From the PresidentPage 4by Harvey SusselW e have now returned to normal after a few days in Portland for our Regional Meetingand the Knighting of our own President Elect “Dame” Carol Promessi by the Rosarians ofPortland. It was a beautiful “Rosarian Ceremony”, done in the Grand Ballroom of theGovernor Hotel instead of outside at Washington Park as in many past years. It wasmoved inside due to the high possibility of “rain”. The ceremony however, was done withall the “pomp and circumstance” as though it were outdoors.However, it did notrain.then.Our special thanks to the many Blue Gavel members who attended and also to theRosarians for a nicely planned weekend. Other than “jet lag” going from west to east and a “red-eye flight”, all should becoming back to normal.W e were all very pleased to welcome a new District into IOBG.District 27, which encompasses the Chesapeake Area inMaryland. Their five incoming IOBG Chapters and possibilities of more Yacht Clubs coming aboard, offer great hopes forgrowth of Blue Gavel in that area. Thanks to all the Blue Gavelers who participated in bringing “home” this new District andespecially to P/C Bill Browning, coordinator for District 27. Welcome aboard !!W e arealso pleased that the Regional IOBG Meeting on August 25 & 26, 2006 will be hosted by our new District 27 at theBush River Yacht Club. Complete details, dates & etc. are included in this issue of the LOG. Don’t wait for airfares toincrease any more.book your flights into BWI (Baltimore Airport) NOW !!!One important issue to come out of the meeting in San Diego Regional Meeting held last February and continued at thisPortland Regional meeting was the continuance of a resolution passed to cooperate and lend our assistance to aneducational program with the United States Power Squadron (USPS) and their many Squadrons throughout the U.S.You may not be aware but the State of New Jersey has PASSED a MANDITORY EDUCATIONAL requirement for all NewJersey boaters, effective June 2006. Current rules call for an 8 hour basic boating course. To be sure.this Legislation willtake 3 years until it covers all the current New Jersey boaters, in sliding age requirements. Similar legislation can andprobably will get to your state too. Be on the lookout for it ! Certified Boater Education could be a very necessary factor increating more “safety” on our recreational water.P resently, a watercraft is probably the only power vehicle you can purchase, put the key in the ignition and “go”, withoutany kind of instruction or safety education. Somewhere, something is lacking in this equation. Maybe this will be somewhatof a solution.The USPS, the oldest boating organization in the US, sees and recognizes this immediate educational need in New Jerseyand future needs in other areas of our Blue Gavel representation. The feasibility of a cooperative effort involving IOBG andUSPS is currently under consideration by both organizations. It is contemplated that the program, if implemented, will providethe means for interested USPS squadrons and yacht clubs to be geographically matched. Chapters, with the approval of our“International”, would cooperate assisting USPS in their initial contacts with their own yacht clubs by introducing theeducational concept to their club. It is hoped that the educational course(s) will be taught in participating yacht clubs tomake it more convenient for boater-members to attend.I have appointed IOBGDistrict 20 Director Dave Meschulam as “liaison” between IOBG and USPS. Dave has been pursuingthis concept for quite some time and will do all necessary to make this educational program “fly” for both IOBG and USPS.We need some feedback as to interest in such a project. Please contact Dave at DJMGEM@AOL.COM.This boater educational concept is not new to some West coast areas and although it is not universally required yet, it maybe in the future. Plan a few extra days if you can,it will be well worth your time.

