WHO'S WHO!!ANDWHO DOES WHAT?The responsibility to serve Duckpin Bowlers' needs hasbeen divided among several organizations and individuals.The following is an explanation of who to call and whocarries out what areas of service to “Duckpinners.”NATIONAL DUCKPIN BOWLING CONGRESSEstablished on September 8, 1927, the Congress is theparent and supervising Duckpin Bowling organization inthe United States. It represents the Duckpin Bowlers.Throughout this Rule Book, the National Duckpin BowlingCongress is called the “Congress” and is not referred toas NDBC. EXECUTIVE DIRECTORChief Administrative Officer of the Congress responsiblefor carrying out the directives of the Board of Directors.LANE INSPECTORSLane inspectors are responsible for detailed inspection ofevery bowling lane and making sure that the lane andequipment comply with standards approved by theCongress. When a lane inspection report is submitted it isreviewed carefully to make sure that the bowling centerequipment meets proper standards. Only after the centermeets the certified standards does it receive a certificate ofapproval from the Congress.LOCAL AREA ASSOCIATIONSThe Congress charters local associations which areancillary to the National Duckpin Bowling Congress andassist in implementing Congress objectives and programs.The local association secretary is the “first stop” for ruleinterpretations and individualized service to “Duckpinners.”The name, address and telephone number of each localassociation may be found in the Format Book or NDBCWebsite. There is a complete set of Local AssociationGuidelines which governs the method by which all localassociations operate. These guidelines may be obtainedby writing the Congress office.EXECUTIVES, STANDING COMMITTEE MEMBERS,BOARD MEMBERS, OFFICERS, ETC. DUCKPIN BOWLINGPROPRIETORS OF AMERICAAn independent association of owners of Duckpin Centersthroughout the United States. Most bowling establishments belong to this organization and also supportlocal bowling proprietors associations in their area.NATIONAL DUCKPINYOUTH ASSOCIATIONThis organization has its own Board of Directors and yet isvery closely affiliated with the Congress. It carries out awide range of services and programs for the DuckpinYouth. The National Duckpin Youth Association has a fullaward program, certified bowling instructors, a Star of theYear Program and conducts its own National YouthTournament. Bowlers are matched according to age indivisions known as Pee Wees, Preps, Bantams, Juniorsand Majors. What does it do?A local association is “the bowlers themselves.” Eachleague has a representative on the local association.These representatives elect association officers and makeall local association rules and regulations.A local association. Meets regularly to resolve complaints and promote newideas. Strives for better bowling conditions and improvements tothe game. Arbitrates disputes about bowling rules and regulations. Conducts local membership tournaments. Represents each member with the National DuckpinBowling Congress. Prints an annual Average Book.For more information about your local bowlers association,please consult the Format Book.There is a complete set of Local Association Guidelinesthat governs the method by which local associationsoperate. These guidelines may be obtained by writing tothe Congress office.5

PLAYING RULES . . .HOW TO CHANGE THEMIn order to change or modify any playing rule, follow thesesimple steps:(1) Submit a written recommendation to the Congressby the second Saturday in February.(2) Your suggested change must be written out indetail on a printed form which the Congress will send toyou.(3) Your suggested change will be reviewed by theBoard of Directors of the Congress and presented at theAnnual Meeting in May.(4) If your recommended rule change is approved atthe Annual Meeting, it will become effective the first ofSeptember and appear in the rule book.PLAYING RULES . . .HOW TO HAVE THEM EXPLAINEDThe procedure for having rules interpreted or disputesresolved is simple:(1) Discuss the matter with your league president.If that doesn't resolve it -(2) Contact the secretary of your local association.If that doesn't resolve it -(3) Write the National Duckpin Bowling Congress. TheCongress office will not respond to requests forinterpretations on rules unless the request is submitted inwriting.The Congress will make final determination on ruleinterpretations and disputes and will give you a writtenreply. Remember, however, most matters can and will beresolved on the local level.IT IS JUST THAT SIMPLE! GET INVOLVED!6

