River Renew Presentation –November 7Alexandria Renew will present a briefingon the upcoming River Renew projecton November 7 from 7-8:30 pm inthe Roundhouse. This briefing willprovide key details about the planningand vision for Alexandria’s sewagemodernization project. This projectwill have significant environmental,financial, and transportationimplications for all city residents, socome and join us for this briefing.The OTVOA Board will adopt the 2019OTVOA budget at the November 19,2018 board meeting. As presented at theOctober 18, 2018 meeting, the budgetwill likely increase monthly homeowners’dues by 8 to 10. This will be the firstdues increase in at least the past elevenyears. HOMEContinued from Page 1OTVOA spending can be grouped into three broad categories: OTVOA direct or day to day operations; Grounds andServices, lights OTVOA and OTVCUOA (condominium) shared expenses,items tied to the Roundhouse and pool with OTVCUOAreimbursing us 45% for these shared expenses; andreserves, Funds set aside for larger community capital projectssuch as roads, sidewalks, etc. OTVOA direct or day to dayoperations; Grounds and Services, lights.As presented at the October 2018 meeting, total expenses,including shared but before reserve contributions, wereprojected to be 341 thousand, up 10 thousand or 3% fromthe prior year’s budget. Spendingremains reasonable. Afterscheduled reserve contributionsof 80 thousand, the budgetprojects a deficit of 10 thousandif dues were to remain flat. Amonthly dues increase of 8 to 10 will cover this shortfall.As a homeowner like all of us, I wonder if my portion of thereserves seems reasonable. As of September’s financialreports OTOVA had 501 thousand in reserves ( 3,200 perhome owner), equity of 68 thousand ( 440 per home owner),and 107 thousand, our 55% share of the shared reserve( 690 per homeowner) for a total of 4,330 in reserves perhousehold. By this measure it also strikes me that the reservesare reasonable.What does this mean going into 2019 and beyond? Based onthe proposed 2019 budget, and reserve study schedule, eachof us will continue to contribute 35 per month to reserves.Future budgets will be informed by next year’s requiredfive-year review of the Reserve Study to be conducted byMiller Dodson. For the 2019 budget, to change the 35 permonth per homeowner up or down would not be prudent.Such a question or debate would be better next fall after thecompletion of the review of the Reserve Study when we havemore current information.As noted above, the budget will be discussed and acted onat our November 19, 2018 board meeting following theAnnual meeting.Let me close by thanking the Finance Committee, and ourvolunteer committees for their help in developing our budget.Volunteers make Old Town Village!Direct ExpensesAs presented at the October board meeting, direct expensesof 245 thousand ( 158 per month per homeowner) arebudgeted to increase 14 thousand. This is being driven bymodest increases for our volunteer committees, irrigation,trash removal, legal, and the required 2019 Long Term ReserveStudy. Our largest direct expense continues to be landscaping(flat at 85 thousand including pruning), trash removal ( 33thousand), and snow removal ( 27 thousand).Shared ExpensesExpenses shared with the OTVCUOA are budgeted at 94thousand, down by 3.4 thousand or 3.4%. OTVOA isreimbursed by the condominium association for 44% of theseexpenses that is reflected as 42 thousand CondominiumOperations Reimbursement. The largest item in this categoryis the 27 thousand annual pool contract.ReservesIn my role as Treasurer I often hear rumblings - ‘Do we have toomuch or too little in reserves?’ ‘Are we under or over saving?’Per the reserve study conducted in 2014, we are pretty muchon target. As noted in the most current OTVOA 2017 auditedreport, our annual contributions to reserves, driven by thereserve study, are appropriate.OTVOA BOARD ACTIONSFrom the October Meeting Thanked retiring committee chairs ShannonCollins, Frank Van Haste and Joe Holthaus Tabled approval of the Long Term Reserve Studyby Miller Dodson to the November 19, 2018 Boardmeeting, subject to receipt of an updated letterfrom Miller Dodson. HOMEJohn Prevar, Committee ChairFrank Van Haste, Committee ChairMore on Expanding RoundhouseMeeting and Event SpaceManagement Committee member Tom Boudreau hasresearched using 10’x20’pop-up tents as a temporary solutionto the need for more space for community and private eventsat the Roundhouse and has offeredoptions, ranging from 1,500 to 2,300 (depending on overall quality),for using up to three tents, completewith heating and lighting for year-roundactivities. These would be easy to setup and store and would be more costeffective than renting tents. Meanwhile,the committee continues to exploremore permanent solutions, such as apavilion on the patio and reconfiguringthe Roundhouse’s internal structure formore effective space utilization.The Finance Committee held its monthly meeting on October15th. Our Treasurer, Mike Masse, was in attendance andparticipated in the discussions.The Committee reviewed the Community Manager’s FinancialReports for September and noted no major anomalies. Atpresent, a modest