Thus, currently the following schools are moving to temporary distance education deliveryimmediately: All-State Career School in Essington, PA; All-State Career School in West Mifflin, PA; FortisInstitute in Forty Fort, PA; and Fortis Institute in Scranton, PA (hereinafter “Pennsylvania Schools”).Other schools are handling students who have a need for temporary distance education delivery on acase by case basis.Need for Temporary Distance Education Delivery1. A copy of the school’s contingency plan in preparation for possible quarantines or limits to in-personlearning.If a student is unable to attend class as normal (as is the case with all students attending thePennsylvania Schools at this time), the student will be directed to first complete the documentprovided as Exhibit 1 - Qualifying for Distance Education Delivery Form. In addition, thedocument provided as Exhibit 2 - Distance Education Delivery Policy and Guidelines forStudents will be reviewed with the student. The student will also be required to sign a copy ofthe document provided as Exhibit 3 - Distance Education Delivery Agreement. The student willthen continue communications with the faculty member via: Zoom and other videoconferencing, Canvas, Blackboard, Jupiter, the Student Portal/MyCampusLink, email, telephonecommunication, and other remote methods as needed to engage each student.4

A copy of the school’s plan to notify and assist students with modified learning environment toinclude the following:The notification to students is provided as Exhibit 2 – Distance Education Delivery Policy andGuidelines for Students. The plan to assist students with the modified learning environment isbelow:a. Description of programs/classes impacted, including didactic/lab hours as appropriate.All programs and classes at the Pennsylvania Schools are currently impacted by state orderthrough March 30, 2020, as listed within Exhibit 4 – PA School Course Enrollment as of 3.16.20.Other Schools’ classes and/or programs may become similarly impacted as the days and weeksprogress, however, those instances are presently unknown.Individual students may also become impacted, and the process for documentation of such isprovided above, on page 4 of this Plan, and below within the ‘Management oversight’ section(the same documentation will occur when/if physical attendance at entire schools, programs,and/or classes is discontinued, as is presently the case with all Pennsylvania Schools).b. Effective date of change in delivery method and/or cancelling face-to-face classes.The effective date of change in delivery method varies by student, and may also vary by schoolas the days and weeks progress.Pennsylvania Schools were ordered to remain physically closed for two weeks, effective3/18/2020.c. Description of delivery method (i.e., Skype, Distance Education Platform, Go-to-Meeting, etc.)Schools will utilize Zoom and other video conferencing, Canvas, Blackboard, Jupiter, the StudentPortal/MyCampusLink, email, telephone communication, and other remote methods as neededto appropriately engage each affected student and/or class.d. Support for studentsFaculty and technology support will be provided for students.i. Management oversight;Schools will document and track remote student attendance in CampusVue. Schools will alsodocument and track actions taken that deviate from standard business practices via thedocument provided as Exhibit 5 – Campus Tracking Spreadsheet. Students are also being askedto keep a similar log of their own (see Exhibit 6 – Student Activity Log).Most Schools already have hybrid training, and as a school system, we have extensive local andcorporate experience in delivering online content and distance education.5

Oversight is at both the local and national level: Locally all instructors have been trained on thevarious modalities that will be utilized (these include a Student Portal, Canvas, Zoom, andCampusVue systems).Nationally each School’s education managers (including directors of education, deans ofeducation, and program directors) are ensuring that syllabi and lesson plans are being uploadedand delivered in accordance with our approved curriculum with as few changes as is practical.We have had training with all of our Program Directors regarding transitioning to DistanceDelivery that includes both synchronous and asynchronous elements.ii. Technology support as appropriate; andAlmost all Schools have a technology manger locally, and for those that do not, EducationAffiliates has a robust IT department at the corporate office to trouble shoot issues, and to assistin seamless content delivery ensuring the seamless delivery of education to maintain thecontinuity of our academic operations.iii. Access to faculty (i.e., phone, email, DE platform, etc)Qualified students who sign a Distance Education Delivery Agreement will be provided with thefaculty member’s email address and phone number, for each of their courses, and directed tocontact the faculty member(s) with any questions.e. Description of how students will access educational resources like LRS, other learningmaterials/resources.All students continue to have access to LIRN (the comprehensive research materials databasedescribed in Exhibit 7 – LIRN Outline, via the following link, user name, and s54469coldberry14.Students and faculty can also ask questions/obtain assistance remotely on the LRC website(found at the below link – there is a form on the right).https://libguides.yourlrc.info/LIRN3. For schools with allied health programs – please describe school’s plan for making up clinicalexperience/practicums as needed.Please see below section on ‘Disruption of Clinical, Practicum, or Externship Experiences’ forplan regarding making-up clinical and externship experiences as needed.4. Periodic updates to ACCSC as to when the school expects to return to normal operations.6

As the Pennsylvania Schools are at present the most impacted, Education Affiliates will providean update to ACCSC as to when the Schools expect to return to normal within a reasonable timefollowing the two-week Pennsylvania statewide closure, which is currently scheduled to end onMarch 30, 2020.Disruption of Clinical, Practicum, or Externship Experiences1. Expected timeline for suspension of the experience, including re-evaluation of suspension.Clinicals and externships at the Pennsylvania Schools in part are currently impacted by stateorder through March 30, 2020. Re-evaluation of the suspension will occur on or before March31, 2020.Other Schools’ clinicals and externships may become similarly impacted as the days and weeksprogress, however, those instances and their related timelines are presently unknown.2. A copy of the school’s plan to make up time and/or options for students.In each event that a clinical or externship experience is impacted due to unavailability of thesite, or other COVID-19 circumstance or restriction, the relevant school will identify options tomove students to sites that are still available and willing to accept students.If/when it is not possible to identify an alternate site for a student or class, equivalent clinicalsimulations will be utilized instead where possible and appropriate.If/when it is not possible or appropriate to utilize clinical simulation, equivalent remotelaboratory experiences will be utilized instead where possible and appropriate.If/when it is not possible or appropriate to utilize remote laboratory experiences, the experiencewill be rescheduled for the student after classes return to normal, utilizing a 30 day incompletegrade function.Extended Absences for Students1. A copy of the school’s plan to accommodate students who may be unable to attend classes due toexposure to COVID-19 or illness from the virus, including Leave of Absence and/or waiver of attendancepolicy.Students who are unable to attend either traditionally or via the temporary distance educationmeasures described above will be placed on a leave of absence.2. How the school will assist students returning to classes to make up the work missed.Upon the student’s return from leave of absence, their class schedule will be revised toaccommodate the make-up or re-take of work and/or courses missed.7

Distance Education Delivery Policy and Guidelines for StudentsPolicyA Distance Education Delivery is a course taken with faculty supervision when one of the following occurs:1) In response to an environmental, natural disaster or other situation which impacts the health andsafety of a student and compromises the ability to attend the course on-campus.2) Knowledge enhancement beyond the normal course taken on ground. For example, when astudent has prior knowledge/experience of the material and would benefit from studying material ata higher level.3) In rare cases, when scheduling or other conflicts exist.4) Other circumstances approved by the Academic Dean/Director of EducationAttendance1) The student must engage with the faculty member via phone (audio/video) and/or email atleast twice a week.2) The attendance will be recorded by the instructor on a roster which will be provided to the instructorby the registrar.3) Homework assignments/projects/simulated lab assignments are to be completed by the due dateand emailed to the faculty member.
