B.A brief description of why some requests are not granted and an overview of certaingeneral categories of the agency’s records to which the FOIA exemptions applySome requested records, or portions of records, were withheld pursuant to the FOIA’sexemptions. The most frequently used exemption in DOT for FY 2016 was Exemption 6,which protects against a clearly unwarranted invasion of personal privacy. Other reasonsfor not granting requests included: (a) DOT did not have the records sought; (b) therequester did not seek records; rather, he or she was seeking answers to questions; or (c)the information from the records sought was publicly available.