Page 5From the President Electby Carol PromessiI was highly honored to be part of the Rosarian and Blue Gaveltradition of being knighted at the Royal Rosarian weekend of thePortland Rose Festival. I am most appreciative of those Blue Gavelmembers attending the weekend festivities and supporting theRosarians and also our organization. This was truly an honor and theRosarians outdid themselves once again in “Grand Style”.After emerging from our winter hibernations and winter doldrums, Iwas fortunate to enjoy the sunny outdoors in Southern California, and attend several Opening Days inMarina del Rey and Long Beach, to the Northwest attending Seattle Yacht Club for a very impressiveOpening Day and then to Northern California to attend, So. Bay and Opening Day on the Bay. Thisgives me the opportunity to visit with many of the District Officers and meet new members as well. It isalways great to renew friendships and enjoy the camaraderie.I would like to take this opportunity and welcome our two new Chapters in the Chesapeake Bay Area,from District #50, which were approved at the Winter Regional Meeting in San Diego. The Otter PointYacht Club is located in Abingdon, Maryland, which was established in 1948 with 106 members and48 Past Commodores, and the Crescent Yacht Club located in Baltimore, Maryland, established in 1952with 92 members and 50 Past Commodores. At the Spring Regional Meeting in Portland we alsoapproved them as our new District #27. We look forward to meeting and visiting with many of the newmembers during our Summer Regional Meeting at the Bush River Yacht Club, in August. P/C ChuckBrowning, President of the IOBG Chapter at the Bush River Yacht Club has been instrumental inobtaining these new Chapters, great to see this enthusiasm!!At the Spring Regional Meeting we also approved Alum Creek Sailing Club/Association in Lewis Center,Ohio with 165 members and 11 Past Commodores, which is located in District #7.In accordance with the IOBG Bylaws, nominations for elected office are now being accepted. Anymember in good standing wishing consideration for an office is required to submit his or her request inwriting to each member of the Nominating Committee, consisting of Past President Art Theobald,Chairperson, President Harvey Sussel and President Elect Carol Promessi.We will be having our workshops Wednesday and Thursday at the Shoreline Yacht Club, which islocated directly across from the Queen Mary. Elsewhere in this issue of The Log is the Calendar ofEvents and reservation form. Please feel free to pass this information onto any other member or guestthat might be interested. We encourage officers of Yacht Clubs and members to attend the AnnualMeeting.Thank you to District #15 for a great Winter Regional Meeting in San Diego, sunny California wasn’tvery sunny, a little foggy and nippy but we all enjoyed ourselves immensely. Also, thank you for theparticipation from District #1 and #5 for our Spring Regional Meeting in Portland, where we enjoyed thesunshine and wonderful weather for the parade!I thank you for the many new friendships and all of your support you have given me the past fewyears!

From the First Vice PresidentPage 6by Richard Janiszewski2006 SUMMER REGIONAL MEETINGAugust 25 – 26, 2006Abingdon, MarylandYou are invited to meet the Maryland area Past Commodores and welcome them as our newestBlue Gavel District located in scenic and historic Maryland. The recommended arrival airport isBaltimore-Washington International located 31 miles from the Ramada Conference Center.There is no shuttle service from the airport to the motel, however, Enterprise Rent-A-Car offersa one-day rental with a drop off adjacent to the Ramada for those who wish. Enterprise alsooffers multi-day rentals. Reservations can be made by telephoning 1-800-ENTERPRISE. Otherrentals and taxi service are available. Directions from the airport are included in this LOG issueand on our web site at www.iobg.org.The Ramada Conference Center in Edgewood, Maryland will be our motel host. The Blue Gavel room rate is 65 per night, plustax (single or double occupancy), no smoking rooms, pool privileges, and exercise facilities are also available along with theRamada’s continental breakfast. Motel reservation information is included in this Log as well as our Web site. It isrecommended that you make your reservations before August 8. After arrival at Ramada, (3 p.m. check in), the Bush RiverYacht Club has cordially invited us to their club to a welcoming gathering. A cash bar is available, along with light refreshmentsand light dinner (such as steamed shrimp and hamburgers).The General meeting will be held at the Bush River Yacht Club at 9:00 a.m., Friday, August 25th. Coffee and Danish will beavailable prior to the meeting. Directions to the Bush River Yacht Club (approximately 5 miles from the Ramada ConferenceCenter) are contained in this Log and available on our Web-Site. Dress is navy blue jacket, white shirt, Blue Gavel tie, whiteslacks, and white shoes. Maryland weather, in August, is usually warm and humid; however, jackets or sweaters are suggestedfor evening hours. Dress for all occasions, other than the General Meeting, is casual.The International