APPORTIONABLE VEHICLEDefinition of an Apportionable VehiclesArticle II of the PlanAny Power Unit that is used or intended for usein two or more member jurisdictionsand that is used for the transportation of personsfor hire or designed, used or maintained primarilyfor the transportation of property, and:APPORTIONABLE VEHICLE(i) has two axles and a gross vehicle weight or registeredgross vehicle weight in excess of 26,000 lbs (11,793.401)2

APPORTIONABLE VEHICLEor(ii) has three or more axles, regardless of weight,APPORTIONABLE VEHICLEor(iii) is use in combination, when the gross vehicleweight of such combination exceeds 26,000 pounds(11,793.401 kilograms)3

APPORTIONABLE VEHICLEA recreational vehicle, a vehicle displaying restrictedplates, a bus used in the transportation of charteredparties or a government-owned vehicle, is not anapportionable vehicle;EXEMPT VEHICLES: Recreational vehicle Vehicles displaying restricted plates City pick-up and delivery vehicles Charter buses Government-owned vehicles Vehicles having a gvw of 26,000 lbs (11,793.401kilograms or lessAPPORTIONABLE VEHICLERESTRICTED PLATE: Time (less than a registration year), geographic area,distance or commodity restrictions.Because a jurisdiction declares a plate restricted, it may notbe honored by all jurisdictions.4

Apportion Registration FormsHow do I register an apportioned vehicle?All jurisdictions have an IRP form, asrequired by the Plan, under Section 315.Each jurisdiction decides the total contentand look of their form.Apportion Registration FormsThe Plan requires certain data elements to betransmitted to fellow jurisdictions underSection 1215, and are common to all IRPapplications.This includes the vehicle, the account number, thejurisdictions traveled in, and weight of thevehicles. These factors are necessary andwill be used to calculate the fees for thatvehicle for its apportioned registration.7

Apportion Registration FormsORIGINAL AND RENEWAL APPLICATIONS If a registrant is filing an original application,Schedules A and B must be submitted, processedand verified. For renewals, a computer generated renewal orschedule A and B must be submitted, processed andverified. (A modified Schedule A is used asadditional pages for large carriers. Only the vehicleinformation is included on the continued pages.) If the registrant is filing a supplemental application toa currently registered fleet, Schedule C needs to beverified.Apportion Registration CredentialsSection 600 of the Plan begins:600 CREDENTIALS FOR APPORTIONEDREGISTRATION(a) Upon the registration of an Apportionable Vehicleunder the Plan, the Base Jurisdiction shall issue a CabCard and a Plate for the Vehicle, and these shall be thesole registration Credentials issued for the Vehicle. ThePlate shall be identified by having the word“apportioned,” “APP,” or “PRP” and the name of theBase Jurisdiction. The numbering system and color ofthe Plate shall be determined by the Base Jurisdiction.10

A Base Jurisdiction may issue a CabCard by electronic means and may permitRegistrants to use photocopies of Cab Cards.Member Jurisdictions must accept a Cab Cardthat has been issued in accordance with the lawof the Base Jurisdiction.Apportion Registration Credentials (Examples)11

Apportion Registration Credentials (Examples)Apportion Registration CredentialsWhat has to be on the cab card?Section 610 of the Plan states the variouspieces of data that have to be on the cabcard. Such elements include the make,model, and VIN of the vehicle, along with thejurisdictions that the vehicle can travelthrough and the registered weights for thosejurisdictions12

Law Enforcement Use of Credentials At roadside, Law Enforcement will use the cabcard to determine whether the vehicle is aproperly registered vehicle under both the lawsof that jurisdiction and InternationalRegistration Plan Section 610 contains commentary that givessome direction on the use of the credential byroadside enforcement, and gives thejurisdictions some direction as to what else thedocument may or may not containLaw Enforcement Use of CredentialsOfficial Commentary (Section 610)The weight or number of combined Axles for which theApportioned Vehicle is registered must appear on theface of the Cab Card so that enforcement personnel canknow whether an Apportioned Vehicle is operating inexcess of its registered weight or number of combinedAxles. An Apportioned Vehicle must not only beproperly registered in its Base Jurisdiction with regardto declared gross weight, it must also comply withexisting weight laws or regulations in other MemberJurisdictions into or through which it operates.13

Law Enforcement Use of Credentials(Cont) For example, the payment of Apportionable Feesin Member Jurisdiction X at a declared grosscombined weight of 80,000 pounds does not of itselfauthorize the operation of that Vehicle at 80,000pounds in Member Jurisdiction Y, where the legalweight limit may be lower. The term “other necessaryinformation” refers to information required by MemberJurisdiction registration statutes and is not to beconstrued to require unrelated information, such asfuel use tax account numbers, operating authoritynumbers, weight-distance tax account numbers, etc.Law Enforcement Use of CredentialsWhat happens if the officer finds the vehiclesnot properly registered under the Plan?If law enforcement determines that a carrier isimproperly registered or not registered at all,the officer may write a citation for animproperly registered or unregistered vehicle,depending on the laws of your jurisdiction. Inadditional, if found in violation of weight laws,the carrier may be issued a citation for beingoverweight, which in most cases carries aheavy fine.14

Law Enforcement Use of CredentialsHow does Law Enforcement Access Information? Most jurisdictions have electronic access to theirinformation. Some have telephone systems for lawenforcement to verify credentials.
