IntroductionThis booklet sets out the Terms and Conditions of theWestpac Debit Mastercard. It governs the operation anduse of the Westpac Debit Mastercard. It is important thatyou read and understand this document. Please contactWestpac if you do not understand, or are unsure about anyaspect of the Terms and Conditions.For terms and conditions relating to the linked PersonalDeposit Account/s that you use in conjunction with yourWestpac Debit Mastercard please refer to the DepositAccounts For Personal Customers Terms and Conditionsavailable online at westpac.com.au, at any Westpac branchAustralia wide or by calling Telephone Banking on 132 032.Changes to terms and conditions.We may change the terms and conditions that apply to:1. your account access channels (e.g. Debit Mastercard,Telephone Banking and Online Banking access etc.); or2. any product or service outlined in this booklet.We’ll always let you know if, for any reason, the terms andconditions of your account change. However, advancenotice may not be given where a change has to be madeto immediately restore or maintain the security of oursystems or of individual accounts or facilities. Definitions.The following definitions apply throughout this document,unless otherwise stated.‘Account holder’ is the person(s) in whose name anaccount is conducted and who is responsible for alltransactions on the account.‘account’/‘deposit account’ means any Westpactransaction or savings account which can be operated bya card, and which you have nominated for use in this way.‘ATM’ means Automatic Teller Machine.‘available balance’ means the total balance in youraccount less any unsettled transactions (i.e. chequesdeposited that have not yet been cleared or DebitMastercard transactions pending authorisation) plus anycredit limit you may have on your account for accountswith overdraft arrangements.‘Bank@Post ’ includes selected Australia Post Officeswhere you can deposit or withdraw cash and check youraccount balance.‘Bank’/‘The Bank’ means Westpac Banking Corporation.‘bank’/‘other bank’/‘another bank’ means any bankor financial institution which is not part of theWestpac Group.‘Business day’ means any weekday when the Bank isopen for business in any State or Territory of Australia. Ifthe Bank is closed in all States and Territories then thatday will not be a business day. If the Bank’s offices areclosed in your State or Territory but open in other Statesor Territories then the Bank will still regard that day as abusiness day in every State and Territory. Saturday is notclassified as a business day even though branches may beopen for business.‘card’ means the Westpac Debit Mastercard issuedto you by Westpac for use on your linked personaldeposit account.‘CDM’ means any authorised Coin Deposit Machine inselected branches where you can use your Card and PIN todeposit coins.‘Code’ means a PIN, Telephone Banking access code,Online Banking password or any similar information whichmay be required in order to make electronic transactionsto or from accounts, and which the user is required to keepsecret.8

‘contactless terminal’ means an electronicbanking terminal which can be used to make acontactless transaction.‘contactless transaction’ means a transaction madeby holding your card (which is capable of making acontactless transaction) in front of a contactless terminaland without having to insert or swipe the card.‘current balance’ means the total balance in your accountwhich may include uncleared funds.‘CVC’ means Card Verification Code. Merchants online orover the phone will ask for your card number and expirydate, and may ask you to provide a CVC number. This canbe found on the back of your Debit Mastercard or agenerated CVC is available in Westpac Mobile Banking.‘Device’ means an article we give to a user to performelectronic transactions.‘direct debit’ means a payment you have authorised athird party (this includes a person, company or merchant)to debit from your account at set times, by using your BSBand account number.‘eftpos’ means debit card payment system ownedand administered by eftpos Payments Australia LtdABN 37 136 180 366.‘electronic equipment’ means electronic banking terminals(e.g. ATMs, Point of Sale (POS) terminals, contactlessterminals and terminals located at the counter in a branch),computers, televisions and telephones.‘electronic transactions’ means payment, funds transferand cash withdrawal transactions that are initiated on youraccount using electronic equipment and not intended tobe authenticated by comparing a manual signature with aspecimen signature.‘identifier’ means information that a user knows and mustprovide to perform an electronic transaction but is notrequired to keep secret.‘merchant’ means a provider of goods or services whoaccepts payment by card.‘Non-Westpac Group branded ATM’ is any ATM which isnot branded Westpac or St.George or BankSA, orBank of Melbourne.‘PayPass transaction’ means authorising a transactionby tapping your card on a contactless terminal andthe ‘credit’ or ‘Debit Mastercard’ option applies to thattransaction.9

