PEST MANAGEMENT REASON FOR POLICY: This procedure includes the requirements for an Integrated Pest Management control programme within the food handling areas of the business. This procedure applied to pest management service providers and to the managers responsible. Pests destroy damage and contaminate food with microorganisms and droppings. Cause damage equipment and can cause structural damage. Due to this the Corner Bakery premises must be maintained free of pests. Internal and external controls will be used to ensure a pest free environment. ABBREVIATIONS & DEFINITION Vermin Mammals and birds injurious to game, crop etc. e.g. - Mice, Birds, rats, etc. Pest Insect or animal that is destructive to plants, foods, etc. Service Provider Organization contracted to provide products and/or services to the retail store regarding to management of pest and rodent control. Formal training Training provided by an external company specializing in Pest Control. Should include evaluation of competence and issuing of certificate to the extent. Site Any location where food products are produced, handled, stored or distributed from Structural Certification refers to the Department of Agriculture certification for an operator who is registered to apply pest prevention products on any site where food is Structural/Agricultural handled. Agricultural Certification refers to the Department Certified of Agriculture certification for an operator who is registered to apply agricultural pest prevention remedies to agricultural crops in farming operations. High risk area This refers to any area in a food production facility where exposed product that has gone through a sanitation process and is deemed ready to use is present. Low risk area This refers to any area in a food production facility where ingredients to a final product is present, but have not been put through a sanitizing process which deems it ready to use. d) Pest activity requiring chemical application must always be referred to a professional pest control service and the onsite service documented by the pest control company. 1.1.1. BUSINESS LICENSE, INSURANCE, OPERATOR’S CERTIFICATE a) The pest control company will provide the facility with a current business license (registration certificate). b) Copy of the liability insurance, c) Pest control operator’s registration certificate – both “P” and “T” certificates are accepted. d) It is the responsibility of the pest control service to maintain and update these documents in the pest control book at the facility. e) Documents must be stored in the Pest Control Service Providers Operations Manual. 1.1.2. PEST CONTROL SERVICE REPORTS-PESTICIDE APPLICATIONS a) Pest control service reports establish proof of proper pesticide application and provide a history of pest activity in and around the facility. Pest control service reports must include the following information: Description of services performed (Service Level Agreement) Materials applied. (Pesticide application log) Method of application. Target pests. Amount of materials applied. (Pesticide application log) Specific area material applied. Rate of application or dosage. Date and time of treatment. Applicator’s signature and license number. Pest activity by device. Pest Control Service follow-up corrective action (as required). Site Map indicating the location of all pest control equipment (rodents, insects etc.) Emergency Contact no. 1.1.3. SAMPLE LABEL AND MSDS a) Pest control companies must also provide sample labels (product and pesticide label information from the manufacture that identifies how to use the product safely and correctly) and material safety data sheets for all pesticides/rodenticides on the list. b) It is the responsibility of the pest control service to maintain these documents in the pest control book or provide a CD containing the information. c) Management should review sample labels and material safety data sheets to become familiar with their properties and application. 1.2. PEST CONTROL EQUIPMENT 1.2.1. Bait Stations: a) All rodent bait boxes may not be tampered with or moved. b) External bait boxes shall be in a fixed position and tamper proof c) No Internal bait boxes may be placed within the food handling d) Bait boxes may be placed in offices and in storage facilities were the food is in-closed with no open access. e) Bait Stations/ Boxes should be weather resistant materials i.e. of plastic or metal f) Bait Station to be fitted with an access lid for inspections and that must be lockable. The locking device must be of a seal-type and not easily accessible or easily replaceable with common materials e.g. cable ties can easily be replaced and are not advised. A unique key is recommended. g) Bait Station rodent entry points must have holes large enough to allow target pests in only, and the bait station in general should be strong enough to prevent dogs and cats from entry. h) Bait Station to contain a precautionary statement in a prominent location on station. i) Each Bait Station to contain a sticker on the outside with a number corresponding to the plaque above it, and to contain a inspection sticker inside the lid of the station which