Following are the responses to the itemslisted in the motion:Management (PLUM) Committee of August 1,2006, requesting that the Deparent of1.Require an approved soils and geology report prior to accepting an application for ahaul route hearing.An approved soils/ geologyreport is now required prior to accepting an application for a haulroute public hearng. The instrctions for haul route applications was revised to require, aspar ofthe submittal package, a copy ofthe LADBS Grading Division letter of approval forthe soils/ geology report (Attachment 1).2.the haul route hearing notice at the subject property not less than10 days prior to the date of hearing.Require posting ofThe LADBS is curentlyworking to amend the Building Code to require the applicant to postthe haul route hearng notice at the subj ect propert not less than 10 days prior to the date ofhearng.3.Post haul route hearing notices and associated reports on the Department Website.The LADBS Website has been updated with a matrx which includes scheduled hearngBuilding and Safety Commissioners for each haul route applicationsubmitted (Attachment 2). LADBS ResponseCF No. 06-15934.Report to the Planning and Land Use Management Committee in 60 days describinghow the department addresses issues associated with hauling on streets of less than 20feet in width and how other municipalities regulate routes in hilside communities.The Building Code does not provide for additional regulations on hauling when it involvesstreets which are less than 20 feet wide. The LADBS staff obtains the approval of theDeparent of Transportation and the Deparent of Public Works, prior to makng itsrecommendation to the Board.Some of the items addressed are, size of trcks, hours and days of operation, staging area,number offlag persons and when it can be feasiblely coordinated, the dates and times whena trck leaves the proj ect site, may be staggered.the five muncipalities which were contacted by LADBS staffto inquire about theirOut ofhaul route approval procedures, only the City of Beverly Hills and Oakland holds publichearngs to approve haul routes, however their threshold is 3,000 cubic yards. Following isthe findings:a sumar of.City ofBeverly Hils: A public hearng is required when the import/export exceeds3,000 cubic yards. The hearng is conducted by the Planng Deparent with inputfrom the Deparents ofBuilding and Safety, Public Works and Transportation.City of Santa Clarta: Haul routes are approved ministerially by the Deparent ofPublic Works.City ofMalibu: There are no special regulations related to the hauling of soiL. Thecity relies on the Coastal Commission approval to enforce hauling requirements.City ofCalabasas: Haul routes are approved as par ofthe CEQA review which isrequired for grading work in excess of 1,500 cubic yards. Haul routes involving1,500 cubic yards or less are approved ministerially by the Deparent ofPublicWorks.City of Oakland: A Conditional Use Permit ("CUP") is required for grading work inthe CUP process.excess of 500 cubic yards. The haul route is approved as par ofHaul routes involving 500 cubic yards or less are approved ministerially by theDeparent ofPublic Works.Page 2

LADBS ResponseCF No. 06-15935.Evaluate the feasibilty of staggering project starts in areas where multiple projects areproposed in order to lessen the impacts on the community.hauling trcks where multiple projects are proposed may not always befeasible because it requires that specific dates and/or hours of operations be assigned for ahauling project where many varables, including unforseen weather conditions, maketracking ineffective. For instance, an applicant has up to twelve months to obtain a gradingThe staggering ofpermit after the Board of Building and Safety Commissioners approves the hauling.Furhermore, after the grading permit is obtained, the applicant has six months to two yearsto utilize the permit, (i.e. star the hauling). This long time-line makes staggering not onlyunfeasible but also ineffective.Furhermore, LADBS in concert with the City Attorney's offce has established the revised CEQAGuidelines for the proposed haul routes.ANREW A.
