAR Test Administrator Manual—Grades 6–8

STAARTest Security and ConfidentialityRequirementsAll assessment instruments as defined under T E C §39.023, §39.0261, and §39.027 areconsidered secure, and the contents of these tests, including student information usedor obtained in their administration, are confidential. As specified in the Test SecuritySupplement in 19 T A C Chapter 101, each person participating in the student assessmentprogram is required to maintain and preserve the security and confidentiality of all testmaterial and student data, and must also handle this information in strict accordancewith the instructions contained in this manual and in the Test Security iveCodeTest SecurityTest security involves accounting for all secure materials and confidential studentinformation before, during, and after each test administration. Districts must ensure thatthe only individuals permitted to have access to these materials and information aredistrict personnel who meet the requirements to participate in the Texas studentassessment program, have been trained, and have signed the appropriate oath. Districtsare required to implement the controls necessary to ensure the proper storage andaccurate tracking of secure materials throughout each stage of all test administrations.Documents used to account for materials, such as the shipping notice that arrives withthe shipments of materials from the contractor and the Materials Control Forms, shouldbe completed accurately and carefully maintained in a location that would prevent themfrom being compromised. District coordinators must refer to the shipping notice providedby the vendor and complete the following steps to maintain proper inventory of testingmaterials: Upon receipt from the state’s testing contractor, verify that all testing materialsboxes have been accounted for and match the shipper’s bill of lading and thedistrict shipping notice contained in Box 1 (white box) of the shipment. Require campuses to immediately inventory all testing materials received and tonotify the district coordinator of any shortages or discrepancies. Immediately notify the state’s testing contractor of any discrepancies identifiedbetween the materials received and the district and campus shipping notices. Place test booklets and answer documents in secure, limited-access, lockedstorage when not in use. After the completion of a test administration, collect and destroy any recordings,graph paper, scratch paper, or state-supplied reference materials that studentshave written on during a test. Require that all secure materials assigned to individual campuses have beenaccounted for and packaged in accordance with the procedures for returningmaterials, as detailed in the manuals.2017 STAAR Test Administrator Manual—Grades 6–8Test SecuritySupplement17

STAARNOTES Maintain inventory records (district and campus shipping notices, documentsused to track the delivery of materials to and between campuses, MaterialsControl Forms) for at least five years in the event that a discrepancy arises or thereceipt of the district’s materials cannot be confirmed.District coordinators are ultimately responsible for ensuring that all secure test materialshave been accounted for prior to shipping the materials back to the testing contractor.Confidentiality RequirementsOaths18Maintaining the confidentiality of the Texas student assessment program involves protectingthe contents of all secure test materials, including test booklets, online assessments andtest tickets, and completed answer documents. This requires compliance with, but is notlimited to, the guidelines listed below. All testing personnel who participate in statewide testing must undergo trainingand sign the appropriate security oath affirming that they understand theirobligations concerning the security and confidentiality of the state assessmentsbefore handling secure test materials or administering assessments.
