" (Handbook 11:5)The handbook devotes many pages to thepraesidium meeting-It may be worthwhilereflecting on some-aspects of this fundamentaland vital part of the Legion system, mindful ofthe words of the handbook: "So it can beexpected that a praesidium which is true to itsideals will bestow around itself life andrenewal and healing and solutions." (19:23)SETTING OF THE MEETING:PUNCTUALITY:The members should sit around a table at oneend of which the Legion altar is placed.Traditionally, the President sits at the other endfacing the altar. In fact ithas become evident that this theme is a mostfruitful one which, however, has also attimes required clarification by way ofprecise definition and correction, forinstance in the declaration ‘MysteriumEcclesiae’ (1973), the Letter addressed tothe Bishops of the Catholic Church‘Communionis notio’ (1992), and thedeclaration ‘Dominus Iesus’ (2000), allpublished by the Congregation for theDoctrine of the Faith.The vastness of the subject matter and thenovelty of many of the themes involvedcontinue to provoke theological reflection.Among the many new contributions to thefield, some are not immune from erroneousinterpretation which in turn give rise toconfusion and doubt. A number of theseinterpretations have been referred to theattention of the Congregation for theDoctrine of the Faith. Given the universalityof Catholic doctrine on the Church, theCongregation wishes to respond to thesequestions by clarifying the authenticmeaning of some ecclesiological expressionsused by the Magisterium which are open tomisunderstanding in the theological debate.Responses to the QuestionsMary’s NotebookIssue 16, August 2007Issue 16, Mary’s NotebookFirst Question: Did the Second VaticanCouncil change the Catholic doctrine on theChurch?Response: The Second Vatican Councilneither changed nor intended to change thisdoctrine, rather it developed, deepened andmore fully explained it.This was exactly what John XXIII said atthe beginning of the Council. Paul VIaffirmed it and commented in the act ofpromulgating the Constitution Lumengentium: ‘There is no better comment tomake than to say that this promulgationreally changes nothing of the traditionaldoctrine. What Christ willed, we also will.What was, still is. What the Church hastaught down through the centuries, we alsoteach. In simple terms that which wasassumed, is now explicit; that which wasuncertain, is now clarified; that which wasmeditated upon, discussed and sometimesargued over, is now put together in one clearformulation.’ The Bishops repeatedlyexpressed and fulfilled this intention.Second Question: What is the meaning ofthe affirmation that the Church of Christsubsists in the Catholic Church?Response: Christ ‘established here on earth’only one Church and instituted it as a‘visible and spiritual community’, that fromits beginning and throughout the centurieshas always existed and will always exist,and in which alone are found all theelements that Christ himself instituted. ‘Thisone Church of Christ, which we confess inpage 5 of 10

the Creed as one, holy, catholic andapostolic. This Church, constituted andorganized in this world as a society, subsistsin the Catholic Church, governed by thesuccessor of Peter and the Bishops incommunion with him’.In number 8 of the Dogmatic Constitution‘Lumen Gentium’ ’subsistence’ means thisperduring, historical continuity and thepermanence of all the elements instituted byChrist in the Catholic Church, in which theChurch of Christ is concretely found on thisearth.It is possible, according to Catholic doctrine,to affirm correctly that the Church of Christis present and operative in the churches andecclesial Communities not yet fully incommunion with the Catholic Church, onaccount of the elements of sanctification andtruth that are present in them. Nevertheless,the word ’subsists’ can only be attributed tothe Catholic Church alone precisely becauseit refers to the mark of unity that we professin the symbols of the faith (I believe inthe ‘one’ Church); and this ‘one’ Churchsubsists in the Catholic Church.Third Question: Why was the expression’subsists in’ adopted instead of the simpleword ‘is’?Response: The use of this expression, whichindicates the full identity of the Church ofChrist with the Catholic Church, does notchange the doctrine on the Church. Rather, itcomes from and brings out more clearly thefact that there are ‘numerous elements ofsanctification and of truth’ which are foundoutside her structure, but which ‘as giftsproperly belonging to the Church of Christ,impel towards Catholic Unity.’Mary’s NotebookIssue 16, August 2007‘It follows that these separated churches andCommunities, though we believe they sufferfrom defects, are deprived neither ofsignificance nor importance in the mysteryof salvation. In fact the Spirit of Christ hasnot refrained from using them as instrumentsof salvation, whose value derives from thatfullness of grace and of truth which has beenentrusted to the Catholic Church.’Fourth Question: Why does the SecondVatican Council use the term ‘Church’ inreference to the oriental Churches separatedfrom full communion with the CatholicChurch?Response: The Council wanted to adopt thetraditional use of the term. ‘Because theseChurches, although separated, have truesacraments and above all - because of theapostolic succession - the priesthood and theEucharist, by means of which they remainlinked to us by very close bonds,’ they meritthe title of ‘particular or local Churches,’and are called sister Churches of theparticular Catholic Churches.It is through the celebration of the Eucharistof the Lord in each of these Churches thatthe Church of God is built up and grows instature.’ However, since communion withthe Catholic Church, the visible head ofwhich is the Bishop of Rome and theSuccessor of Peter, is not some externalcomplement to a particular Church butrather one of its internal constitutiveprinciples, these venerable Christiancommunities lack something in theircondition as particular churches.On the other hand, because of the divisionbetween Christians, the fullness ofuniversality, which is proper to the Churchgoverned by the Successor of Peter and thepage 6 of 10