AWARDS PROGRAMThe Awards Program consists of special achievementawards, available to all member bowlers. There are fourlevels of awards, based on pins over the bowler’s average.During each bowling season, many member bowlersdisplay outstanding on-the-lane performances. TheNational Duckpin Bowling Congress Awards Programrecognizes those achievements. Every member of theCongress is eligible to win an award and it is necessary toreport award winning scores immediately to your leaguesecretary. Qualifications for all awards are listed on theaward applications that are in the form of coupons.The National Duckpin Bowling Congress does notparticipate in any cash award programs. Most awards arebased on pinfall over the bowlers average. It is necessaryto check the awards chart for the correct number of pinsover average. All awards are presented only to members,participating in member league or member tournamentplay, at a bowling center which has been certified by theNational Duckpin Bowling Congress.FOR MEMBER BOWLERS4 AWARD LEVELSOUTSTANDING GAME OR SETBRASS / BRONZE / SILVER / GOLD7

NATIONAL TOURNAMENTThe National Tournament, conducted by the NationalDuckpin Bowling Congress, is the oldest continuousspecial event in the Duckpin world. It begins in either Aprilor May and continues for either 4 or 5 weekends. TheNational Duckpin Bowling Congress appoints a specialcommittee to assist in conducting the NationalTournament.You won't want to miss “The Nationals”! For completedetails about the National Tournament, contact theCongress office.TOURNAMENT GUIDELINESTournaments are an important part of the Duckpin Game,both to bowlers and proprietors. The information below isonly a brief summary of the complete Tournament Rulesand Requisitions. A full set of tournament guidelines canbe obtained if you send a written request to the NationalDuckpin Bowling Congress office.A. SANCTIONING A TOURNAMENTAt least 30 days in advance of a tournament, a copy of thepromotional flyer must be sent to the Congress office.Along with the above information a check must beattached for the sanctioning.B. TOURNAMENT ANNOUNCEMENTS -T-300 T-301:Each tournament must provide a promotional piece orflyer, announcing the tournament and must includewhichever of the following that apply:(a) Name of the event(b) Establishment name, location and phone number(c) Dates event is to be held(d) Number of games to be bowled by each entrant8

(e) In handicap events, membership average to beused, date of membership average and number of gamesrequired, scratch average limit, handicap percentage andmembership average from which handicap is to be figured(Note: Membership average may be “book average,” or“highest', or “composite,” current year or previous year fornumber of games.) If re-rating is to be used, the methodmust be defined on the flyer.(f) Entry fee per entrant broken down by:(1) Amount of tournament expenses (includingcost of games, directors fee, etc.)(2) Amount of prize fund(3) Amount, if any, given to charity(g) Outside money added and source of such money(h) Entry acceptance deadline(i) All entrants must be member bowlers(j) Guaranteed prizes(k) Whether or not re-entries are allowed(l) Bowlers may only cash once in a handicap singlesevent and once with the same partner in a handicapdoubles event(m) Sanctioned by the National Duckpin BowlingCongressThe tournament flyer and sanction certificate must beposted at the bowling center.C. THE SANCTION CERTIFICATEWhen a tournament flyer with sanction fee are receivedand approved, a sanction certificate will be sent to theestablishment hosting the event. Bowling establishmentsmay not be granted a sanctioned tournament until thelanes have passed inspection and the center has receiveda current sanction certificate. The sanction certificateshould be displayed during the tournament.D. TOURNAMENT DIRECTORSYour local association or the National Duckpin BowlingCongress (where no local association exists), will assignan individual to conduct the tournament. Tournament9

Directors are to be paid by the host establishment and inno case should the local association pay their executivesdirectly for conducting the tournament.E. PRIZE FUNDSAll prize money must be paid within thirty days of theconclusion of the tournament. Rules governing prize fundsare part of the overall Tournament Rules and Regulations.F. PRIZE LISTWithin 30 days of the conclusion of the event, theTournament Director will provide the following to theNational Duckpin Bowling Congress: Official prize list;complete financial breakdown of all monies; complete listof all scores, scratch and handicapped (where applicable);alphabetized list of all bowlers with their membershipnumber, full names, cities and states, total games rolledand total pinfall: a list of bowlers having bowling ballsrejected and a list of those bowlers being disqualified.10