Order of the Blue Gavel Auxiliary will hold their General meeting at 9:30 a.m., August 25, also at the BushRiver Yacht Club. Coffee and Danish will be available prior to the meeting.Lunch and cocktails will be at the Bush River Yacht Club at 1:00 p.m. Cash or personal check is requested by local yachtclubs providing no host activities. From 2:00 to 3:30 p.m. an “Open/For the Good of the Order” meeting will be held in thegeneral meeting room of the Bush River Yacht Club. It is essential that all participants attend for two reasons. (1) to becomemore knowledgeable of the purpose, goals, and objectives of the International Order of the Blue Gavel; and (2) to provideparticipants with an opportunity to share their thoughts, ideas, and concerns with the president and the executive committee.The Bush River Yacht Club has extended all club privileges to our members, such as their pool, sitting in the sun etc., or afterlunch members may return to the Ramada where similar amenities are available. The Otter Point Yacht Club will provide a cashcocktail hour from 4:30 to 5:30 p.m. A bus will be provided which leaves the Ramada Conference Center at 4:30 p.m. Dress iscasual. At 5:30 p.m., the bus will depart from the Otter Point Yacht to Baltimore’s Inner Harbor. No visit would be completewithout visiting this special location, home of the National Aquarium, two waterfront pavilions, and many fine restaurants suchas Phillips Harbor Place Restaurant (301 Light Street), Rusty Scupper (402 Key Highway), Ruth’s Chris Steak House (600 WaterStreet). The bus leaves Inner Harbor at 9:30 p.m. and returns to Ramada.Saturday, August 26th, the Executive Committee will meet at 9:00 a.m. at the Ramada Conference Center (room to beassigned). At 10:30, the bus leaves the Ramada for the Baltimore Yacht Club for cocktails (no host) and lunch. Dress iscasual. After lunching at the Baltimore Yacht Club, the bus will then take us to the Belvedere Yacht Club who will provide horsd’ouvres and cocktails (no host) from 2:00 to 4:00 p.m. With all the good food, if we can still fit on the bus, we will be taken tothe Blue Lagoon Restaurant in Baltimore. The bus will leave the Belvedere Yacht Club at approximately 5:00 p.m.Dinner menu is a choice of the following: (2) 8oz. broiled crab cakes; 16 oz NY Strip Steak and 8 oz. crab cake; chickenChesapeake; Broiled Flounder, or 10 oz. Filet Mignon. Advanced reservations, including entrée selection will assure anenjoyable dinner. Bus returns to the Ramada at 9:30 p.m.Departure is Sunday, August 27th. Continental breakfast is provided by the Ramada. Page 7From the Second Vice Presidentby Jerry RuddI would like to thank the members of Mission Bay Yacht Club for a wonderful timeand making space for our meetings, lunch and dinner. Southwestern Yacht Clubhosted a lunch and an educational tour of San Diego Bay that included manyremarkable points of interest. We learned of the US Navy’s new protectionsurrounding their shipsand saw its many piersand old seaplane ramps. We also saw the USCoast Guard’s Fleet of hard bottom inflatable boatswith machine guns in front. There are commercialshipbuilding and repair shops, cruise ship space,the aircraft carrier Midway for tourists, as well asmany yacht clubs and public moorage. Fishingseemed to be a great past time in the harbor. Aswe were cruising back to our homeportSouthwesternYacht Club, the US Navy had toshow off her size and mite by having a fleetcarrier make its arrivalThere were 15 members on each of the yachts escorting us around the bay, a special thank you to CaptainJim David, Captain Bill Doherty and Captain Bob Ehlers and Blue Gavel members who participated.I have found a common thread between active chapters and districts; those that have fundraisers going onsuch as dinners, social and charitable work for local groups as will as our own Humanitarian Foundation,have a positive purpose and sense of camaraderieOur June meeting was in Portland Oregon, June 8th. A good agenda was presented by President HarveySussel. There were three Area Vice Presidents in attendance. We talked about the summer meeting inBaltimore at the Bush River Yacht Club on the 25 & 26th of August. There is more information from VicePresident Richard Janiszewski in his article.President Elect Carol Promessi handed out the agenda for the Fall Annual Meeting on the Queen Mary andsurrounding areas, more information in her article regarding the events and cost. She is hoping for a goodturnout, not to mention the cruise to Mexico afterwards.The IOBGA held there meeting on Thursday also, out of their workshop came some new ideas andchanges for the future. They feel this will help with communication and get more people involved in theirprogram. As we know the more enthusiastic IOBGA is the stronger the chapters and Districts are.On Friday the 9th of June our President Elect Carol Promessi was Dame at the Knighting ceremony with theRose “Touch of Class”. Lots of pictures were taken, I am sure you will see some of them in the LOG. Allstatements except the balance sheet are presented in the budget comparison format. IOBG is organized intosix operating activities. They are the International Operations Center, the