The first campus wasa portion of Vanport, a wartime housingproject that was destroyed in 1948 when adike broke along the Columbia River.permanent. Three years later the campusmoved to its present location alongdowntown Portland’s South Park Blocks,occupying the former Lincoln HighSchool building. It was then known asthe Day Division of the Portland StateExtension Center.The campus was moved to north Portlandin fall 1948, and in 1949 the OregonLegislature made “Vanport College”The Legislature created Portland StateCollege as a four-year, degree-grantinginstitution in 1955. ACADEMIC COSTUMEOne of the most colorful features of theacademic procession is the appearanceof graduates, faculty, and guests of theUniversity in full academic costume.The design of the gown, the color of thetassel on the cap, and the pattern, length,and colors of the hood all have longhistories and special significance.American universities, unlike those ofEngland and Europe, have adopted astandard code of academic costume.According to the code, the bachelor’sgown worn by Portland State Universitygraduating seniors has straight sleevesand is worn closed. Gold, silver,and green cords are worn by honorsgraduates. The master’s gown has long,pointed sleeves with the forearm beingseen through a slit at the elbow of thesleeves. The doctor’s gown is faced withvelvet and has bell-shaped sleeves. Eachsleeve carries three bars of velvet. Thetassel on the cap indicates by color thecollege or school conferring the degree.signifying high scholarly attainment. Thedoctoral hood carries the colors of thecollege or school conferring the degreeon the outside and PSU’s colors of greenand white on the inside.One legend, which deals with the originof the cap and gown, reveals that avenerable teacher in ancient Greecepromised wealthy parents that their sonswould be “appropriately dressed” whenpresented at a banquet honoring thecompletion of their academic studies.However, when the young men enteredthe banquet hall dressed in simplesackcloth robes and carrying mortarboards, the mark of common workmen,a startled cry arose from the audience.“Let me explain,” said the teacher as heraised his hands for silence. “Your sonsare dressed in clothing of the mason, fortheir destiny is to build. Cooper, Ph.D.PHILLIP J. COOPER is the Douglas &Candace Morgan Professor of LocalGovernment in the Department ofPublic Administration in the Mark O.Hatfield School of Government. He isthe author of numerous books and articleson public administration, public policy,administrative law, constitutional law,presidential powers, civil rights, law andpublic policy, the U.S. Supreme Court,and sustainable development. He isparticularly well known at the nationallevel and internationally as a leadingexpert on presidential powers such as theuse and abuse of executive orders andpresidential signing statements. He hasalso served as a consultant to the UnitedNations on sustainable development. Heis active at the local government level inOregon, leading the MPA program’s localgovernment administration specialization.Professor Cooper is a Fellow ofthe National Academy of PublicAdministration. He was the firstrecipient of the Charles Levine Awardgiven by the American Society forPublic Administration and the NationalAssociation of Schools of Public Affairsand Administration for excellence in publicaffairs scholarship, teaching, and service.4He received his Ph.D. from the MaxwellSchool of Citizenship and Public Affairsof Syracuse University and has taughtat several universities with facultyappointments in Public Administration,Political Science, Public Policy, and Law.“Dr. Cooper’s scholarship and researchacquires additional strength in its closeconnection to the courses he teaches” saysMasami Nishishiba, Ph.D., PSU Chairand Professor of Public Administration.“It is impressive how Dr. Cooperincorporates his scholarly work into hiscourses and brings the academic rigor ofhis scholarship into the classroom. Hispublished work informs his courses, andhe incorporates student feedback from thecourses into his publications. The mutualreinforcement of scholarship and teachingstrengthens his publications as well as thecourse contents.”The Millar Award is given annuallyto a faculty member in a tenure-trackor tenured appointment who hasdemonstrated excellence in the areasof scholarship, instruction, universityservice, and public service, and whoseperformance in the area of scholarshipand research is judged to be exceptional.