THE NATIONAL TROPHYSOMEONE HAS TO BE #1. . . and they arethe winners of the coveted. . . NATIONAL TROPHYSince 1928, the highest achievement in Duckpin Bowlingis to be named the top ranked bowler. Each year, for manydecades, one male and one female bowler has beenranked #1. They have demonstrated outstanding DuckpinBowling skills, which is the culmination of years of practiceand hard work.The National Duckpin Bowling Congress annually awardsits NATIONAL TROPHY to the #1 ranked male and #1ranked female bowler. The winners receive replicas of theNATIONAL TROPHY and their names become apermanent part of the trophy display.The NATIONAL TROPHY was created by world renownedmaster sculptor Milon Townsend. It was produced withmolten boro-silicone glass, at a temperature of 3000degrees. The center of the trophy is a bronze hand,overlaid with gold leaf, lifting a crystal duckpin ball. Mr.Townsend's clients include Bjorn Borg, Muhammad Ali,Yoko Ono, Doug Henning, Chita Rivera, Roberta Flack andthe Dalai Lama.The Oscar, Emmy, Davis Cup, Cy Young Award, HeismanTrophy, America's Cup -all acknowledge the best! So too,the NATIONAL TROPHY is the Duckpin Bowlers way ofrecognizing their best.their #1 Duckpinners.The #1 bowler is determined by the National Rankings.11

NATIONAL RANKINGSEach year the top duckpinners are ranked, to determinewho are the best bowlers and thereby honor theiroutstanding skills.To qualify for the National Rankings, the league secretaryor statistician must send to the Congress by June 15th, theleague's final averages. Each year the top ranked maleand female bowlers are determined, along with 19 othertop ranked bowlers.Regulations relating to the rankings are not playing rulesand can be changed by the Congress Board of Directors.The National Ranking Rules are as follows:R1: For the national ranking list a man must have a total ofat least two hundred and seventy-five games in memberleagues and sanctioned events during the current season,of which at least eighty-one games must be in a memberleague, or leagues, and at least seventy-five games insanctioned tournaments.A woman must have a total of at least two hundred gamesin member leagues and sanctioned events during thecurrent season of which at least eighty-one games must bein a member league or leagues, and at least thirty gamesin sanctioned tournaments. Bowlers scores, rolling assubstitutes or alternates, will count for the NationalRankings. The national ranking list shall be twenty maleand twenty female bowlers.R2: Rankings will be based on actual averages, no extrapins will be given for additional games. Rankings will bebased on decimal fractions carried out to three places. Incases of ties, fractions will be carried out to four or fiveplaces. A tie at five places will result in equal ranking forthose involved.R3: Honorable mention will be given to those bowlers whohave rolled 150 games or more for men and 125 games ormore for women and having a composite averageexceeding that of the twentieth ranked bowler, but did not12

meet the requirements of the ranked bowler. Sanctionedsummer league averages will be included in computing abowlers ranking, both locally and nationally.R4: No scores rolled in non membership leagues will beconsidered in computing a bowlers ranking either locally ornationally.R5: Only events rolled in conformance with requirementsof the Congress are included. Only events rolled oncertified lanes are included in a bowlers national or localranking record.R6: A certified-report of the final averages of a memberleague must be submitted to the Executive Director of theCongress and be post-marked by June 15th, or not laterthan fifteen days after completion of the league schedule,whichever is later. Copies of the averages are to be sent tothe secretary of the local association.R7: The report mentioned above shall contain the name ofthe league, the name of the bowling center, city and statewhere the league rolled, an alphabetical listing of allbowlers who rolled in the league giving their full names(not initials or nicknames), membership number, totalnumber of games rolled by each bowler, total pinfall foreach bowler and the final individual average of eachbowler. In mixed leagues, male and female bowlers shallbe listed separately and so indicated.R8: Any league averages not received by the NationalDuckpin Bowling Congress, as outlined above, will not becounted toward a bowler's ranking.R9: Tournament games to be counted will be all gamesbowled from June 16th of one year through June 15th ofthe following year. Any tournament or league which beginson or before June 15th, but ends after that date, will becounted in next years' records. Results of tournamentsmust be sent to the Congress office and postmarked withinthirty (30) days after completion of the event, and if not soreceived, will not be counted at all.R10: A member league statistician and/or official scorerwho fails to forward a final league average sheet to theCongress and to the secretary of the local association,13

