Supplier QualityManualC-01-QA-002, Rev. F1. PURPOSE AND SCOPE1.1. Infinite Electronics is committed to continuous quality improvement. We believe that only with astrong commitment to quality can we continue to be a leader in today’s competitive worldmarket. In support of this commitment, this manual establishes minimum quality requirementsfor all suppliers of materials and services to Infinite Electronics. This includes productsproduced by the supplier directly or purchased through sub-tier suppliers for use in InfiniteElectronics products.This manual is a supplement to other requirements covered by Infinite Electronics drawingsand purchasing documents. This does not replace or alter any of the terms, conditions,drawings, and/or specification requirements stated in those documents.Unless explicitly stated on a written Infinite Electronics purchase order (PO), all terms andconditions with this manual apply to all purchase orders from infinite Electronics.Infinite Electronics reserves the right to make changes to this document and requirementsreferenced herein. In the event of any inconsistency or conflict between the provisions of this document andother documents issued by Infinite Electronics, the following order of preference shall befollowed: 1. Order specific text on the Infinite Electronics PO; 2. IE Private LabelAgreement (PLA), if applicable; 3. This Supplier Quality Manual; 4. Other documentsreferenced on the PO which apply to the PO as a whole and not to a specific line item orotherwise referenced; 5. Infinite Electronics Purchasing Terms and Conditions; 6. IEstatement of work, as applicable; 7. Specifications attached to a PO or incorporated byreference, as applicable.4.2. Quality System Requirements4.2.1. Infinite Electronics requires that all suppliers implement and maintain a qualitymanagement system (QMS) that is certified to ISO9001:2015 or follows ISO9001:2015QMS requirements. It is highly recommended supplier’s quality management systemsare certified by an ANAB and/or IAF certified third party registrar. Certified suppliersshall forward a copy of their quality management certification to their Infinite Electronicsbuyer. Any modifications, such as a change of the certification registration body,certificate scope update, or certification withdrawal or disapproval will shall becommunicated to Infinite Electronics. Suppliers shall also notify Infinite Electronics of achange in supplier name, facility relocation, leadership, ownership or adverse actiontaken by a government entity which impacts the supplier’s ability to conform to IErequirements. Infinite Electronics reserves the right to determine if a supplier’s qualitymanagement system is in compliance with IE requirements.4.2.2. Quality Planning4.2.2.1. The supplier must have documented procedures in place that detail the methodsand processes used to control product quality. These procedures may beconsolidated into a single document as part of the company quality manual.Periodic reviews of procedures shall be conducted to update quality objectives andprograms.4.2.2.2. Infinite Electronics may require control plans or product first articles thatdocument and validate specific details ensuring the quality of parts supplied. Whenrequested, these shall be submitted to IE for review.4.2.3. Supplier Organization and Personnel QualificationsPage 3 of 11Hard copies are uncontrolled unless approved by QA. Individuals responsible for Quality Control within the organization shall be clearlydefined and have authority to ensure product quality is maintained. Theseindividuals may be defined in procedures or in organizational charts.4.2.3.2. The supplier organization shall be able to show documented evidence of training.4.2.4. Record Retention4.2.4.1. The supplier shall maintain appropriate records for product provided to InfiniteElectronics for a minimum of five (5) years unless other stated in the PO or otherdocument of precedence. Records include, but are not limited to, productionrecords, purchasing records, product and material delivery and training records.4.2.5. Subcontracted Material and Service4.2.5.1. The supplier shall be responsible for assuring that the products and servicespurchased to support IE products conform to IE requirements. The supplier shallmaintain adequate records that include, but are not limited to: Evaluations of subcontracted suppliers Flow down of Infinite Electronics requirements to subcontracted suppliers Inspection Records pertaining to raw materials or products related to InfiniteElectronics PO’s. Traceability records related to raw materials or products related to InfiniteElectronics PO’s. Corrective Action Reports relating to raw materials or products related toInfinite Electronics PO’s.4.2.5.2. Suppliers shall not subcontract any work related to any given PO withoutnotification and