Bishops in communion with him, is not fullyrealized in history.Fifth Question: Why do the texts of theCouncil and those of the Magisterium sincethe Council not use the title of ‘Church’ withregard to those Christian Communities bornout of the Reformation of the sixteenthcentury?Response: According to Catholic doctrine,these Communities do not enjoy apostolicsuccession in the sacrament of Orders, andare, therefore, deprived of a constitutiveelement of the Church. These ecclesialCommunities which, specifically because ofthe absence of the sacramental priesthood,have not preserved the genuine and integralsubstance of the Eucharistic Mystery cannot,according to Catholic doctrine, be called‘Churches’ in the proper sense.The Supreme Pontiff Benedict XVI, at theAudience granted to the undersignedCardinal Prefect of the Congregation for theDoctrine of the Faith, ratified and confirmedthese Responses, adopted in the PlenarySession of the Congregation, and orderedtheir publication.”The Responses are accompanied by acommentary which explains: “In thisdocument the Congregation for the Doctrineof the Faith is responding to a number ofquestions concerning the overall vision ofthe Church which emerged from thedogmatic and ecumenical teachings of theSecond Vatican Council. The Council ‘ofthe Church on the Church’.”This new document of the Congregation forthe Doctrine of the Faith, which essentiallyMary’s NotebookIssue 16, August 2007summarizes the teaching of the Council andthe post-conciliar Magisterium, constitutes aclear reaffirmation of Catholic doctrine onthe Church. Apart from dealing with certainunacceptable ideas which have unfortunatelyspread around the Catholic world, it offersvaluable indications for the future ofecumenical dialogue. This dialogue remainsone of the priorities of the Catholic Church. However, if such dialogue is to be trulyconstructive it must involve not just themutual openness of the participants but alsofidelity to the identity of the Catholic faith.”Catholic ecumenism might seem, at firstsight, somewhat paradoxical. The SecondVatican Council II used the phrase ’subsistitin’ in order to try to harmonize two doctrinalaffirmations: on the one hand, that despiteall the divisions between Christians theChurch of Christ continues to exist fullyonly in the Catholic Church, and on theother hand that numerous elements ofsanctification and truth do exist outwith thevisible boundaries of the Catholic Churchwhether in the particular Churches or in theecclesial Communities that are not fully incommunion with the Catholic Church.”Although the Catholic Church has thefullness of the means of salvation,‘nevertheless, the divisions amongChristians prevent the Church from effectingthe fullness of catholicity proper to her inthose of her children who, though joined toher by baptism, are yet separated from fullcommunion with her.’ The fullness of theCatholic Church, therefore, already exists,but still has to grow in the brethren who arenot yet in full communion with it and also inits own members who are sinners.”page 7 of 10

Obviously you haveto introduce yourselves and to explain why youare there. A lady was talking about thevisitation of her home by two younglegionaries. "I do not know what brings themaround," she said. "They are extraordinarilynice girls, but they are ill at ease while they arehere.
