Since the beginning of 2020, the world has seencurating and spreading false narratives about thethe rapid spread of the COVID-19 virus whichvirus among both Russian and Western audiencesbecame a global emergency1 on January 30 andin order to bolster the credibility of the Russiana pandemic on March 11. Our enemy is not only the pandemic, but “also an “infodemic” of misinformation,” 3 asUN Secretary-General António Guterres remindedRUSSIA PROPAGANDA RULE #1: IFthe world.THERE IS NO STORY, MAKE ONE UPIn every crisis, leaders and communicators striveto provide accurate, timely information to relevantstakeholders. This has proven particularly difficultduring the pandemic as efforts to inform the concerned citizens of the world has directly coincidedwith a Russian disinformation campaign aimed atsowing panic in the West4.The Russian propaganda machine has beenA popular Ukrainian satire show Telebachennya Toronto published an episode5 about Russian fake newsregarding COVID-19 on their YouTube channel.Russia's disinformation campaign aimed at thecoronavirus started early. On February 5, 2020,Channel One Russia aired an episode6 of their evening talk-show Vremya (“Time”) that offered the1

The latest iteration of this narrative began in April 2020, coinciding with the spread of the coronavirus in thosecountries. On April 15, Ukrainian politician Viktor Medvedchuk, a close ally of Vladimir Putin, publiclydemanded13 of the Ukrainian government, todisclose information about US military bio-labo-On April 5, British Prime Minister, Boris Johnson, ratories in Ukraine; claiming “European media”was admitted to hospital7 after exhibiting symp-outlets were already “openly” writing about it.toms of COVID-19. Further examples of less direct approaches include cooptingvoices such as that of Canadian economist andanti-globalization author Michel Chossudovsky.A 9/11 conspiracy theorist37 with an Anti-Semiticflair38 and pro-Russian39 tendencies, Chossudovskyrecently declared COVID-19 to be a fear campaignsupported by fake data40. While he is hardly acredible source, his article reappeared on SouthFront, a website claiming to be a legitimate newssource combatting the “mainstream media” covering issues of security, foreign policy and militaryanalysis. The site is, in fact, professionally designed and registered in Moscow and perhaps theonly fake news outlet currently curating fake newscontent about their own fake news41.Regardless of the means of amplification, themessage Russia is trying to spread is clear: thethreat of COVID-19 is not that serious and Western policies to combat the virus are, in fact, doingmore to combat the Western democratic processthan the virus itself.WHAT IS THE CURE?An infodemic could be as dangerous as a pandemic. If these disinformation narratives takehold, they have the ability to seriously underminegovernment efforts in fighting the pandemic. Ironically enough, the coronavirus fakes threaten not4But as with the pandemic, the infodemic too canbe defeated by unified efforts to push back. Thatis why journalists should always do fact-checkingand refute misinformation; social networks shouldcontinue escalate their efforts in fighting fakenews; governments should investigate and prosecute disinformation networks and campaigns aswell as support and encourage non-governmentalorganizations that refute such stories and seek toarm the public with the truth; and, finally, everyone should employ critical thinking as a mentalshield against infectious narratives.