written permission from Infinite Electronics.4.2.5.3. Suppliers shall not place any IE tooling with subcontractors without notification andwritten permission from Infinite Electronics.4.2.6. Counterfeit Materials4.2.6.1. Suppliers providing Electrical, Electronic, and/or Electromechanical (EEE)products to Infinite Electronics shall have a counterfeit materials policy in effectthat is equivalent to requirements defined in AS5553. Additional information orrequirements may be flowed down in the IE Terms and Conditions or through IEPO’s.4.2.7. Regulated Materials4.2.7.1. Supplier agrees that all materials used in the manufacturing of IE products shallsatisfy all government environmental and safety requirements applicable both tothe country of manufacture and delivery. Supplier shall have a process to assurethat these requirements are complied with for products made with in-housemanufacturing processes and those used by subcontractors.Page 4 of 11Hard copies are uncontrolled unless approved by QA. Supplier QualityManualC-01-QA-002, Rev. F4.2.8. REACH4.2.8.1. Supplier agrees that all products supplied to Infinite Electronics shall be compliantwith EC1907/2006 and all subsequent revisions and amendments unless otherwiseapproved by Infinite Electronics in writing.4.2.8.2. No products or their components may exceed the designated thresholds for thesubstances of very high concern (SVHC) as contained in ECHA Annex 1 unlessotherwise approved in writing by Infinite Electronics.4.2.8.3. Suppliers shall identify the status of REACH compliance for each product deliveredvia a declaration which may be requested by Infinite Electronics, or its agents, inaccordance with the REACH-required declaration format.4.2.9. RoHS4.2.9.1. The supplier agrees that all products supplied to Infinite Electronics shall becompliant with directive EU2011/65/EU and all subsequent revisions andamendments unless otherwise approved in writing by Infinite Electronics.4.2.9.2. No products or their components may exceed the designated thresholds forCadmium, Hexavalent chromium, lead, mercury, Polybrominated biphenyls(PBB), Polybrominated diphenyl (PBDE), Bis 2-Ethylhexyl phthalate (DEHP),Benzyl butyl phthalate (BBP), Dibutyl phthalate (DBP), or Diisobutyl phthalate(DIBP).4.2.9.3. Suppliers shall identify the status of RoHS compliance for each product deliveredvia a declaration which may be requested by Infinite Electronics, or its agents, inaccordance with the RoHS-required declaration format.4.2.10. Conflict Minerals4.2.10.1. Supplier agrees that all products supplied under this Agreement are compliant withthe US Financial Reform Law of 2010 section 1502 requiring companies todisclose the use of any Tin (CAS#7440-31-5), Tantalum (CAS#7440-25-7),Tungsten (CAS#7440-33-7) or Gold (CAS#7440-57-5) originating from theDemocratic Republic of the Congo or any adjoining country. Supplier shall identifythe status of such compliance via a certification which may be requested by InfiniteElectronics, including a comprehensive list of smelters used by the supplier oranywhere within the supplier's supply chain. This certification shall be made usingthe Conflict Minerals Reporting Template (CMRT) developed by the ResponsibleMinerals Initiative.4.2.11. Supplier Ethics and Labor Standards4.2.11.1. Infinite Electronics is committed to conducting its business ethically and lawfully.Infinite Electronics suppliers shall conduct business ethically and lawfully and incompliance with Infinite Electronics’ Code of Business Ethics, available t is the supplier’s responsibility to verifythat they are in compliance with the current revision of this document.Page 11 of 11Hard copies are uncontrolled unless approved by QA. Supplier QualityManualC-01-QA-002, Rev. F4.2.12. Processing ESD Materials4.2.12.1. When required, the supplier shall have an ESD control program in effect. Theprogram shall be designed to meet the requirements of ANSI/ESD S20.20-2007or equivalent. The documentation for this program shall detail the methods andsafeguards used to manufacture ESD sensitive products, the type of ESDprotective packaging used, and the warning label instructions and type for eachpackage.4.2.13. Foreign Object Debris (FOD)4.2.13.1. Supplier shall establish and maintain a written FOD prevention program toreduce FOD contamination.4.2.13.2. The FOD prevention practices shall be proportional to the FOD susceptibility ofthe product(s).4.2.13.3. The FOD prevention program, written procedures, or policies developed by theseller shall be subject to review and audit by Infinite Electronics.4.2.14. Measurement and Test Equipment4.2.14.1. The supplier must provide inspection, test facilities and test equipment adequatefor effective measurement of product conformance to specifications. All measuringand test equipment, including production tools and fixtures used as