FAR 145,3.BACKGROUND. Findings of compliance with previous X-ray inspectionADS,(AD-72-20-5, 73-18-4,and 75.09.18), have shown substandard performance.In many instances X-ray plates were made, interpreted,and given tothe owner or operator with the assurance that the aircraftwas airworthy.However, when the plates were evaluated by FAA engineering personnel,or by Beech AircraftCorporation,the plates showed that cracks existed,or were suspected, or the quality of the plates was such that a satisfactory intespretationcould not be made.4.NEWAIRWORTHINESSDIRECTIVE. A new AD, 75-27-09, has been published tocorrect the situationdescribed above. It cancels the previous ADS onthis subject and combines all the provisionsin one AD. In view of pastexperience and due to the unique and special inspection proceduresdescribed in the directive,it has been determined that only fullyqualifiedfacilitiesand personnel can adequately accomplish theinspections.Accordingly,after July 1,1976,the only maintenance entitythat will be authorized to accomplish the X-ray inspectionswill be anFAA certificatedrepair station rated as,"LimitedAirframe - Beech 18Series Aircraft- Wing and Center Section Spar X-ray Inspections."Itis only oneshould be pointed out, however, that the X-ray inspectiona visualpart of the total compliance with the AD. The applicantfor thisratingshould preparean inspectionin thisforproceduresmanual thatcontainsinstructionsand proceduresinspection personnelto be thoroughlyfamiliarwith all X-rayinspectionmethods, techniques, and equipment. They should also have available,understand, and comply with the currentspecific&ionscontainedin theoperations specificationof the stat ion.9INSPECTION FOR CERTIFICATION. An applicant should contact the FAADistrictOffice, giving as much lead time as possible to allow forscheduling of inspections.This should be accomplished when theapplicant believes that the applicable requirements of FAR 145have been satisfied.l10.INSPECTION SYSTEMS. Thisa.The applicantshould presentwith the application,oras soon aspossible thereafter,a set of X-ray films taken by him in accordancewith AD 75-27-09 or an AD superseded by AD 75-27-09. If previous X-rayfilms taken by this facilityare not availablelocallybut are on filewith the Beech AircraftCorporation,the applicant should presentsufficientdata so that FAA can obtain these films for evaluation.b.The FAA will notify the applicant of the results of the evaluationand, if appropriate,schedule a date for examination of the qualificationof the personnel who will be authorized to review andinterpretthe films.Any changes in authorized personnel, facilities,repair station equipment, or the inspection proceduresestablishedat the time of certificationwill require FAA evaluationand approval prior to the repair station exercising the privilegestheir certificate.'ofREPAIR STATION CERTIFICATE AND OPERATIONSSPECIFICATION. Upon meetingallrequirements the FAA DistrictOffice will issue an Air Agency Certificate(See Appendix 2) and Repair Station Operations Specification.(SeeAppendix 3). The operations specifications,inaddition to describing thelimitationsapplied to the station,indicatethe specificationto beused by the station in performing the X-ray inspections.The airworthiness directiveis the primary part of the specification.The otherpartof the specificationmay be either a civilor militaryspecificationcurrentlyused by the industryand approved by the Administrator.ThePar 7Page 3

AC 145-Z4121176airworthinessdirectivetakes precedence in any conflictingdetail between it and any other specificationused.11.MAINTENANCERECORDENTRIES. Persons performing X-ray, visual, andmagnetic particleor penetrant inspection,should provide the owner oroperator of the aircraftwith a maintenance record entry that will'comply with FAR 43.9. When X-ray inspection has been satisfactorilycompleted by the station,approval for return to service should be made inaccordance with FAR 145.59.(a).The person performing the X-ray inspectionis also required by this AD to enter the date of letterof authorizationissued by the FAA DistrictOffice in the maintenance records specificallyin FAR 91.173(a)(Z).(AC) should be construed12 0 OTHERRATINGS.