surplus is forecast for the Operating accountat year-end.The Treasurer’s draft for OTVOA’s 2019 Operating Budget wasdiscussed and several small changes were suggested. Thisdraft, with the revisions incorporated, has been submitted tothe Board of Directors for its consideration and approval.Next MeetingFitness EquipmentThe elliptical machine and one of the two treadmills that wereout of commission were repaired on October 23. The secondtreadmill was still awaiting parts as of this writing but wasexpected to be repaired by the end of October. HOMEBarry Stauffer, Committee ChairPaul Taylor, ChairThis year we increased the number and density of the summerflowers, which made a big difference and will be repeated nextyear. Although we all enjoyed the beautiful summer flowers, wehave had to replace them for the fall and winter season. Wedelayed this as long as we could, but we needed to get the flowersin the ground to establish their root system before the irrigation isturned off.In October this year the ARB completed another annual inspectionof the properties within our community, and generally we canreport that owners are doing a good job of maintaining theirhomes. The ARB is working hard to encourage owners of the fewhomes that need some TLC to act on improving their properties.As you walk around the alleyways, the ubiquitous white vans areeverywhere. There are now a few new roofs, more on the way (agood era for roofing companies!) and we are starting to see windowreplacements as the original woodenframes are really nearing their end oflife. Wood rot continues to plague all ofour homes.The two trees at the north end of S. Fayette St. that died have nowbeen replaced. Our contractor recently installed irrigation to allthe new trees. We will nowremove the green gatorbags. Our hearty thank youto all who adopted a tree towater this summer.As the second phase of ourtree maintenance program,we are planning on asignificant tree pruning forlate this fall and early spring. This trimming would cover priority1 and 2 trees identified in the tree audit. The pruning will focuson tree health and shape. We will not trim the crepe myrtles backto stubs as was done in years past. There will be some parkingrestrictions in place during this trimming. Notice will be providedvia broadcast email before the pruning.At our September meeting, the townhome Grounds & ServicesCommittee reviewed the ice and snow plans for 2018-2019.Upon board approval, these plans will be published on theOTVOA website as well as a map designating the no parking/snow pile areas for use during heavy snows. We will also provideadditional information in flyers before the first major snow eventand additional details in the December Crier. All residents areencouraged to read this plan and become familiar with the noparking and snow pile areas in our cramped alleys. In Decemberwe will have our contractor come by and place orange snow stakesat the areas to avoid the snowplows.Additionally, the ARB and Grounds &Services are working towards deliveringenhanced landscaping to improve thecurbside appeal for everyone, but thatneeds help from you. Each owneris responsible for providing plantings on the property they ownbeyond the foundation. This is typically to the leading edge of thefront door stoop at the front of the house, and for end units either3-5 feet or to the sidewalk along the sides. The G&S has postedon its webpage a comprehensive list of approved plantings, andwe encourage all owners to look at ways to make their propertylook as attractive as possible. The G&S have even identified whichplants are best suited for full sunlight and for very shady areas. Afew owners have provided accent lighting in their shrubbery andthat makes for a very aesthetically pleasing appearance. Best ofall, it does not require ARB approval since such lighting is viewedas temporary.We are working on some long-range landscape improvementplans for the next few years. So far, the plans include improvedlandscaping along the 300 block of S. Henry St. and landscapelighting around the Roundhouse. The poolside planting andTot-Lot have also been identified as an area for potential futureimprovements. We are considering identifying ‘quiet corners’ whichwould be suitable for native plants to increase the diversity andrange of our landscaping. If you have any additional suggestions,please forward them to the G&S committee.We are working diligently to keep our grass attractive. HOMELisa GrooverWelcome Committee ChairTownhomes Welcome CommitteeSeptember was a busy and very rewarding month for thetownhome Welcome Committee!We had our first ever “Life in Old Town Village Coffee” togreet residents who have moved to OTV since the beginning of2018. Our goal was to not only say “hello” but to discuss thecommunity in general, living in an HOA, the various committeesand how to get involved as volunteers. We were pleased withthe attendance of 25 people, including 17 new residents,several committee chairs, and a few active volunteers. MikeSkardon, board president, provided very useful information,and residents found the topic extremely helpful. Organizersfrom the Welcome Committee included Janie Piemonte, DebbyDuffett