Mancino reiteratedthat Ohio is numberone in farms, owners, mares bred, foal registrations, and fair racingfor the last 6 years. She also emphasized that we should all stayinvolved and be supportive of our legislators to help keep Ohionumber one.It was a great homestyle dinner of chicken, turkey, gravy, mashedpotatoes, salad, with a full range of dessertsWhen the tables were cleared, the action was fast and furious. OHIO HORSEMEN KEEPING EYES ON PENNSYLVANIAPennsylvania Governor Tom Wolf sentshockwaves through the state’s horse racingcommunity when he announced a plan toraid the Race Horse Development TrustFund to fund scholarships in the state. Wolf ’sproposal would redirect 204 million dollarsearmarked for purses and breeder funds.Wolf ’s plan would create a tuition programto assist students in the state colleges. “I’mproposing a historic 200 million investmentin scholarships for the young Pennsylvaniansattending our state system universities. Thatmeans 25,000 students will be able to get adegree without crushing debt. We’ll do it byrepurposing existing tax dollars that are rightnow flowing into the horse racing development fund” says Wolf.In a news release, Pete Peterson, executivedirector of the Pennsylvania EquineCoalition, which represents the Standardbredand Thoroughbred industries in Pennsylvania says the Governor’s plan would bedevastating to racing, breeding and the state’sagricultural economy.“If approved by the legislature, this raidwould result in the end of horse racing inPennsylvania by eviscerating the primaryfunding source for the purses and breederincentives that serve as the lifeblood of theindustry,” Peterson said in the release. “Thisscheme would destroy an industry thatprovides a 1.6 billion economic impact andsupports an estimated 16,000 to 23,000 jobsin the agriculture, manufacturing, construction, retail, and hospitality industries herein Pennsylvania.”Renée Mancino the executive director of theOhio Harness Horsemen’s Association saysOhio horsemen should take notice. “If wehave an economic downturn, or are in a situation where we are in budget crisis in Ohio, the revenue share allocation can be impactedjust like it can anywhere.”Mancino says to make sure what is happening in Pennsylvania does not happen in Ohio, horsemen as small business owners must beactive in their local communities. “Horsemenare located statewide and need to be involvedat the local level with their county commis-sion, the state level with their representativesand senators. All the way up the chain.” Shesays it is important for horsemen to be awareof the implications in their local communityand the reach they have in their communityas a small business owner.Following the Pennsylvania Governor’s proposal, cries went out in Pennsylvania that theindustry needs to do a better job of marketing, something Mancino says the OHHAhas been doing since 2015 and has plansto expand. In 2020, the OHHA is planning marketingand promotional campaigns to support allfour standardbred pari-mutuel tracks as wellas local radio advertising and promotionaloutreach at the county level and the “WeAre Racing” outreach program to promoteharness racing at the 66 county fair andindependent fairs statewide.A half hour radio show promoting harnessracing is now on the air in Central Ohio (Seestory page 16) and preliminary plans are inthe works for a half hour television show.
