IntroductionAbout our FacilityThe Professional Development Center offers approximately 12,000 square feet ofoffice and classroom space. The PDC has four classrooms, the largest of which canaccommodate 75 students and includes a 42 station computer lab. Each of the fourclassrooms are equipped with computers, LCD projectors, DVD players, a publicaddress system, a white board, an ELMO and a smart board. Free Wi-Fi and publiccomputer access is available to all students.Mission StatementThe mission of the West Virginia State Police Professional Development Center hasbeen and remains to be focusing our efforts on providing the police officers of WestVirginia with the most current methods of training in the area of law enforcement topromote efficiency and effectiveness to better serve the citizens of West Virginia. Ourmission is also to upgrade the professional skills of West Virginia law enforcementpersonnel at all levels of government. This has been a continuing goal of the WestVirginia State Police Academy since 1949. More than sixty years later, there are manynew methods of instruction as well as improved technological advances in the field ofpolice training. ProceduresProceduresRegistration ProceduresAttendance and enrollment in the classes within this catalog are restricted to certifiedpolice officers, chiefs of police and sheriffs. The Director of Professional Developmentmay grant exemptions to this rule on a case by case basis.Registration must be received no later than two weeks prior to the course start date.Agencies and/or individuals with outstanding debts to the Academy will not be permittedto register for courses.Complete registration information can be found following the course descriptions onpage 11. The course registration form can be found on page 43.Cancellation PolicyIndividuals who cancel their registration for a course must do so at least two weeks inadvance of the start of the course. Failure to give adequate notice of cancellation willresult in forfeiture of tuition and prevents others on a waiting list from attending thecourse. Your cooperation in reducing the number of “no shows” is appreciated. ProceduresClassroom Presentation and ManagementAs a general rule, classes will begin between 8:00 and 8:30 a.m. and may conclude aslate as 5:00 p.m. daily, unless otherwise noted. Certain courses may require additionalevening training hours. Instructional breaks and lunch periods will be set by the courseinstructor or supervisor. Smoking is not allowed within the buildings located on theacademy complex. All students are expected to display a professional demeanor atall times and are required to adhere to the rules and regulations governing the WestVirginia State Police Academy.Dress CodeThe West Virginia State Police Academy and Professional Development Center striveto provide and maintain the highest standards of training. With this in mind, studentsare requested to dress appropriately in casual business attire. No shorts, tanktops, sweats or athletic attire or other clothing considered unprofessional willbe worn on academy grounds, outside of the privacy of the dormitories. Jeansare permissible, however, they will be clean and not faded, frayed, have holesor patches. T-shirts with obnoxious logos will not be permitted. Those coursesthat may require specific clothing such as fatigues or physical training apparel areexceptions to the dress code.DirectionsThe Professional Development Center is located west of Charleston, WV alongInterstate 64. Take exit number 50, Institute, to WV route 25. Proceed east on Route 25for approximately 3/4 of a mile and then turn left onto Academy Drive. The ProfessionalDevelopment Center is located approximately 3/10 mile past the main complex onAcademy Drive. ProceduresLodging and MealsRequests for lodging at the Academy facilities shall be made on the course registrationform. Academy lodging is not guaranteed if the request is not made in advance at thetime of registration. Lodging will be invoiced to the student’s agency at a rate of 35.50per day and includes all meals. (Please see below for rate breakdown). Invoices will besent upon completion of the course.Rate BreakdownLodging: 12.50Meals: Breakfast - 5.50Lunch - 6.00Dinner - 11.50Meals are available to all students attending training. Each student’s meals will bedetermined on the first day of each course. Meals will be invoiced to the student’sagency based upon this number. The necessity of law enforcement of being armed and vigilantto protect the innocent and defenseless, not to mention their fellow officers and themselves,against the assaults of human predators will cause wounds, often unseen, in all those sworn touphold the law. The performance of the police officer is directly affected by their perception ofreality. This exposure to the battle will change an officer’s perception, thus performance at workand home. Course DescriptionsCase Law for Law Enforcement (8 Hours Supervisory)This course focuses on case law related to traffic stops, sobriety checkpoints, response toresistance or aggression, failure to identify and other law enforcement related matters that aretrending across the country related to law enforcement interactions with the public. Course DescriptionsField Training Officer (Entry Level - 8 Hours)This 16 hour course will assist Future Field Training Officers in preparing New officer to functionas a solo police officer at the conclusion of their training cycle. This course highlights the dutiesof the FTO’s involvement in being a role model, clearly communicating the expectations oftraining, teaching the trainee the policies of the department, correctly applying concepts learnedin the classroom to field training operations, and evaluating the trainee on his or her progressin the program. Ultimately, the FTO is responsible for making sure shift duties are performedproperly and completely. Discussion and special focus on the San Jose Model used in publicsafety agencies across the country. This FTO program model has been successfully defendedin Federal Court. Course DescriptionsForensic and Evidentiary Photography Techniques (16 hours)This course is specifically designed for anyone who is tasked with the responsibility of havingto document crime scenes, accident scenes, evidentiary items, and latent print evidence.This class will cover using manual settings on digital SLR cameras (aperture, shutter speed,and ISO) for taking pictures in any situation, image compression (lossy vs. lossless) andstorage solutions, image composition, and evidentiary needs for photographs submitted to thelaboratory for evaluation.