Executive Committee, the SupplyOfficer function, the Annual Meeting, the Area Vice Presidents and The Blue Gavel Log. The financial resultsfor each activity are discussed in this report.Summary: The organization’s total assets are 6,959 lower than the same date last year. In addition, IOBGsuffered a loss of 2,738 primarily because we collected 7,740 less dues (258 members) than in 2004.Overall expenses were 9,381 less than budget but 6,931 higher than last year. Printing costs are the mostnotable item where there was a significant budget over run.International Operations Center: As noted above, dues collections were less than last year but only 2,000less than budget. Expenses in this area were 77 greater than budget in spite of !,075 of legal fees for filingour trademark registrations.Executive Committee: The committee’s expenses were 5,697 less than budgeted but 5,934 greater thanlast year. The major portion of theses variances centered on travel expenses. There was less absenteeism thisyear and travel costs have increased over 2004.Supply Officer: The activity lost 299 for the year which was 799 below budget. The loss was, however, 339less than last year. The Executive Committee finally agreed in October to transfer the operation to CommodoreInsignia. After the agreement was signed by both parties, the inventory was sold to Commodore Insignia onconsignment which means we will collect the money as the inventory is sold.Area Vice Presidents: The Area Vice Presidents, as a group, did not spend 3,712 of their 2005 budget.Further, they spent 1,703 less than last year. The reasons for the variances differ according to the individualinvolved.Annual Meeting: The total cost of the event this year was 4,068 less than budget. The primary reason wasthe hurricane and the cancellations that followed. The delegate travel allowance accounted for 3,500 of thevariance. Compared to 2004, we spent 2,441 less this year.The Blue Gavel Log: This activity had the single most notable variance. Printing was 5,670 greater thanbudget and 4,037 greater than last year. Overall, the activity was 4890 over budget 4,969 greater than lastyear. During the year there was a change in editors. The new editor took over for production of the Septemberissue. The total cost for the September issue was 1,020 less than the July issue. The cost of theDecember/January issue was 826 less than the same issue a year ago. Mary Nye, the new editor, now doesall the layout work at no cost to IOBG.

Treasurer’s Report Continued.Page 9Membership StatisticsThe attached report prepared on January 30, 2006 shows that the International has received dues for1,034 members of which 681 were sent their membership cards and 350 were mailed on February 1.It should be noted that, from time to time, some district treasurers claim our numbers are wrong. Everyonemust recognize that there is a difference at the district level between dues received and dues sent to theInternational. We only process dues we receive.2006 Membership SurveyAfter the good response from last year’s survey, it was decided to send a shorter survey to all memberspaying their 2006 dues. This year there are only two questions, (1) do you agree with the reimbursementpolicies and (2) what do you expect from Blue Gavel for your dues money. The returns are coming in but thesample size is too small to draw any conclusions. There are, however some interesting trends. Those thatagree with the reimbursement policies generally do not answer the second question. The majority ofresponses to the second question are in the form of a complaint instead of an expectation. And, lastly,generally, if the envelope does not have a return address, the second question contains a nasty complaint.Treasurer’s ReportFebruary 1, 2006Page 3International Operations CenterThings are running smoothly for this time of year. Because of the large influx of dues payments, it may takeus a little longer to process the dues payment and membership card. District treasurers should make everyeffort to communicate clearly such items as new members, new addresses and other information vital tokeeping an accurate database.When a batch of membership cards is mailed out, district treasurers are mailed a list of the cards printed andthe date they were mailed from San Diego. Members who have not received their membership cards shouldcheck with their district treasurer first.With the increase in postage rates, all of the returned Blue Gavel Logs cost more. It now cost us more than 100 per issue to find out who has gone south for the winter, north for the summer or did not send us achange of address notice.2005 was a very interesting year topped off by the Annual Meeting two days after the hurricane passed overthe area. We have survived the political machinations of every type. What ever happened to the good ofthe order? One solution is to get the new past commodore to join IOBG. The districts ought to rethink theirstrategies as to how they take in new members. If 80% of the chapters brought in their most recent pastcommodore, we would not have a financial problem. Of course we must have something to “sell”. What hasyour district done for your boating community lately?
