Board of TrusteesOverall direction of the State University is the responsibility of a sixteen-member Boardof Trustees. Fifteen members are appointed by the governor; the sixteenth is thepresident of the Student Assembly of the State University, ex officio, who serves as avoting member of the board.I.B. Chancellor of the State University of New YorkThe chancellor, the chief executive officer of the State University of New York, isresponsible for developing and promulgating University-wide policies adopted by theBoard of Trustees, including revising the University's Master Plan, coordinating the2015-16 Faculty-Staff Handbook – page 9

University-wide budget process, overseeing facilities and academic planning, anddirecting statewide programs for the educationally disadvantaged.I.C. Binghamton University CouncilThe Council of the State University of New York at Binghamton is a ten-member body.Nine members are appointed by the governor; one is elected by and from among theundergraduate and graduate students of the University and is a voting member. Thecouncil's duties and powers include recommending to the Board of Trustees candidatesfor appointment as president; reviewing major plans regarding the development andimprovement of the faculty, student life and academic programs; making regulationsregarding campus facilities; naming buildings and grounds; making regulationsregarding student conduct; and exercising supervision of student housing and safety.I.D. OrganizationThe day-to-day affairs of the State University of New York at Binghamton are conductedby the president, the administrative staff, and the faculty. The roles of the president andmajor administrative staff are described below. The organization and functions of thefaculty are described in the Faculty Bylaws.I.D.1. Office of the PresidentPRESIDENTThe chief executive officer of the University, the president is responsible to thechancellor and the Board of Trustees. The president is charged with promoting thedevelopment and effectiveness of the institution and with overall administrativeresponsibility for the University, including budgetary planning and the allocation ofresources. In addition, the president oversees the development of all University policies(as articulated in part in the Handbook) and the appointment and supervision ofemployees, as well as planning and implementation of initiatives supporting theUniversity's mission, academic plans, and student development. The president alsopromotes the University's interests and advocates for it among external constituencies.As part of these responsibilities, the president prepares reports and makesrecommendations to the University Council, the Chancellor and the Board of Trusteesconcerning the operation, plans and development of the institution. As chiefadministrative officer, the president assigns such powers, duties, and responsibilities asare appropriate to other administrative officers and special committees.2015-16 Faculty-Staff Handbook – page 10

CHIEF OF STAFFReporting directly to the president, the chief participates in all meetings of thePresident's Staff and serves as an adviser to the president on trends in higher educationand policy implications of presidential decisions. The chief works with the vicepresidents on University issues; coordinates the appointment of presidential advisoryand other University committees; prepares special letters and reports for the president;serves as ex officio on a number of committees; provides support on a wide range ofcampus and system-wide issues; supervises secretarial staff for the Office of thePresident; monitors and oversees budgets for the office; and carries out special tasksas assigned by the president.DIRECTOR OF ATHLETICSThe director of athletics, who reports to the president of the University, hasresponsibility for the overall supervision and administration of the Intercollegiate Athleticprogram for the University, including management of facilities, budget preparation,financial management, planning, and staffing, as well as communications, marketing,and fundraising. The director of athletics is responsible for recruitment and selection ofthe coaches as well as relevant staff. The director is responsible for the relationshipswith, as well as compliance with, the rules and regulations of Binghamton University, theNCAA, and all affiliated conferences.CHIEF DIVERSITY OFFICERThe chief diversity officer, reporting to the president, leads the Office of Diversity, Equityand Inclusion (ODEI), formerly the Affirmative Action Office, which is responsible forpromoting a campus climate that values diversity, equity and inclusion, and is free ofbias and harassment. The chief diversity officer is responsible for the University'sdiversity, inclusion and affirmative action efforts, including policy development,recruitment and retention program development and initiatives, legal compliance withappropriate federal and state laws and regulations and complaint resolution. The chiefdiversity officer also serves as the Title IX officer. The ODEI advances BinghamtonUniversity's teaching, research and service mission and commitment to excellence byworking collaboratively throughout the institution with faculty, staff and students. Forinformation, please go to on/.EXECUTIVE DIRECTOR OF THE BU FOUNDATION AND ASSOCIATE VICEPRESIDENTThe executive director of the foundation has fiduciary responsibility over the foundationoperating budgets and finances and all functions of administering and managing the2015-16 Faculty-Staff Handbook – page 11

