Information for Players, Club Officials andTournament Administrators on theIMPLEMENTATIONOF RULE 14-1bRule 14-1b, which prohibits anchoring a club when making astroke, takes effect on January 1, 2016, as part of the 2016 editionof the Rules of Golf. This document explains how the Rule appliesto various methods of stroke (Part I below), and also addressesmore general questions received by the USGA and The R&A aboutwhether it would be permissible under the Rules for players orcompetition committees to elect to waive the Rule (Part II below).Additional resources, such as an infographic and an explanatoryvideo, are available at www.usga.org/anchoring. Players with questions on howbest to adopt a method of stroke that complies with the Rule arealso encouraged to consult their local PGA Professional.

Text of Rule 14-1bRule 14-1b focuses only on the method of stroke; it doesnot limit the conforming equipment that may be used.While making a stroke, a player may not anchor the club(i) “directly” or (ii) indirectly through use of an “anchorpoint.” These concepts are explained in the Rule:2(mid-length) or long putter. Rule 14-1b addressesonly the method of stroke, prohibiting a player fromanchoring the club directly or by use of an anchorpoint while making a stroke.The following images show players using belly and longputters in a permissible manner under Rule 14-1b.14-1b Anchoring the ClubIn making a stroke, the player must not anchor theclub, either “directly” or by use of an “anchor point.”Note 1: The club is anchored “directly” when theplayer intentionally holds the club or a gripping handin contact with any part of his body, except that theplayer may hold the club or a gripping hand againsta hand or forearm.Note 2: An “anchor point” exists when the playerintentionally holds a forearm in contact with any partof his body to establish a gripping hand as a stablepoint around which the other hand may swing the club.Penalty: Match play – Loss of hole; Stroke play –Two strokesB. Answers to Frequently Asked QuestionsThe following FAQs respond to various questions receivedby the USGA and The R&A about the application of Rule 14-1b:BELLYPUTTERLONGPUTTERWhat methods of stroke are prohibited?Rule 14-1b prohibits only a few types of strokes inwhich the club is intentionally anchored, eitherdirectly or through use of a forearm to establish ananchor point against the body. All other currentlypermissible types of strokes and styles of grip willremain permissible.The following images show the two most common typesof stroke that are prohibited under the Rule.Does this Rule apply only to strokes made from theputting green?No. Rule 14-1b applies to all types of stroke (i.e.,putts, chip shots, pitch shots, full-length shots, etc.),regardless of where those strokes are made(i.e., putting green, fringe, fairway, rough, tee,and everywhere else on the course).Is this a ban on belly putters and long putters?No. A player may still use any conforming bellyBELLYPUTTERLONGPUTTER

How is the“forearm” defined?For purposes of Rule 14-1b, the “forearm” is thepart of the arm below the elbow joint and includesthe wrist.The following images illustrate permissible strokeswhere the club is intentionally held against the forearm.3What does the term “anchor point” mean under thisRule?The “anchor point” provision prohibits only a veryspecific type of stroke in which a forearm is intentionallyheld against the body to indirectly anchor the club.An anchor point exists if both of the following are true:(1) t he player intentionally holds a forearm (i.e., thepart of the arm below the elbow, No. The prohibition in Rule 14-1b applies only when,in making a stroke, the player intentionally anchors aclub, either directly or through use of an anchor point.There is no penalty if the player inadvertently brusheshis or her body with a club, gripping hand or forearmduring a stroke.What if the player touches clothing (and not thebody) with a club, a gripping hand or a forearmduring the stroke?Merely touching an article of clothing with the club,a gripping hand or a forearm while making a stroke isCan a player use a piece of clothing to secure theclub or a gripping hand?No. Intentionally using a gripping hand to hold anarticle of clothing worn on any part of the bodywhile making a stroke is a breach of Rule 14-3 (useof equipment in an abnormal manner). The samewould be true if a player used a piece of clothing tosecure the club, such as by wrapping part of a shirtor jacket around the grip end of the club to create aconnection between the body and the club.What happens if two players disagree aboutwhether one has anchored or there is uncertaintyabout whether the Rule has been breached?As with many other Rules, the determination ofwhether Rule 14-1b has been breached must bemade in light of all of the available facts. As theRule only prohibits intentional anchoring, thecritical question is whether, in making a stroke, theplayer purposely anchored the club, either directlyor by use of an anchor point, or whether anycontact with the body was unintentional.