and Janie Smith.Speaking of volunteers.September 30 was the perfect day tothank the many volunteers that make OTV such a special placeto call home. Combined with the new resident’s reception.the evening was a huge success! Over 75 people attended awonderful get together with delicious food, beverages, terrificfriends and neighbors. A big thank you to Welcome Committeemembers Janie Piemonte, Freda Wooldridge and Susan Roe forplanning such a fantastic event! And to Ann Lindblom, DebbyDuffett, Janie Smith and Patty Sauvigne for setting up, greetingguests, making additional name badges, bartending andcleaning up at the end of the night.Debby Duffett had the pleasure of welcoming Marie-CecileDegeilh and Vincent Launay, the new owners of 401 S. FayetteStreet, to the community. They moved from France to the U.S.four years ago and have been living in Rosemont until theywere ready to buy in Old Town Village this September. Marieworks for PBS in Arlington, and Vincent is with the World Bankin DC. They both love the easy commute, the community,location and accessibility to restaurants and shops. Marieenjoys horseback riding and competitions. They have a3-year-old chocolate Lab, Loki, and an 8-year-old bunny,Frimousse. Marie-Cecile and Vincent are looking forward tofamily visits from England and France and to getting involvedin the community.Michael Geranis, the new owner of 313 S Henry Street, waswelcomed by Freda Wooldridge in late September. Mikemoved from Texas, and is stationed at the Pentagon with theAir Force. His wife Katherine, who is also in the militarystationed in Arizona, will be joining him next year. A warmwelcome g, enhanced securitymeasures were approved. The board approved the purchaseof LED light bulbs for the outsidefront door light of all first floorcondominiums. Our hope andexpectation is that all first floorcondominium residents will turn ontheir outside front door light at nightso that we canbrighten thewalkways andparking lotareas The boardalso approvedthe purchaseof solar LED lighting for the firstfloor back decks for Building 4condominiums. We will first testtwo back decks to evaluate theeffectiveness of the solar lightingto illuminate the cemetery area atnight where some residents havecomplained of people walking at night.If our test is successful, the first floorcondominium owners in Building 4 willbe offered the solar lighting system fortheir back decks. The board also approved the purchaseand installation of bright LED lightbulbs for the parking lot poles. Weconducted a test of some poles withLED lighting and the illumination ismuch brighter. We will complete thepurchase and installation of the LEDbulbs for the parking lot poles oncethe Memorandum of Agreement(MOA) with the City of Alexandria isfinalized for use of TransportationManagement Program (TMP) funds.The MOA will expand the eligibleuses of TMP funds, which will includestreetlights and other securitymeasures. I have spoken with theincoming Mayor and I am confidentthat the MOA will be finalized soon. The board is also evaluating proposalsfor installing security cameras in theparking lots. I will report on this issuein next month’s Crier.Next MeetingAnnual OTVCUOA Board MeetingAnother issue that we have been workingon is the water ponding in the DouglassCemetery. I recently spoke with the Cityof Alexandria and they will be providingdetails on both a short-term and longterm plan for addressing this issue.I will keep you posted.Lastly, the board approved doublingthe leaf collection program from threetimes per year to six times. And we alsoapproved the purchase of benches madeof recycled plastic for the English Garden.We think the increase in the frequency ofleaf collection will make our open space“green areas” more appealing and thebenches will replace the current woodenbenches that are in bad condition.All Condominium Residents!The 2019 OTV Residents Directoryis going to press! HOMEOTVCUOA Condominium2016 Board of DirectorsKarl Kalbacher202-341-4377PresidentThe month of September continued the positive financial recordfor OTVCUOA, with the association expenses coming in 37,884under budget and its revenues 3.386 over budget for the year– producing a net positive balance of 41,270 for the year sofar. In addition, The Balance Sheet shows that the Association’sReplacement and Contingency Reserves stand at 684,844, notcounting the TMP Reserve Fund, at 134,028, which can onlybe spent for limited purposes. The Association’s ReplacementReserves Plan still projects over 105,000 in expenses for thisyear, in addition to almost 130,000 in paving costs that have notyet been obligated. However, the board has received a responsefrom the City of Alexandria indicating that we may be permittedto use TMP funds for the paving project; the board continues toseek full clarification of that signal. All of the Reserve Funds areheld in interest-bearing accounts at local banks. Also, the currentdelinquency rate on our residential accounts stands at justover 2%, well within the 3% threshold that auditors considerto be excellent.It is with mixed feelings that I report to you that this will bemy last Treasurer’s Report, as I plan to circulate off the boardin November.
