Our report provides information on the current and longer-term view ofthe safe and secure environment on Rowan University campuses. I am very proud toshare our report on all that we are doing to create a culture of safety and community atRowan University. The Rowan University community is spread across many campuses,part of the general university in many ways but, also unique in their own sense anddistinct feel. Our Mission and Values Statement can be found valuesstatement/index.html .Rowan University offers a comprehensive security and safety program for our growing university community.Services are delivered through many resources, which include but are not limited to: Police and Security Patrol,Parking, Emergency Medical Services (EMS), Emergency Management (OEM), Student Affairs, Office of StudentEquity and Compliance (Title IX) and the Wellness Center. We are focused on crime prevention programming,emergency preparedness, and the physical security establishment of “Crime Prevention through EnvironmentalDesign (CPTED)” standards throughout our Rowan campuses. The University continues to review our safetyrelated features (lighting, call boxes, video cameras, building entry systems), with upgrades planned on ourcampuses. In 2020, we upgraded and enhanced our Department of Public Safety Communications Center. TheUniversity also annually provides ongoing prevention and awareness training for staff and students on campussafety related programs, from active shooter to crime prevention as outlined in this report. These include “GreenDot” bystander intervention, victim support and crime reporting methods, including via anonymous hotline. Wealso identify and provide training to our Campus Security Authorities (CSA) on their mandated reportingresponsibilities, with an updated narrated version of this training launched in late 2020. This will be outlinedthroughout our Annual Security and Fire Safety Report. We often use the motto, “It is in your interest!” This isbecause our effectiveness in maintaining a safe campus environment depends on you. Participating in theprograms we offer will collectively contribute toward a safer campus community here at Rowan University. Thisis a cooperative, team effort through the many departments here at Rowan University.ROWAN POLICE- National Accreditations:The Rowan University Police Department was the first of any university in New Jersey to be accredited by theNational Commission on the Accreditation of Law Enforcement Agencies (CALEA) http://www.calea.org. 2021 Annual Security and Fire Safety ReportWhy We Report-A Brief History of Campus Crime ReportingJeanne Clery1966-1986Photo from: Clery Center for Security on Campus http://clerycenter.org/our-history“The best education in the world is useless if a student doesn’tsurvive with a healthy mind and body” – Connie and Howard CleryThe Jeanne Clery Act, a consumer protection law, requires all colleges and universities who receive federal fundingto share information about crime on campus and their efforts to improve campus safety as well as inform thepublic of crime in or around university facilities. This information is made publicly accessible through theUniversity's website and Annual Security and Fire Safety Report. The Clery Act was named in memory of a student,Jeanne Clery, who was murdered and raped in her dorm room at Lehigh University in 1986. Her attacker was alsoa student at the University whom Jeanne did not know prior to the attack. Her parents championed laws requiringthe disclosure of campus crime information, and the federal law that now bears their daughter's name wasenacted in 1990. The Clery Act requires colleges and universities to keep records and report on the nature, date,time, and place of crimes occurring on campus, including hate crimes. It also prescribes a number of securityrelated protocols for emergency response procedures, timely notifications for on-campus crimes and missingstudents, fire incident reporting, and the like. It is one of the most frequently modified sections of the HigherEducation Act and has been amended many times since it was signed into law in 1990. The Act is intended toprovide current and future students, their families and university staff, as higher education consumers, withaccurate, complete and timely information about safety on campus so they can make informed decisions.Choosing a college or university is a major decision for students and their families. The issue of campus safety isa vital concern, which drives this nationwide law. In essence, the law requires colleges and universities to collect,report and disseminate crime information to the campus community with the goal of maintaining a safeenvironment for students to learn, faculty to teach and staff and administrators to work by increasing theawareness of crimes committed on campus.Questions on the Clery Act:The Clery Act Appendix for FSA (October 2020): This Appendix to the Federal Student Aid Handbook wasdeveloped by the U.S. Department of Education to assist postsecondary institutions in meeting the campussafety and security requirements of the Higher Education Act of 1965, as amended. This Appendix replaces the2016 Handbook for Campus Safety and Security Reporting, which has been rescinded. Other than the statutoryand regulatory requirements included in this document, the contents of the new Appendix do not have theforce and effect of law and are not meant to bind the public. 2021 Annual Security and Fire Safety ReportPreparation of the Annual Security Report and Disclosure of Crime Statistics:The Rowan University Department of Public Safety’s Clery compliance team prepares this report to comply withthe Jeanne Clery Disclosure of Campus Security Policy and Crime Statistics Act. The process includes collectingstatistics obtained from multiple reporting sources and then reporting them to the Rowan University communityby October 1st. The report is compiled using information maintained by the Rowan University Department of PublicSafety (Police Department), by the other University offices such as the Office of Student Equity and Compliance,Residential Learning and University Housing, Office of Community Standards (Student Conduct), Campus SecurityAuthorities (CSAs) and also information provided by local law enforcement agencies surrounding the University’scampuses. These agencies are municipal law enforcement (to include the Glassboro, Camden County, HarrisonTwp., Mantua Twp. and Stratford Police Departments), other county and state law enforcement agencies. Forstatistical purposes, crime statistics reported to any of these sources are recorded in the calendar year in whichthe crime was reported. A written request for statistical information is made on an annual basis to non-policereporting officials at the University known as Campus Security Authorities (CSAs). The Department of PublicSafety, in conjunction with the Offices of the Vice President of Student Life /Dean of Students, Residential Learningand University Housing, Office of Student Equity and Compliance and General Counsel share the responsibility forthis report at Rowan University.The University has a Clery Act Committee comprised of representatives from key departments and campuses atRowan, including the University’s Office of the President. The report is reviewed by the Clery Act Committee andClery Steering Committee. Each of these University offices provides updated policy information and data. PublicSafety in consultation with these representatives will prepare the final Annual Security and Fire Safety Report. Allof the statistics are gathered, complied and reported to the University community via the Annual Security and FireSafety Report, which is published by the Rowan Department of Public Safety (DPS). The Department of PublicSafety submits the annual crime statistics published in this report to the U.S. Department of Education. Thisstatistical information is also available to the public through the U.S. Department of Education website.On an annual basis enrolled students and current employees of the University are notified via email by DPS of theAnnual Security and Fire Safety Report. This “Notice of Availability” of the Annual Security and Fire Safety Reportis distributed by October 1st. to all members of the Rowan University community. This email message provides anoverview of the Annual Security and Fire Safety Report, the address for the Rowan DPS website where the reportcan be obtained on-line and also how a hard copy “printed version” can be obtained. This information is also madeavailable through multiple campus sources, such as bulletin boards, postings, speaking presentations and othervenues. The Annual Security and Fire Safety Report contains information regarding campus security and personalsafety including topics such as: crime prevention, public safety authority, crime reporting policies, fire safety,disciplinary procedures and other matters of importance related to security on campus.
