Advertisers areadvised to make sure a newspaper is“qualified” before placing required legaladvertisements in that publication.A “writ of mandamus” procedureis set forth in Chapter 59, Article 3 inwhich governmental agencies andothers can be compelled by courtorder to publish a required LegalAdvertisement which has not beenpublished.nn Rates which qualified newspapersmay charge for Legal Advertisementsare set by the state Legislature.