foundation at its board of directors, internally supervises accounting services,information technology, gift and donor records and the Binghamton University Forum,and serves as executive director of the Binghamton University Foundation HousingCorporation, Southern Tier High Technology Incubator and Campus Related Properties.The executive director reports to the president.UNIVERSITY OMBUDSMANThe University ombudsman is the designated neutral or impartial dispute resolutionpractitioner whose major function is to provide confidential and informal assistance toconstituents of the University community (including students, staff, faculty and/oradministrators). The ombudsman serves to protect against abuse, bias and otherimproper treatment or unfairness. Serving as a designated neutral, the ombudsman isneither an advocate for any individual nor the organization, but rather, an advocate forfairness and fair process who acts as a source of information and referral and assists inthe resolution of concerns and issues. This office supplements, but does not replace,the University's existing resources for conflict resolution. As an independent, neutral,confidential and informal resource, the Office of the University Ombudsman does notaccept legal notice for Binghamton University. For more information, D.2. Division of Academic AffairsEXECUTIVE VICE PRESIDENT FOR ACADEMIC AFFAIRS AND PROVOSTAs Binghamton's chief academic officer, the executive vice president for academicaffairs and provost provides leadership for the University's academic mission, includingstudent recruitment and academic success, faculty hiring and evaluation, academicprogram development and review, global academic initiatives, and marketing andcommunications. In consultation with the president, the provost is responsible forbudget, space, and resource allocations for all University divisions.SENIOR VICE PROVOST AND CHIEF FINANCIAL OFFICERThe senior vice provost and chief financial officer is responsible for developing andmaintaining base budgets for the University and for developing strategies, assessments,and information that guide decisions about University program development. The seniorvice provost and chief financial officer develops and maintains financial records, reports,and fiscal support services, including provision of accurate financial information to othercampus administrators as necessary for planning and decision-making.In addition to these responsibilities, the senior vice provost has the followingresponsibilities:2015-16 Faculty-Staff Handbook – page 12

To develop long-term and yearly enrollment and revenue projections To develop long-term and annual budget projections To collect and analyze data on key metrics that track progress toward strategic objectives To track University achievements relative to System expectations including assessmentprograms and performance funding To develop long-term and annual plans for academic space utilization To serve as a liaison to the University's facilities planning processThe senior vice provost and chief financial officer has direct line responsibility for theoperations of: the Office of Institutional Research and Assessment, the Office of Strategic and Fiscal Planning, the Office of University Budget, the Office of Business Affairs, the Office of Administrative Affairs, the Office of Course Building and Academic Space Management, the Office of Athletics Compliance, the Anderson Center for the Performing Arts, and the University Art Museum.The senior vice provost and chief financial officer also serves as the ethics officer for theUniversity. The senior vice provost and chief financial officer reports to the executivevice president for academic affairs and provost.EXECUTIVE VICE PROVOST FOR INTERNATIONAL INITIATIVES AND CHIEFGLOBAL OFFICERThe executive vice provost for international initiatives and chief global officer guides theUniversity's internationalization processes, assists with the strategic planning andtactical implementation of global educational initiatives, and oversees the Office ofInternational Programs (OIP) and International Student and Scholar Services (ISSS).OIP is responsible for university-wide international partnerships, programs and projects.These include Binghamton's international exchange and study abroad programs, theGlobal Studies Minor (GSM), Languages Across the Curriculum (LxC), and the DualDiploma Programs with Turkey. ISSS serves over 2700 international students andscholars, providing them with a holistic and comprehensive range of services. Theexecutive vice provost for international initiatives is tasked with exploiting the synergies2015-16 Faculty-Staff Handbook – page 13