a medium ofinspection, shall be calibrated prior to use and at defined intervals to ensurecontinued accuracy. Calibration shall be in accordance to internationallyrecognized standards (ASTM, NIST) and be traceable to relevant industry,national or international standards. Documented Information is to be maintainedshowing date and results of the last inspection and dated of next scheduledinspection.4.2.15. Tooling Equipment and Maintenance4.2.15.1. All tooling used in the manufacture of an IE products shall be maintained ina condition that ensures production of quality parts.4.2.15.2. The supplier shall have a maintenance program for production equipment thatincludes preventive maintenance on a regularly scheduled basis. Maintenancerecords shall be maintained.4.2.15.3. Capability of production processes may be demonstrated by statistical processcontrol tools or other acceptable methods of verification as determined by IE.4.2.16. Manufacturing Process Control4.2.16.1. During the manufacturing process, the supplier shall apply procedures andcontrols sufficient to maintain the identity of materials, ensure conformance torequired specifications, and document and maintain test results.Elements required to enable process control includes, but are not limited to:Page 11 of 11Hard copies are uncontrolled unless approved by QA. Determination of Process CapabilityThe ability of a process to consistently produce parts to specifications will beverified with SPC tools. Ongoing Process ControlIE may identify specific product characteristics to be controlled in processusing statistical methods. The supplier, through knowledge of the productionprocess and end use of the product, shall identify significant characteristicsand maintain statistical process control of these characteristics. Whenrequired, inspection or test results indicating ongoing process control datashould be documented for review by Infinite Electronics. IE reserves theright to require SPC controls on specific product characteristics. Lot ControlSuppliers are expected to have lot identification control procedures in effectwhen materials and/or process require lot segregation.4.2.17. Configuration Control4.2.17.1. The supplier shall prepare, maintain, and implement a documentation controlsystem that controls, manages, tracks, provides records of, and ensures thedesign and manufactured configuration of all deliverable assemblies supports IErequirements and prevents unauthorized design changes from being incorporatedinto IE purchased product4.2.17.2. The supplier shall ensure that approved changes are incorporated intothe assemblies and recorded into the appropriate documents.4.2.18. Notification of Change4.2.18.1. Suppliers shall notify Infinite Electronics in writing and receive writtenapproval prior to making any change that impacts Fit, Form, and /or Function ofpurchased product. Supplier shall also notify Infinite Electronics of any significantprocess change. These changes may include, but are not limited to:o changes in manufacturing location, process, or purchasing of materialsfrom new sources that could impact fit, form, and/or function.4.2.18.2. It is requested that Infinite Electronics is notified of these changes 90 days priorto implementation.4.2.18.3. Any significant change in the ability of the supplier to provide product per POrequirements (issues that will reduce product delivery capability by 25% or more ofPO requirements) must be brought to the attention of IE Purchasing immediately.Page 11 of 11Hard copies are uncontrolled unless approved by QA. Supplier QualityManualC-01-QA-002, Rev. F4.2.19. Outgoing Product Control4.2.19.1. The supplier must verify that their product conforms to Infinite ElectronicsPO and specification requirements.Verification can be demonstrated by any one or combination of the following. Maintaining in-process statistical control records indicating parts weremanufactured with capable processes. Final inspection or test utilizing either 100% inspection or an appropriate,statistically valid acceptance sampling plan.4.2.19.2. Acceptance of product by any sampling plan does not relieve the supplier ofthe responsibility that all parts must meet specifications. Documentation orrecords verifying acceptable outgoing product quality shall be available forreview by IE. When requested by Infinite Electronics, documentation orrecords are to be included with and/or sent in advance of shipments.4.2.20. Returned Material Analysis4.2.20.1. Infinite Electronics may require the supplier to perform analysis of failedmaterial. Records shall be maintained identifying the failure cause and thecorrective actions taken to prevent recurrence.4.2.21. Product Identification, Protection and Preservation4.2.21.1. Supplier must have an inventory control system that protects product fromproduction through