VILLAGE OF ELBURN – 2020-2021 ILLINOIS ENVIRONMENTAL PROTECTION AGENCY NPDES PERMIT FOR STORM WATER IDSCHARGES FROM SEPARATE STORM SEWER SYSTEMS (MS4) Changes to Best Management Practices (BMPs) 1. Public Education and Outreach a. The Village of Elburn’s Snow and Ice Policy is posted on the Village website. -- 1/VILLAGE-OF-ELBURN-SNOWICE-POLICY.pdf b. Pertinent notes* included on water bills are shown below at the bottom of this report. d. Copies of the Kane County Recycles brochure are available at Village Hall and the Public Works buildings. In addition, a link to the Kane County Recycles website ( lt.aspx) is on the Village website. e. Copies of the Under the Canopy tree brochure are available at Village Hall and the Public Works buildings 2. Public Participation/Involvement a. There are volunteer groups who occasionally organize and conduct “clean-ups” throughout the Village. One such group “Neighborhood Wash” was organized by one of Elburn’s Police Detectives, who is also an Elburn resident. Below are photos of a cleanup event where 10 bags of garbage was collected. b. A local Boy Scout Eagle candidate installed fishing line recycling containers at Village ponds (see photo below). c. The Village regularly communicates with Village residents and the Blackberry Creek Homeowners Association in regard to maintenance of storm ponds throughout town. Educating residents and the HOA to refrain from installing fences and plantings within easements is ongoing. 3. Illicit Discharge Detection & Elimination a. The Village is under contract to install GIS in order to update storm sewer maps to show outlets, etc. b. Ordinance 2010-22 is posted on the Village website. This Ordinance amends the Village of Elburn’s “Stormwater Drainage and Detention” (Chapter 1478). Among other things, the amendment includes Prohibitions, Compliance Monitoring, Violations, Enforcement and Penalties, etc. c. Work Orders are created and assigned to appropriate department employee(s) in response to complaints received by Village residents. 4. Construction Site Runoff Control a. The following Village of Elburn Codified Ordinances are available on the Village website: i. Chapter 1477 – Soil Erosion and Sedimentation Control ii. Chapter 1478 – Stormwater Drainage and Detention 1

b. Enforcement and inspections are conducted by the Village’s engineers, Engineering Enterprises, Inc. (EEI), in conjunction with Village staff and the Village Board. c. Construction punch lists are created by Village engineers in conjunction with Village staff. Enforcement is handled by Village engineers and staff and ultimately the Village Board if need be in order to ensure all improvements are up to code. d. 1) Currently, one large development is in final stages of buildout. Blackberry Creek Subdivision is located east of Route 47, south of Keslinger Road. 2) There is one large development underway in the Village of Elburn. Elburn Station is located on the east and west sides of Anderson Road north of Keslinger Road and south of the UP Railroad tracks. 3) A second large development has been annexed/approved and installation of water/sewer and excavation is underway. Fox Pointe Subdivision is located on the east side of Route 47, north of Route 38 and the Prairie Valley North Subdivision. e. The Village of Elburn has a Memorandum of Understanding with the Kane-DuPage Soil & Water Conservation District (KDSWCD) to help with Elburn’s MS4 permit and everything related to Soil Erosion and Sediment Control (SESC) engineering plan reviews, construction inspections and related educational facilitation. i. KDSWC conducted a review of the Fox Pointe Subdivision’s soil erosion and sedimentation control plan and provided items for incorporation into the plans. 5. Post-Construction Runoff Control a. The Storm Maintenance Log for this reporting period is attached. b. Roadway salt used for snow/ice management in the winter is stored inside a structure. c. Vehicles are maintained inside of a garage. 2