postmarked by June 15th or not later than fifteen days aftercompletion of the league schedule, whichever is later, shallbe subject to a reprimand and/or prohibited from holding aleague office for a period of one year.R11: After the national rankings have been establishedeach year for men and women, the Congress shall makethe information public at its discretion.R12: A permanent National Trophy has been establishedand each year the names of the number one ranked maleand female bowler will be inscribed on the award.DEFINITIONSALTERNATE – A bowler who starts a game in place of anabsent team member.AVERAGE – Determined by dividing the bowler's totalpinfall in a sanctioned league by the number of gamesbowled in that league.CHANNEL BALL – Any ball delivered that leaves the lanebefore reaching the pins.COMPOSITE LEAGUE AVERAGE – Determined bydividing the bowler's total pinfall in all member leagues bythe total number of games bowled in those leagues.CURRENT AVERAGE – A bowler's average at thebeginning of any scheduled match.DISQUALIFICATION – The bowler shall not bowl for theremainder of the league match. His/her scores will bereplaced by the dummy score of the league at the point ofinfraction and for the remainder of the match unlessreplaced by a substitute or an alternate.14

DUMMY AVERAGE – An average used in place of anabsent bowler or an unfilled team slot.DUMMY SCORE – A score used in place of an absentbowler or an unfilled team slot.ENTRANCE AVERAGE – The average used each seasonthe first time an individual bowls in a member league. Theentrance average remains the same for the entire season.FORMAT BOOK – A handbook published annually by theCongress designed to provide leagues with currentinformation regarding membership procedures, fees,awards and your local bowler's association.HANDICAP – Pinfall given a team or individual bowler inan attempt to equalize the competition.HIGHEST AVERAGE - The best average attained in anyone of several member leagues in which the bowlercompetes.LEAGUE – Any group of bowlers consisting of four or moreteams and bowling according to a prearranged schedule.MATCH – Scheduled competition between two teams.POSITION ROUND – One in which a league schedulesmatches so that the first and second place teams bowleach other, the third and fourth place teams bowl eachother, etc.POSTPONED MATCH – Games bowled after the regularlyscheduled date.15

SCORE – Total number of pins knocked down by anindividual or team in the course of a game or match.SENIOR CITIZEN LEAGUE – A league in which allmembers are at least 50 years old and regularly scheduledbowling ends by 6:00 P.M.SPLIT SEASON – A split season, as defined by theNDBC, will be two equal halves where prizes areawarded according to a published prize list for each half(i.e. a 36 week schedule would be divided into two 18week sessions with wins and losses starting at 0 at thebeginning of both halves). A league may adopt a differentformat for a split season but must clearly define it within theleague rules (i.e. a 36 week schedule divided into three 12week sessions with the prizes distribution clearly defined).SUBSTITUTE – A bowler who replaces either a dummyscore or another bowler during the course of a game.SUMMER LEAGUE – A league that bowls a schedule ofless than 18 weeks beginning in May, June or July, with aminimum of 9 games.TOURNALEAGUE – A group of bowlers competing forguaranteed prizes on a weekly basis at the same bowlingcenter, with the guaranteed prizes based on percentagesof the prize money collected. A minimum of three prizesmust be guaranteed, as in a tournament.WINTER LEAGUE – A league that bowls a schedule of atleast 42 games.YEAR – The Congress fiscal year is the period July 1st ofone year through June 30th of the following year. Themembership year runs from September 1st of one yearthrough August 31st of the following year.16