delivery. This includes stock rotation on a first in, first out(FIFO) basis. Obsolete material must be managed to prevent incorporationinto current product.4.2.21.2. The supplier must provide the required controls for positive product identification.These controls shall ensure protection against damage, contamination andcorrosion during storage, manufacturing, and shipment. When applicable, thesystem shall also include storage control provisions for product having a limitedshelf life or special environmental requirements.If Infinite Electronics issues materials to the supplier, the supplier shall have thefollowing responsibilities for such material: Verification of quantities Verification of condition Notification of receipt of non-conforming material Segregation of IE material from other stock Return of unused material after fulfillment of contract or POPage 11 of 11Hard copies are uncontrolled unless approved by QA. Packaging – ShipmentsUnless otherwise specified in the PO, drawing, or IE specifications, items must bepackaged following ASTM-D3951, (Standard Practice for CommercialPackaging), or equivalent methods to preclude damage during shipment.4.2.23. Nonconformance to requirements detected at supplier location:4.2.23.1. If any shipments of materials with suspected quality problems have been shipped,the supplier shall immediately notify their IE buyer. The supplier shall immediatelydetermine the extent of the problem and take prompt action to correct thecondition and prevent shipment of any additional nonconforming material.4.2.23.2. The supplier shall be responsible for all costs incurred by IE associated withsorting and/or reworking of suspect parts, as well as the freight and handlingcosts associated with their removal from the IE facility.4.2.23.3. Notifications to Infinite Electronics by the supplier of a nonconforming conditionand associated corrective action, or request for rework or deviation approval, shallbe directed through the IE buyer. Contacts by telephone are to be confirmed inwriting. Pending specific instructions from IE, the supplier shall hold the productinvolved from further processing and shipment.4.2.24. Nonconformance to requirements detected at Infinite Electronics4.2.24.1. The IE Purchasing Department promptly notifies the supplier to arrangedisposition when nonconformance is detected by Infinite Electronics.4.2.24.2. It is the responsibility of the supplier to incur the costs of returned shipments,sorting, and/or reworking nonconforming material received at Infinite Electronics.These costs can include material, shipping, handling, IE labor, and contractedservices. In the event the supplier cannot provide replacement material to supportproduction requirements, Infinite Electronics notifies the supplier prior tocommencing rework of nonconforming supplier material.4.2.25. Nonconformance detected through Warranty Claim4.2.25.1. If a supplier has furnished a nonconforming product that has resulted in warrantyclaims, the supplier may be asked to reimburse IE for the associated costincurred. Reimbursement could include costs of the product plus handlingallowance, expedited shipping, labor and administrative costs incurred by IE.This does not define the respective rights and obligations of either InfiniteElectronics or the supplier with respect to such matters as recall and campaignprograms, epidemic failures, consequential damage claims and product liability.4.3. Initial Sample RequirementsInfinite Electronics may require suppliers to furnish representative production samples(first articles) with inspection and test reports before first production shipments and afterproduct engineering changes. These requirements will be communicated with the supplieras a part of the PO, and/ or through email.Page 11 of 11Hard copies are uncontrolled unless approved by QA. Unless otherwise instructed, the supplier shall provide Infinite Electronics with therequested quantity of representative sample parts that have been inspected forcompliance with dimensional, functional and appearance requirements.4.3.1.2. The supplier shall perform inspections and tests necessary to ensure that samplesconform to specifications. This applies to any requirements specified or referencedon IE drawings or purchase documents. All results shall be reported.4.3.1.3. Initial samples submitted because of engineering, process, tooling changes, orresubmitted due to nonconformance, need only be inspected and tested for thecharacteristics affected, unless otherwise specified.4.3.1.4. Suppliers who are unable to perform the necessary inspection and tests within theirfacilities are responsible for having these services performed by a reliable outsidesource. The sources must be identified for all samples submitted.4.3.2. Sample Identification and Shipping Instructions4.3.2.1. Sample parts and reports