GEORGE C. HOFFMANN AWARDMaude Hines, Ph.D.MAUDE HINES, PH.D. is an AssociateProfessor in the Department of English,and Affiliate Faculty in Black Studies andWomen, Gender, and Sexuality Studies.Professor Hines’s research and teachinginterests are in American literature, withparticular focus on children’s literatureand critical childhood studies, AfricanAmerican literature, and the Gothic.Professor Hines came to PSU afterserving on the graduate faculty at theUniversity of Florida, and has been on thePSU faculty for two decades.Professor Hines received her Ph.D. inLiterature from Duke University, and aB.A. in English from the City Collegeof New York. At PSU, Professor Hineshas been active in shared governance,serving on many committees at thedepartmental, college, university, andstate level, including two terms as thePresiding Officer of the Faculty Senate.She has been appointed by two governorsto serve on PSU’s Board of Trustees. Sheis a recipient of two Ford Foundationfellowships and a Fulbright award(Germany). In addition to her traditionalteaching, she has collaborated withcolleagues on interdisciplinary and teamtaught courses, worked with communitypartners to provide community-basedlearning opportunities for students, and5designed hybrid (in-person and online)curriculum.“Dr. Hines was an innovative and originalteacher, bringing challenging questions,generative activities, and thoughtprovoking insights to her classroom”says former PSU student China Medel,Ph.D. “As my mentor for the McNairScholars Program Maude provided mewith weekly meetings, read countlessdrafts of my work, looked over conferencepapers, edited grad school applications,and counseled me on the process ofapplying, programs, and research. Sheis a consummate mentor and scholarand provides a level of dedication to herstudents that is, frankly, rare.”The Hoffmann Award is given annuallyto a faculty member in recognitionof distinguished contributions to theUniversity in the areas of instruction,university service, and scholarship whichare done in the spirit of humanism, civility,and collegiality, with particular dedicationto students and loyalty to the University.These values were especially cherishedby the late George C. Hoffmann, adistinguished dean and professor of historyat Portland State University.

KENNETH W. AND ELSIE W. BUTLER AWARD FOR LIBRARY FACULT Y SERVICEElizabeth Pickard, M.S.I.ELIZABETH PICKARD is the Science andSocial Sciences Librarian at the PortlandState University Library. ProfessorPickard has been on the faculty since 2015and has served as liaison to numerousdepartments, including Anthropology,Biology, Environmental Sciences andManagement, Geography, Geology,Sustainability, and Systems Science.Professor Pickard holds a Masterof Science in Information from theUniversity of Michigan and a Bachelorof Arts in anthropology from theUniversity of Chicago. Her work exploresthe intersection of student researchpractices with curriculum, pedagogy,and services, and how these intersectionsshape what students learn. Her currentresearch uses ethnographic methods tocompare the effectiveness of differentmodes of information literacy instructionin asynchronous online-only courses.Professor Pickard received a LibraryServices and Technology Act grant fromthe Institute of Museum and LibraryServices for her work with five Illinoisuniversities on the EthnographicResearch in Illinois Academic Librariesproject as well as a Portland StateUniversity Faculty Development Grantfor her research on geography majors’research practices.“As Portland State and other collegesand universities shift more classes tothe online-only environment, librarians6have faced the challenge of providingstudents in an online, asynchronous classwith information literacy instructionequivalent to an in-person libraryinstruction session.” says AssociateProfessor Joan Petit, Humanities andSocial Sciences Librarian. “ProfessorPickard experimented with differentmodes of delivering information literacyinstruction but went further, conductinga research study to determine ifdifferent modes of instruction led todifferent outcomes. Few librarians takeon such ambitious, longitudinal researchprojects, and to do so is an enormousservice to librarians, faculty, and students.This research project is in addition to theexcellence Professor Pickard brings toher everyday work, assisting students andfaculty with research questions, teachinglibrary instruction sessions, selectingmaterials for the library, and contributingto committees and working groups in thelibrary and well beyond.”Professor Emeritus Kenneth W. Butlerand his wife, Elsie W. Butler, endowedthe award to annually recognizeoutstanding performance by a facultymember of the Branford. P. MillarLibrary.
