The polo top will bear a subdued badge , subdued patches, embroideredofficers ' names, and the words "Miami Police K-9" on the back. The long sleeveblack Battle Dress Uniform (BOU) will be worn during formal events as identifiedby the Unit Commander. The black BOU shirts will bear a subdued badge,subdued patches, K-9 embroidered over the left breast pocket, and the officer'sname embroidered over the right breast pocket. All uniform tops will be worn withissued black BOU pants . When officers wear civilian clothes , they will comply withDepartmental Orders regarding dress and identification for plain-clothes officers.Civilian clothing may be worn as needed for training exercises; any official actionby officers in civilian clothing must comply with Departmental Orders. Duringtraining, officers will wear a black Miami Police K-9 Unit T-shirt or polo top.V.Any canine officer wearing a vest will have Miami Police insignia, where he/shemay be readily identified as a police officer.VI.While working extra-duty jobs or special events, officers will wear their K-9 polo toponly when working in canine capacity .Vil.Unit members are permitted to wear black nylon gun belts and accessories , whichare identical in design and function as set forth in Departmental Orders.VIII.Unit members may wear an optional pin or have embroidered on the pocket of theofficer's uniform , the letters "K-9."IX.The Canine Unit Supervisor must approve any additional gear and equipment; theofficer believes will benefit the field operations of the canine teams . Unit memberswill have on their person a 12" traffic lead whenever they are accompanied by theircanine; Unit members will have available at all times matches or other windindicators, and a flashlight.X.Unit members are required to attend patrol roll call in their assigned District eachworkday .

Published by PCS on10/31/2019Canine Sergeant's Duties (continued)H.Coordinate public demonstrations.I.Assist shift commanding officers in canine deployment and usage in thefield.J.Coordinate roll-call training and proper dissemination of canine informationto the applicable department members.K.Provide street team supervision when on duty.L.Be on twenty-four hour call and respond as needed, based on the situationat hand.M.Perform additional duties as deemed necessary by Unit Lieutenant.N.Delegate training, administrative, and quartermaster duties as deemednecessary.0.Promote and maintain an atmosphere of integrity and professionalism ,stressing teamwork and safety among the members of the Canine Unit.P.All Canine sergeants will maintain a police service canine for use asnecessary.Q.Supervise any off-duty job or special event, which requires three (3) ormore canine handlers and their canines.R.Review and sign all mandatory related reports.E.G. Explosive DetectorUtilization report, Response To Resistance Report, and Daily Worksheets.S.Monthly monitor the bite ratio of canine handlers. Should a canine team forthe previous three (3) months have a bite ratio greater than 20%, a reviewof each of the bites will be held with the handler and the Unit deputyCommander.T.The Canine supervisor's will conduct semi-annual home inspection of allcanines in the Unit. This home inspection is to properly document how thecanine is being sheltered and cared for by the individual handlers within theunit when they are off-duty.U.The Canine supervisor's upon completing an inspection of a Caninehandler's home will document the findings on the semi-annual homeinspection form.

Published by PCS on10/31/2019K-9 Trainers & Handlers (continued)11.DUTIES AND RESPONSIBILITIES CANINE TRAINERA.Assist the canine supervisor in the selection of canine's, handlers, andequipment as directed.B.Facilitate the training of new canine and handlers, providing an atmosphereof professionalism, integrity, and safety.C.Conduct or arrange for in-service training of all teams/ specialists.D.The canine trainer, in the absence of the canine sergeants isauthorized to speak in the sergeant's behalf having full authoritygranted by the Sergeants and Lieutenants, in all canine situations.Any handler who feels he has been wrongly advised in the use, training orcare of his/her canine or equipment must contact the canine sergeants andrequest clarification.E.The trainer will perform such duties as deemed necessary by the caninesupervisor.F.Maintain all canine training manuals, keeping them current and up to date.GMaintain a list of up to date training sites, frequently adding new areas.H.Ensure liaison and program continuity with other Canine Unit trainers in thecompletion of the trainingI.Maintain assigned canine training equipment, and instruct and supervise itsproper and safe usage.J.Conduct evaluations of all teams and specialties as needed.K.Provide for roll call training , survival training , and departmental informationneeds.L.All canine trainers will maintain a police service canine for use as needed.M.Assist in public demonstrations and provide specialized publicity throughthe public information office (PIO) as required .N.Review and sign canine handler monthly training logs.

Published by PCS on10/31/2019K-9 Trainers & Handlers (continued)111.DUTIES AND RESPONSIBILITIES- CANINE HANDLERA.Canine handlers are police officers.They will abide by the sameDepartmental rules and regulations, orders and directives that govern allmembers of the Miami Police Department. By the very nature of the addedresponsibility given to canine handlers, they are expected to have a highlevel of dependability and judgment. Violations of Departmental Rulesand Regulations, orders (DO's) Standard Operating Procedures(SOP's); and directives that indicate a lack of good judgment ordependability can be the basis of relieving the officer of his canineresponsibilities .B.Canine handlers, while patrolling their assigned areas, will enforce federaland state laws as well as city and county ordinances. Due to the nature ofcanine work, there is an expectation that each Canine officer beproactively involved while patrolling their assigned area by enforcingall local, County and State laws and regulations. It is expected that allCanine officers use their time efficiently, emphasizing a problemsolving roll, being pronactive and actively enforce traffic violations.They will, at all times, monitor their radios so that they may respond to callsfor service as needed.C.Canine handlers will maintain a police service canine. Based on need andsituation, canine teams may be called to duty at any time. Their scheduleswill be regulated by a canine supervisor.D.Participate in public demonstrations as needed.E.Participate in training as required.F.Perform additional duties as deemed necessary by a Canine Unitsupervisor, trainer, or designated senior officer.G.Prepare a monthly training log for each shift, Uniting the type and amountof in-service training performed.H.Prepare a canine apprehension report for any suspect whom: (a) isphysically apprehended or located by the canine team, (b) surrendersbecause of the canine deployment, or (c) is arrested because of thepresence and deterrence of the canine. Whenever the canine is deployedor plays a clear role in the capture of a suspect. The mere presence of thecanine at the scene will not be counted as an apprehension.I.Promote and maintain an atmosphere of integrity and professionalism,stressing teamwork and safety among the members of the Canine Unit.J.Prepare a daily worksheet and submit it prior to the next tour of duty.

Published by PCS on10/31/2019K.Every canine handler will earn the Police Dog Level 1 Certification (PD1)from the United States Police Canine Association (USPCA) on a yearlybasis conducted by the unit trainers. The exception will be the handlersthat earn their certification through Regional or National trials. Certificationis a mandatory unit-wide standard and if a handler is unable to obtaincertification , then mandatory remedial training of 6 weeks (placed in canineschool) will be given and a second and final attempt will be scheduled.Final attempt of certification will be scheduled no earlier than 2 monthsfrom first attempt. Inability to complete certification on final attempt willcause the handler to be transferred from unit.

A minimum of fifteen (15) hours oftraining is required each month.