‘PIN’ means the Personal Identification Number or wordwhich has been selected by you, or which has beenallocated to you by us, for use with your card via certainelectronic equipment.‘POS’ means point of sale.‘recurring payment’ means a payment that you haveauthorised a third party (this includes a person, companyor merchant) to charge your Debit Mastercard number atset times.‘Smart ATM’ means any authorised automatic tellermachine that accepts deposit.‘tokenised credentials’ means the unique number createdin some circumstances by the card scheme (Mastercard)which represents your card number and may be used by amerchant to process payments.‘user’ is either the account holder or a person authorisedby both the Bank and the account holder to use an accessmethod to make electronic funds transfer transactions onthe account.‘Foreign Transaction Fee’ means the charging of boththe Westpac On-Charged Scheme Fee plus the WestpacProcessing Fee (where applicable).‘Westpac Group branded ATM’ is any ATM which isbranded Westpac or St.George or BankSA orBank of Melbourne.‘Westpac On-Charged Scheme Fee’ means a fee chargedby Mastercard Worldwide when processing foreigncurrency transactions which we pass on to you. Theamount varies depending on the nature of the transaction.‘Westpac Processing Fee’ means a fee charged to you byWestpac where a transaction is made in foreign currency.10

Fees and chargesBank fees and charges.Westpac reserves the right to charge the account linkedto your Westpac Debit Mastercard with fees and chargesfor the provision and operation of your account. The fee charged will be dependent on thenature of the transaction as follows: 3 % of the AUD transaction amount where a transactionis made in foreign currency and the merchant orfinancial institution accepting the card is located outsideof Australia (comprising of 2% Westpac Processing Feeplus 1% Westpac On-Charged Scheme Fee); or11

2 .2% of the AUD transaction amount where atransaction is made in foreign currency and themerchant or financial institution accepting the cardis located in Australia (comprising of 2% WestpacProcessing Fee plus a Westpac On-Charged SchemeFee of 0.2%).When do fees get charged to myaccount?Fees for overseas ATMs (Cirrus) and non-Westpac Groupbranded ATMs3 are debited to your account on the day(or the next business day) that the cash withdrawal orbalance enquiry is made.All transactions you make using your Debit Mastercardwill be counted towards the free monthly transactionallowance/limit that may apply to the account linked toyour card.1. Some overseas banks may also apply a surcharge to withdrawals fromtheir ATMs. This should be drawn to your attention before you proceedwith your transaction. This surcharge amount will be added to yourwithdrawal amount, converted to Australian dollars and debited toyour account as one transaction.2. Details of how to access your accounts via an ATM whilst overseas,and of the participating institutions in the Global ATM Alliance areavailable in the ‘A banking guide for overseas travel’ brochure. Visityour local branch, call Telephone Banking on 132 032 for furtherdetails or log on to westpac.com.au3. Non-Westpac Group branded ATMs apply an ATM operator fee by theATM Owner, which is disclosed at the time of the transaction on theATM screen. This fee will be debited on the day (or next business day)of the transaction and itemised separately on your statement.A guide to using yourDebit MastercardGetting started.You may link your Westpac Debit Mastercard to any one ofthe following Consumer deposit accounts: Westpac Choice Westpac 55 and Retired Westpac Choice eAccount (No longer available for sale) Basic (No longer available for sale) Westpac Cash Manager (No longer available for sale) Westpac One (No longer available for sale)12

When you apply for a DebitMastercard you must select a default account. If youchoose to close your default account and do not have asecondary account linked, your Debit Mastercard will beautomatically cancelled.Third Party Access(no longer available).We may have issued an additional Westpac DebitMastercard (for Victorian customers only) to any personnominated by you, provided that person is 14 years andover and has an Australian residential address. The thirdparty can: transact through methods of access, including electronictransactions; overdraw the account(s) to any approved limit; establish recurring payments; instruct us to cancel the third party authority.If the authority relates to a Debit Mastercard;Also note, the account holder is responsible toWestpac for the use by a third party cardholder of theirDebit Mastercard.The account holder will be liable for any transactionsmade by the third party and any associated fees andcharges. (For further information please refer to ‘Securityand liability for Debit Mastercard, Telephone Banking andOnline Banking usage’ section.)The account holder can cancel a third party authorityat any time by visiting any branch. After cancellation,the account holder needs to be aware that he or she will13