GENERAL QUESTIONS CONCERNINGWHETHER, UNDER THE RULES,INDIVIDUAL PLAYERS, CLUBS ORCOMPETITIONS MAY ELECT TO WAIVERULE 14-1bBecause some golfers have expressed concern aboutno longer being able to anchor, certain questions havebeen asked about whether it would be permissibleunder the Rules of Golf for individual players, clubsor competition committees to disregard Rule 14-1b.The following section provides the answers to thosequestions under the Rules, and also sets forth someadditional considerations.Can my club or the committee in charge of acompetition make a Local Rule or adopt a Conditionof Competition declining to enforce Rule 14-1b?No. A Local Rule to permit anchoring is notauthorized under the Rules of Golf. Under Rule33-8, “A Rule of Golf must not be waived by a LocalRule.” Local Rules are intended to address localabnormal conditions at a specific course and mustbe consistent with the policy expressed in the Rules.A “Local Rule” purporting to eliminate Rule 14-1bwould be an impermissible waiver of a Rule defininga fundamental characteristic of the game, i.e., how astroke is to be made.Likewise, a Condition of Competition to permitanchoring is not authorized under the Rules. Inestablishing the conditions of play, the committee incharge of a competition or a course “has no power towaive a Rule of Golf” (Rule 33-1).Accordingly, an individual club or competitioncommittee would be acting contrary to the Rules ofGolf if it declared that Rule 14-1b could be ignored,whether this was characterized as a Local Rule,Condition of Competition or in any other way.6It should be noted that any such waiver of theRule would create an uneven and unfair playingenvironment and likely would lead to significantconfusion and controversy at the club level, such as: WITHIN A CLUB: D isagreement and dissension among memberswho previously anchored but now follow Rule14-1b and feel at a disadvantage as comparedwith those who choose to not follow the Rule; oramong members generally regarding a decisionto waive a Rule of Golf in club events; etc. Pressure on club officials to adopt otherunauthorized Local Rules or Conditions ofCompetition, such as seeking permission touse non-conforming equipment; it would beawkward and difficult for a club committee toexplain why certain Rules can be waived andothers cannot. BETWEEN CLUBS: Unfairness to players who altered their puttingstyles to conform to Rule 14-1b and then play ina member-guest or other event at another clubwhere members have been permitted to anchorwithout regard to the Rule. Inconsistency for golfers who continue toanchor because their own club has chosen towaive Rule 14-1b but then find that they areunable to anchor when playing in memberguests at other clubs that follow the Rules. General confusion and uncertainty about whenand where players would be permitted tochoose to follow the Rules of Golf.Similar issues would exist in competitions at alllevels of play, from ordinary league play to elitecompetitions.

P laying in Conformance with Rule 14-1bCan my club “grandfather” individual golfers whoused an anchored stroke before January 1, 2016?No. This would be a waiver of a Rule of Golffor particular players, and as such it would beimpermissible under Rule 33-1.Not only would such “grandfathering” be contraryto the Rules of Golf, it also would be unmanageableand create serious unfairness among players ina competition, leading again to confusion andcontroversy among members of a club, members ofdifferent clubs participating in a competition with oneanother, and golfers in general.Can scores be posted under the USGA HandicapSystem if the player anchored throughout theround?No. The USGA Handicap System permits scores tobe posted only when they are played under the Rulesof Golf. (There are limited exceptions, but none ofthem apply to waiving a Rule such as Rule 14-1b). If aplayer anchored while making a stroke during a roundand did not record a penalty for doing so, the scorewould not be reflected as playing under the Rulesand therefore would be unacceptable for handicapposting. The purpose of the Handicap System isto reflect each player’s potential ability relative tothat of other golfers, and that purpose would beeliminated if some golfers who maintain a HandicapIndex followed Rule 14-1b and others did not.Can a player request and receive permission fromthe committee in charge of a club or competition toanchor without penalty under Rule 14-1b based on amedical condition?No. There is no provision in the Rules of Golf to permita player to avoid a playing Rule on the basis of amedical condition. The Rules define the integralcharacteristics of a golf competition, and Rule 14-1brepresents an essential definition of how a stroke is tobe made.7Can a player rely on Rule 14-3 to anchor?Rule 14-3, which addresses devices and equipmentthat can be used in the play of the game, is notapplicable; although that Rule permits a player torequest permission to use a device or equipmentthat would not otherwise be permitted based on hisor her medical condition, it does not authorize anyplayer to waive a playing Rule. Any attempt to permitcommittees to decide on a player-by-player basiswhether they have an individual condition that shouldpermit them to waive Rule 14-1b would lead to thesame types of confusion, controversy and unfairnessas discussed above.