that arise between our campus' extensive global programs and initiatives while alsoserving as a resource for all our campus' academic units. The executive vice provost forinternational affairs and chief global officer reports to the executive vice president foracademic affairs and provost.VICE PROVOST AND DEAN OF THE GRADUATE SCHOOLThe vice provost and dean of the Graduate School provides leadership for thedevelopment of graduate education. As the principal academic and administrativeofficer of the Graduate School, the vice provost oversees admissions, academicprogress, and awarding of degrees at the graduate level; implements graduatecurricular policy as determined by the Graduate Council; has responsibility for activitiesinvolving graduate curricular and academic matters; and works closely with graduatedirectors and chairs to recruit graduate students and develop new programs. The viceprovost also assists both faculty and graduate students in their realization of theteaching mission of the institution and coordinates with the vice president for researchto facilitate the research mission of the institution. Academic units temporarily housed inthe Graduate School report to the vice provost and dean of the Graduate School. Thevice provost and dean of the Graduate School reports to the executive vice president foracademic affairs and provost.VICE PROVOST FOR UNDERGRADUATE EDUCATION AND ENROLLMENTThe vice provost for undergraduate education and enrollment provides administrativecoordination for undergraduate programs in the various schools at BinghamtonUniversity, academic support units, and other undergraduate academic initiatives.Working directly with the offices of the deans, the directors of undergraduate programsand the faculty masters, the vice provost interprets policies and procedures and is alsothe primary contact, relative to undergraduate curricula, with the administration of theState University of New York and the New York State Education Department. Inaddition, the vice provost coordinates the development of the University'sundergraduate enrollment plan, emphasizing both recruitment and retention of students,and supervises the Office of Admissions and the Office of Financial Aid and StudentRecords. The vice provost for undergraduate education and enrollment reports to theexecutive vice president for academic affairs and provost.VICE PROVOST FOR DIVERSITY AND INCLUSIVENESSThe vice provost for diversity and inclusiveness will provide leadership within andbeyond the division of Academic Affairs to increase diversity among faculty, staff, andstudents to foster an inclusive academic culture that enables the University to reap the2015-16 Faculty-Staff Handbook – page 14

benefits of a diverse academic community and to promote the success ofunderrepresented faculty, staff, and students. The vice provost for diversity andinclusiveness reports to the executive vice president for academic affairs and provostand also works closely with the chief diversity officer, the Division of Diversity, Equityand Inclusion, and the other divisional diversity officers.ASSOCIATE VICE PRESIDENT FOR ADMINISTRATIVE AFFAIRSThe associate vice president for administrative affairs is responsible for financialplanning and fee management. In addition, the office coordinates summary levelfinancial analysis and coordination of financial projects with related organizations,strategic planning, and benchmarking. Special projects are completed as assigned bythe senior vice provost.ASSOCIATE VICE PRESIDENT FOR BUSINESS AFFAIRSThe associate vice president for business affairs oversees operations for the accurateand timely processing and reporting of all accounting transactions relating to state, IFR,DIFR, and SUTRA funds in accordance with New York State, SUNY and campuspolicies and procedures in both the campus and SUNY accounting systems. Theassociate vice president monitors and reviews the accuracy of Binghamton Universityfinancial information used in preparing the SUNY Financial Statements, BinghamtonUniversity IPEDS report, the National Science Foundation report, and prepares theAnnual Campus Financial Reporting Package and Quarterly Uniform RevenueAccounting System Filings. Additionally the associate vice president developsappropriate processes and procedures and accurate and timely payment of Universityaccounts payable, P-Card and Travel related procurement and expenditures inaccordance with OSC, SUNY and University rules, regulations, policies and proceduresand coordinates development and implementation of the Residence Hall operating andlong range budgets, projections and reserves as well as works with other Universityoffices to develop and input to the SUNY system the University's fiscal year revenueprojections, making adjustments as needed. The associate vice president for businessaffairs manages Accounting, Accounts Payable, Travel, Purchasing and StudentAccounts Office operations to ensure that assigned duties are done efficiently andeffectively and in accordance with established policies and procedures. Among the dean's general responsibilities are to consult with faculty to developcurricula and to maintain standards of performance; to foster excellence in teaching andresearch; to provide leadership for private fundraising; to facilitate new approaches tostudent learning; to promote interdisciplinary collaboration; to administer the college'sbudget; to recruit faculty; to help develop institutional partnerships and supportrecruitment efforts; and to take a leading role in other faculty personnel matters,including tenure, promotion, and renewal. The dean serves as chair of the HarpurCollege Council and acts to implement such academic policies as may be determinedby that body.
