The Constitution of New York State requires theGovernor to deliver an annual message to theLegislature regarding the state of the state. Since takingoffice, Governor Cuomo has used this opportunity toupdate New Yorkers on the progress of the State, whilelaying out a series of priorities for the year. The State ofthe State proposals are the first step in defining theGovernor's agenda in 2020. Additional policies andfunding details will be included in the upcomingGovernor's Executive Budget.1