are to be packaged and shipped to IE in a separatepackage addressed to “Quality Assurance” or to an individual as specified byInfinite Electronics. The package should be clearly marked “SAMPLE”and labeledwith the supplier’s name, part number, drawing revision letter, and PO number.4.4. Evaluation of Suppliers4.4.1. Capability Rating4.4.1.1. Infinite Electronics evaluates a supplier's capability based on whether the followingfactors are judged adequate. This may be supported by surveys, supplierprovided documentation and records or site visits by IE personnel. Management commitment to provide quality product with emphasis oncontinuous improvement activities across the organization. Quality management systems and the extent to which they conform to InfiniteElectronics System Requirements, or alternately to the ISO9001:2015 standard. Capability, capacity, and condition of the supplier’s physical manufacturingfacilities and equipment. Deficiencies noted during a site capability evaluationvisit shall be discussed with the supplier at the time of the survey and could havean impact on future purchase negotiations and order placement.4.4.2. Potential Suppliers4.4.2.1. Infinite Electronics shall survey potential suppliers prior to placement oforders for product or related tooling. Order placement shall be based on thesupplier first obtaining a satisfactory capability rating.4.4.3. Current Suppliers4.4.3.1. Surveys to establish capability ratings may be initiated prior to placement of newbusiness as a result of previous quality performance, or if the product differssignificantly from the product previously purchased.Page 11 of 11Hard copies are uncontrolled unless approved by QA. Supplier QualityManualC-01-QA-002, Rev. F4.4.4. Supplier Surveillance4.4.4.1. Suppliers are expected to participate in periodic appraisals (audits) of their qualityand management control systems, product processing and inspection and testprocesses. If required, the supplier’s measuring and test facilities will be madeavailable to IE and Infinite Electronics’ customers. Suppliers must notify IE of anymajor change in the organization such as leadership, ownership, location, and orsignificant supplier facility or process modifications.4.4.5. Customer Requested Suppliers4.4.5.1. Customer designated suppliers shall be required to meet all requirements of thismanual.4.4.6. Supplier Quality Capability Rating System4.4.6.1. The suppliers that are currently in the Infinite Electronics Approved Supplier Listshall be rated on Quality, Cost, and Delivery. Quality of Products DeliveredAll parts and materials are expected to arrive with zero (0) defects. The quality ofproducts delivered shall be validated by the supplier and every defect foundduring incoming inspection counts against the supplier quality rating. On-Time Delivery of Products and DataThis rating is based on delivering parts on the day they are due. Due to thenature of our business we are welcoming of accepting product earlier than theagreed upon date with notification and zero (0) days late.Quotes are expected to be returned within 24 hrs. Cost MetricsCost metrics will be determined and assigned by the purchasing group andflowed down to suppliers through their buyer.5. STATISTICAL REQUIREMENTS5.1. N/A6. ATTACHMENTS6.1. Quality ClausesC-04-QA-008, Rev. CThe Following Quality Clauses are applicable only when specified on a purchase orderE01 APPROVED VENDORThe subcontractor shall be an INFINITE ELECTRONICSapproved vendor.IE02 FINAL ACCEPTANCEFinal acceptance of items furnished under this purchase order willbe at INFINITE ELECTRONICS. INFINITE ELECTRONICS shallhave the right to use sample inspection methods for acceptanceof shipments. If the sample is unacceptable, the Buyer shall havethe right to return all or part of the lot for credit or replacement.IE03 SURVEILLANCE/CUSTOMER RIGHT OF ENTRYINFINITE ELECTRONICS its customers and regulatory agenciesreserve the right to conduct inspection and surveillance of thesuppliers’ procedures, facilities, and products. The right of entryprovides the supplier, customers, and regulatory agencies todetermine and verify the quality, records, and material at anyplace, including the plant of the subcontractor. INFINITEELECTRONICS or its customer’s verification of product is not tobe used as evidence of effective supplier quality control and doesnot absolve the requirement for conforming product or precludesubsequent rejection by the customer.IE04 MANUFACTURING, INSPECTION AND TEST PLANSThe seller shall prepare a manufacturing and inspection test planshowing operational sequence, inspection and test points. Themanufacturing and inspection test plan shall include any otherpertinent control media for the items to be fabricated per thispurchase order. The inspection and test at each control pointshall be clearly identified.