must contain the dates of all the services completed and the PCO’s initials. j) Bait Stations should be located on either side (to the left and right) of any entry/ exit building perimeter door. 1.2.2. Electric Fly Killers: a) Electric fly killing units shall be maintained in good condition and tubes replaced at a minimum of annually this must be recorded within the pest control file. b) Electric fly killing units shall be located not more than 2,4 meters from the floor, in areas free from draught, and away from natural light. c) Position units close to open doors and windows in such away as not to be seen from outside nor to attract insects from outside. d) Electric fly killing units with glue boards are preferred to “zapper” units which can distribute flying insect body parts during the electrocution process e) Glue boards shall be changed regularly, which may be at a frequency in excess of external contractor visits depending on seasonal conditions f) If “zapper” units are used, catch trays shall be emptied regularly / at least weekly g) Covered/screened tubes should be used within food preparation/handling areas. h) i) j) ILT’s/EFK’s should have one inspection sticker placed on the outside of the unit to record service dates, marked in permanent pen showing the date of the annual tube replacement. The PCO’s initials must be included. All ILT’s/EFK’s on the site must be numbered and indicated on the site plan of which a copy must be kept in the pest control file The cleaning instructions for the unit must be specified 1.2.3. Crawling Insects a) If crawling insect traps are required these shall be sited “out of visible range” from customers but easy accessible for removal. b) All food contaminated or suspected of being contaminated shall be removed immediately from food areas and safely disposed o c) Excessive non-food materials, excess equipment, and / or excess furniture etc must not be stored in food areas in a manner that is cluttered / undisturbed as this will provide nesting / harbourage points for pests d) If “occasional use” equipment is to be stored, it must be off the floor and easy to move to enable the area to be inspected by the pest control contractor and for cleaning. 1.3. PEST – SIGHT IT WRITE IT a) Staff is encouraged to immediately report pest sightings, evidence of pests, insect infestations, and notify management when dead rodents and or birds are found. Management should immediately contact the pest management provider for assistance. b) 1.3.1. Pest Sighting Log a) Maintain a Pest Sightings Log which informs the pest control service technician of pest sightings or pest activity in the facility. Associates must immediately report the following to a member of management: Any pest sightings to include- b) Customer pest complaints or sightings Product damage due to pests Pest activity (nesting, droppings, urine odours, etc.) Rodents caught in traps Bird inside the facility Bird nest inside the facility Flies/cockroaches in a fresh area Any dead pests found Any caught pests that are disposed of between services Any wildlife sightings (snakes, monkeys etc.) Doc no: SE 004 Effective date: System form changes: Overall format and content. c) d) e) f) g) h) i) Information must then be documented in the pest sighting log immediately. The pest sighting log should never be posted on the sales floor for customer viewing. Pest Sightings should be reviewed and signed by the pest control technician after each visit and action taken regarding the pest sighting will be documented on the service report. Encouraged to immediately report to management any pest sightings, evidence of pests, insect infestations, and notify management when dead rodents/birds are found. Management must immediately call the pest control service for assistance. Call backs for services are covered in the pest management contract and do not result in any additional fees, unless the pests are not covered in the contract (example: birds are not in the contract, call corporate pest management for support). Management shall review sighting logs daily and contact the pest control service as needed to address pest issues. 1.4. EXCLUDE – FIX IT SEAL IT 1.4.1. Interior Facility a) Staff locker facilities should be inspected on a regular basis to ensure that these facilities do not attract pests and provide an environment for pests to breed. b) Ensure that all entry points for pests are identified and sealed. 