SECTION 100BOWLING PROCEDURE AND ETIQUETTE101: The proper method of delivering the ball is with anunderhand swinging motion of the arm, so that the ballmakes contact with the lane a short distance beyond thefoul line.102: A ball is legally delivered when it leaves the bowler'spossession and crosses the foul line.103. A deliberate foul shall be declared against any bowlerwho delivers the ball in an overhand motion or in a mannerwhich deviates from their normal delivery. This rule is notintended to penalize those who may have a legitimatephysical disability which makes them unable to deliver theball in a normal manner. This rule does not alter therequirements of Rule 907.104: The ball is not to be lofted or bounced a long distancebeyond the foul line.105: The ball shall immediately be declared “dead” when(a) All ten pins are not standing and on the proper spotwhen a bowler delivers the first ball.(b) The bowler is interfered with while delivering theball.(c) A pin falls or is knocked down before the ballreaches the pins.(d) A fairly delivered ball comes in contact with anobstacle on the lane before reaching the pin(s).(e) A bowler rolls out of order without permission.When a ball is declared “dead”, the pins shall be reset asthey were before the ball was delivered and the bowlershall roll again without penalty.106: Balls or pins shall not be allowed in the channelbefore bowling. If a first ball is delivered while any pins aremissing or there are pins or balls on the pin deck or in thechannel, it shall be declared a dead ball and the bowlermust reset and deliver again. Every bowler is entitled to17

start a frame with ten pins standing and on the proper spotand must start the frame with ten pins standing. Howevershould a bowler decide that the pins are sufficiently closeto the spot as to allow for fair pin action and decide tothrow his/her first ball, and this decision is not disputed byany member on the opposing team prior to the delivery ofthat first ball, the ball may not be declared dead afterdelivery. The lanes immediately adjoining eachother shall be used in all games.109: Contesting teams shall successively and in regularorder, roll one frame on one lane, and the next frame onthe other lane, so alternating each frame until the game iscompleted. Each team must start the following game onthe lane on which it bowled the tenth frame of the previousgame.110: At the option of the league, two frames may be rolledconsecutively on one lane, by each bowler on the teams,before alternating lanes. When this procedure is used theteams will start each succeeding game on the oppositelane from which the tenth frame of the previous game wasrolled. This exception shall apply to leagues only.111: Leagues will bowl three-game matches, unlessleague rules specify otherwise. When there is an unevennumber of teams, a league, at its option, may adopt a setof scores that the team bowling alone must bowl against.112: After a game has started, no changes shall be madeto the order of bowlers during the game, except in theevent of unforeseen circumstances and with the approvalof the opposing team captain.113: When a bowler(s) bowls on the wrong lane, theprocedure for corrective action shall be as follows:(a) If a bowler from only one team is involved, theball(s) shall be declared “dead” and the bowler shall bowlon the proper lane without penalty.18

(b) If bowlers from both teams are involved, nocorrective action shall be taken concerning these bowlers,however, the next bowler on each team shall bowl on theirproper lane.114: Bowlers must bowl as soon as the pins have been seton their lanes. In the event of a controversy as to who shallbowl first in the last frame of a game, the bowler on theright shall bowl first, completing the frame.115: Bowlers shall show courtesy to bowlers on adjacentlanes, but shall not wait for bowlers who are two or morelanes away. Any bowler who waits for bowlers two or morelanes away shall be deemed to have committed adeliberate foul and shall receive a zero for that frame.116: Bowlers shall not wait for any personal ball that theyhave delivered in a frame to reuse that ball for either thesecond or third ball of the frame. Bowlers who delay thegame by waiting for balls that they have previously thrownin that frame shall be charged with a deliberate foul. Thisrule does not apply during the tenth frame if a bowler hasthrown a mark.117: When a bowler rolls the second ball, the followingbowler must be ready to bowl and in close vicinity to thelane.118: A lead-off bowler must not wait for the anchor bowleron his team to complete the preceding frame beforebeginning the next frame except in the event of a forfeit.119: A game m