be liable for any transactions made on the account prior tothe authority being cancelled, regardless of when they aredebited to the account.Accessing your account.You can use your Debit Mastercard in the following ways: at merchants in Australia or overseas – by selectingthe ‘credit’ or ‘Debit Mastercard’ option (as displayed)and entering your PIN or signing the transaction slip(where available); at merchants in Australia – by holding your card againsta contactless terminal and waiting for the transaction tobe confirmed. There is no need to enter a PIN or sign forpurchases of 100 or less; at merchants overseas – by holding your card in front ofa contactless terminal and waiting for the transaction tobe confirmed. You may not need to enter a PIN or signfor small value transactions; at merchants in Australia – by selecting the‘cheque’/‘savings’ option and entering your PIN; over the phone – by quoting the Debit Mastercardnumber, expiry date and where requested, the CVC; on the internet – by using the Debit Mastercard number,expiry date and where requested, the CVC; withdraw cash at ATMs – by selecting the‘cheque’/’savings’/’credit’ option (if applicable) andentering your PIN. Some merchants may apply a surcharge to purchasesmade by selecting the ‘credit’ or ‘Debit Mastercard’option or holding your card in front of a contactlessterminal. This should be drawn to your attention beforeyou proceed with the transaction. This surcharge amountwill be added to your purchase amount and debited fromyour account as one transaction.What you can do at Westpac brandedATMs attached to a branch*. Withdraw cash 24 hours a day, 7 days a week. Obtain a mini-statement. Deposit cash and cheques.1 Transfer money between linked accounts. Get account balances and balance summaries. Change your PIN (provided you know your existing PIN).* You may also be able to do these activities at selected ATMs notattached to a branch.1. At some ATMs.14

Such cash deposit limits may change from timeto time at our discretion. For Smart ATM and CDM cash depositlimits, processing and cut-off times visit westpac.com.au andsearch ‘ATM features’ or visit your local branch.What you can do at St.George,BankSA, and Bank of Melbournebranded ATMs and Westpac brandedATMs not attached to a branch. Withdraw cash 24 hours a day, 7 days a week. Get account balances.ATMs are located wherever you see the above symbols.Access to your accounts is also available throughnon‑Westpac Group branded ATMs2 (including overseasbank ATMs via the Mastercard ATM network) which allowyou to obtain account balances or withdraw funds. Pleasenote that an additional maximum daily cash withdrawallimit may apply at non-Westpac Group ATMs. Otherrestrictions may also apply.What can you do with electronicbanking terminals? Make purchases worldwide without cash. Withdraw cash at the same time from your linkedaccount (where available). Get a printed receipt. Wide network of acceptance.2. Non-Westpac Group branded ATMs may apply an ATM operatorfee by the ATM Owner, which is disclosed at the time of thetransaction on the ATM screen. This fee will be debited on the day (ornext business day) of the transaction and itemised separately on yourstatement.15

At various retail and service outlets you have theconvenience of paying for goods and services and (atsome outlets) obtaining cash directly from your account(known as ‘cash out’) by presenting your Debit Mastercard.Please note that for Debit Mastercard where you select the‘credit’ or ‘Debit Mastercard’ option on the POS terminalyou cannot get ‘cash out’.The Bank’s cards are accepted at any POS terminallocation in Australia. When you make a transaction atan ATM or POS terminal, you authorise us to act on theinstructions you enter into the terminal. When making apurchase you should ensure that the transaction amountis correct before you enter your PIN, sign a transactionvoucher or hold your card in front of a contactlessterminal. By doing so, you indicate your agreement thatthe transaction amount is correct. You should wait until thePOS terminal, including the contactless terminal, shows thetransaction confirmation.Westpac Debit Mastercardacceptance. A Westpac Debit Mastercard may be honoured byfinancial institutions and merchants displaying theMastercard symbol and is accepted at ATMs worldwide.However, Westpac Debit Mastercard promotionalmaterial displayed on any site should not be taken as aguarantee by the merchant, financial institution or anyperson carrying on business there that all goods andservices available at those premises may be purchasedwith this card. Where the particular merchant, financialinstitution or other person in Australia carrying onbusiness does not accept Mastercard, they may stillallow you to purchase goods or services with yourWestpac Debit Mastercard if you select the ‘savings’ or‘cheque’ option at a POS terminal, or, if the contactlessterminal is set to select the ‘savings’ or ‘cheque’ optionfor contactless transactions and you hold your cardin front of the contactless terminal to authorise thetransaction. Unless required to do so by law Westpac does notaccept any liability:(a) on goods or services purchased with a WestpacDebit Mastercard; and(b) for any financial institution or merchant displaying aMastercard or eftpos symbol refusing to accept orhonour a Westpac Debit Mastercard;16

