STATEMENT OF WORK (SOW)1.0TITLE: Use of the University of Minnesota Nutrition Data System for Research (NDSR)Database for the NCI Diet History Questionnaire (DHQ)2.0BACKGROUNDThe Risk Factor Assessment Branch (RFAB) within the Epidemiology and Genomics Research Programs(EGRP), Division of Cancer Control & Population Sciences (DCCPS) at the National Cancer Institute(NCI) requires the use of the University of Minnesota Nutrition Data System for Research (NDSR)database to for the NCI Diet History Questionnaire (DHQ).RFAB maintains a public-use food frequency questionnaire (FFQ) called the Diet History Questionnaireor DHQ. The nutrient database for this instrument includes values mostly from the US Department ofAgriculture (USDA) – data that are also public use. However, the nutrients available from the USDAdatabase are limited in scope. The University of Minnesota’s Nutrition Data System for Research(NDSR), however, maintains a larger nutrient database than USDA and includes additional nutrients ofgreat interest to researchers – nutrients that are not available in the USDA nutrient database. The NDSRis mostly used to collect and analyze food record and 24-hour dietary recall data. NCI requires theUniversity of Minnesota’s NDSR database to add important nutrient of interest to its DHQ nutrientdatabase.The NDSR database is proprietary to the University of Minnesota. Access to the NDSR database shallallow NCI to obtain and use the most comprehensive and up-to-date, state-of-the-art, research levelnutrient and food group database.2.1OBJECTIVEThe objective of this requirement is to purchase the use of the University of Minnesota Nutrition DataSystem for Research (NDSR) database. This data shall be used for the purpose of updating andmaintaining the NCI food and nutrient database for the Diet History Questionnaire public-use foodfrequency questionnaire, which is used by researchers across the country in nutrition research.3.0SCOPEThe University of Minnesota currently maintains the Nutrition Data System for Research (NDSR), aresearch level food and nutrient database used in research. The NCI is purchasing access to this database,allowing NCI to provide an extensive list of nutrients and food components on its public use foodfrequency questionnaire.4.0PURCHASE ORDER REQUIREMENTSIndependently, and not as an agent of the Government, the Contractor shall furnish all necessary services,qualified personnel, labor, facilities, equipment, materials, and supplies not provided by the government asneeded to provide the services as described in this section. The contractor shall:4.1Maintain an extensive nutrient database for use with their system and make the entire databaseavailable to NCI for the purpose of creating composite nutrient values for NCI’s FFQ database.RFQ# 75N91022Q000874 of 13

Updates to the database that occur duringthe period of performance shall be delivered to the NCI within one month of when updatesoccur.4.4Respond to e-mails and telephone calls on a periodic basis (average of once per month).5.0TYPE OF ORDERThis will be issued as a firm fixed price purchase order.6.0PERIOD OF PERFORMANCEThe anticipated period of performance is for a 12-month period fromJuly 1, 2022 to June 30, 20237.0PLACE OF PERFORMANCEServices shall be performed at the contractor’s place of business.8.0DELIVERABLESThe contractor shall provide NCI an updated, current NDSR database that can be used to create compositenutrient values for line-items on a food frequency questionnaire. This shall be delivered electronically toNCI. The contractor is responsible for maintaining the most up-to-date version of the database availableand ensuring updates are available to the NCI Technical Point of Contact and Alternate Point of Contact.Onsite access at NCI is not required for the Contractor.Upon award, the Contractor shall grant immediate access to the database. Subsequent updates to thedatabase that occur during the period of performance will be delivered to NCI within one month of whenupdates occur. The access information shall be provided to the NCI Technical Point of Contact andAlternate Technical Point of Contact. Payment authorization requires submission and approval of invoices tothe TPOC and NIH OFM, in accordance with the payment provisions listed below:The following clause is applicable to all Purchase Orders, Task or Delivery Orders, and Blanket PurchaseAgreement (BPA) Calls: Prompt Payment (Jan 2017) FAR 52.232-25. Highlights of this clause andNIH implementation requirements follow:I.Invoice RequirementsA. An invoice is the Contractor's bill or written request for payment under the contract forsupplies delivered or services performed. A proper invoice is an "Original" which mustinclude the items listed in subdivisions 1 through 12, below, in addition to the requirementsof FAR 32.9. If the invoice does not comply with these requirements, the Contractor will benotified of the defect within 7 days after the date the designated billing office received theinvoice (3 days for meat, meat food products, or fish, and 5 days for perishable agriculturalcommodities, dairy products, edible fats or oils) with a statement of the reasons why it is nota proper invoice. (See exceptions under II., below.) Untimely notification will be taken intoaccount in the computation of any interest penalty owed the Contractor.1.