1.4.2. a) Facility and grounds maintenance is critical to the success of any pest control program. Make every effort to address both interior and exterior conditions which could lead to pest entry and infestation b) Areas such as dumpsters, compactors, composters, and receiving docks are to be kept clean and free of food or pet food spills. Food waste handling equipment should have tight fitting lids with no leaks. Food waste residuals must be cleaned up immediately to reduce pest attraction. c) Facility grounds and lots must be kept clean and free of trash and standing water which could serve as pest attractants and breeding grounds for insects. Weed control around facilities is crucial to pest management since weeds can provide both food and harbourage for insects and rodents. d) It is best practice to provide a 2m vegetative free zone around building structures to eliminate vegetative growth which supports pest activity. Landscaping of facility grounds can often provide shelter for pests. e) To reduce pest risk it is important to limit creeping ground cover, dense vegetation, or trees or plants that grow close to or directly against the building. This will provide a shelter and home to many pests. f) Perimeter walls of the facility must be free of holes and structural damage which could lead to pest entry. Dock levellers shall be kept clean and free of food and debris. Dock bumpers (padding around doors) shall be maintained and free of holes. These openings can provide ample housing for a number of pests. Doors and openings must be properly maintained and sealed. Screens with a mesh prevent pest entry and is highly recommended to use. 1.5. SANITATION – KEEP IT CLEAN 1.5.1. Outside areas should be kept clean and free of food sources (waste, food or stagnant water) 1.5.2. Immediately remove any bird nesting (droppings, feathers, nest material) found next to buildings. 1.5.3. Report and remove and dead pests found and properly dispose of them and clean and sanitise the area. 1.5.4. 1.5.5. Sanitary conditions influence whether a pest will reside in an area, become established, and determine pest sustainability. For this reason, clean up any food/pet food spills as soon as possible. 1.5.6. Racks, shelves, and floors in food storage areas must be free of food and trash build-up. Empty trash receptacles on a routine basis to prevent trash from overflowing. Trash receptacles used to contain damaged food products must have lids and must be cleaned on a scheduled basis as food residues and odours can attract pests. 1.5.7. Staff facilities (lockers) must be scheduled and cleaned on a regular basis, to ensure that pests are not attracted to these areas. 1.6. TELEPHONE – REPORT FOR SUPPORT a) All incoming goods must be inspected for pest activity as per the receiving checklist. b) If pest activity is found on a trailer, retain the supplier, and product info: includes: Supplier Name Product Name Batch No: Expiry Date Any other important information. c) If live pests are seen on the load, close the door immediately, move the trailer from the building and reject the load. d) If activity is found while unloading the trailer, remove the pallet affected immediately from the facility. Outside of the building, sort the pallet and inspect all the content while placing it on a new pallet. e) For all pest activity found on trailers, contact the supplier. f) Report the pest issue to the Foods Manager. g) A member of management must actively participate in the pest control service. h) During the opening meeting of service, the pest sighting log must be obtained and reviewed with the service specialist. It may be necessary to interview associates listed on the log who reported pest activity for more detail. i) Management must also review the last service report/audit and discuss any corrective action that has taken place since the last service. Management must always report and discuss any pests that have been caught and disposed of between services. j) The pest device map must be reviewed at this time and any missing or damaged devices reported. The map must be updated by the facility manager and by the pest control company at the time of service and should reflect the current amount of devices that are placed out for service (this includes any temporary devices added due to pest activity). k) A member of management must participate in the pest control service and make note of all exceptions and recommendations made during service. When the service is complete, all the exceptions shall be reviewed in a closing meeting. Any repeat exceptions are to be discussed and addressed as soon as possible. Open work orders are to be reviewed and followed-up on as necessary. Once the service is complete, the manager must review the report to ensure accuracy. The report must then be signed by the service specialist and the facility manger and a copy placed in the service book 1.7. STACK IT – KEEP IT OFF THE FLOOR a) Equipment and supplies stored outside the facility can provide harbourage for pests and must be stored away from the building walls at approximately 2 m. Equipment such as composters should be stored away from doors and openings and should be positioned 2m from the building if possible. Food waste odours and residuals from these containers can attract pests. b) Objects must not be stored directly on the ground. If pallets are used to store items on the exterior, identify them by designating and painting them for outside use only. Any items stored outside the facility must be inspected thoroughly prior to being brought inside the facility. Storage containers on the exterior should never be left open as pests can enter and can infest or contaminate product that is stored. c) Trash receptacles stored on the exterior must have a lid and should not be allowed to overflow. They should not be stored in doorways as these odours and waste residues can attract pests to the facility.