The price the merchant charges for goods and servicespurchased with a Westpac Debit Mastercard may varyfrom the price a merchant charges for the same goodsand services purchased with cash. Any complaints about goods or services purchased witha Westpac Debit Mastercard must be resolved directlywith the merchant concerned.Gambling block requests. ambling block is a feature available on the personal DebitGMastercard . On eligible cards, the feature is, by default,unblocked, unless otherwise requested by you. However,if the cardholder is under 18 years of age, the gamblingblock is enabled on the card by default, and this willautomatically be switched off after the cardholder turns18 years old. This feature is dependent on the cardholder’sdate of birth information provided to us being accurate.We will not be held responsible for the under 18 gamblingblock function not operating as described nor be liablefor any resulting damage or losses to the cardholder if thecardholder’s date of birth information provided to us is notcorrect or fraudulently altered. hen the gambling block is enabled on your card, weWmay decline authorisation requests that are identifiedwith the merchant category code for gambling(MCC 7995). We will continue to decline these cardauthorisation requests until you request to unblockyour card. The unblock request may take up to 2 daysto process.You may make block or unblock requests by calling us,or by any other means made available to you from timeto time.If you have provided a valid email address, you willreceive an email when the request is made.Some gambling authorisation requests may still beprocessed. This may be, for example: where the authorisation request is not identified as agambling merchant category code (MCC 7995); where the transaction is a recurring payment thatyou have authorised; where you make a payment using BPAY or towithdraw cash from an ATM; where (at the relevant time) any of our relevantsystems is off-line or otherwise impaired orinterrupted; or17

where the authorisation request is not sent to us, orreceived by us, for our review and for processing byour system (which may occur, for example, wherethe authorisation request occurs under a delegatedauthority held by the merchant, the relevant cardscheme provider or a third party transaction processor).Authorising DebitMastercard transactionsWhen you use your Debit Mastercard to make purchasesby selecting the ‘credit’ or ‘Debit Mastercard’ option, youmake a PayPass transaction or you use your 16-digit cardnumber to purchase goods or services, the ‘credit’ or ‘DebitMastercard’ option applies to that transaction. This sectionapplies to your use of your card when the ‘credit’ or ‘DebitMastercard’ option is used to process the transaction.Do transactions have to be authorised?Certain transactions on the account may need to beauthorised before they can be completed - by us, themerchant, or other person involved in the transaction. Forexample, we may choose not to authorise a transaction ifthere are insufficient funds available in the account for thetransaction.Once we authorise your transaction, we will place atemporary hold for the pending transaction amount. Thismeans, even though the current balance of your account isa certain amount, you may find you have a reduced or zeroavailable balance later.If the purchase or other transaction is not completed, theamount of available funds in the account may continueto be reduced until the authorisation is cleared. Once thetransaction is presented by the merchant and completed,the reduction of funds for the transaction will be reflectedin your account.Recurring payments.You can purchase goods or services at any time byauthorising another person or company (merchant) totransact on the default deposit account by quoting your16-digit Westpac Debit Mastercard number and expirydate. If a merchant is using tokenised credentials yourcard details may be automatically updated (for example, ifyour card is reissued or replaced). In those circumstances,18

reissuing or replacing a card may not stop recurringpayments with that merchant.To cancel such an authority, you must notify the merchant.Please note, unlike direct debits, Westpac is not able tocancel a recurring payment on your behalf. Until you cancelyour authority, the merchant is entitled to req
