FOREWORDThe Royal Civil Service Commission in accordance with the provisions of the Constitution of the Kingdom ofBhutan, Civil Service Act of Bhutan 2010, and the procedures laid down in the Bhutan Civil Service Rules andRegulations carries out the recruitment and selection of university graduates into the Civil Service annuallythrough Bhutan Civil Service Examination (BCSE). Civil Service recruitment examination for the universitygraduates was introduced since 1983 with the objective of streamlining and instituting a proper selection system.Over the years, the recruitment and selection system has been strengthened to attract and select the best andthe brightest graduates through healthy and fair competition for appointment in the Civil Service based on theprinciple of meritocracy.In continuation to the ‘Report on performance of graduates from different institutions in the Bhutan Civil ServiceExamination’ published for the last seven years (2011-2017), the Royal Civil Service Commission is pleased topublish the report on performance of graduates from different institutes in BCSE for 2018. A total of 3218candidates who studied in 202 different institutes based in 12 different countries appeared the BCSE in 2018.While there were few candidates who studied in the institutes based in countries such as Australia, Bangladesh,Singapore, Malaysia, Nepal, Philippines, Sri Lanka, Thailand, UK and USA, most candidates who study outsideBhutan are from institutes based in India given its proximity and affordability. 778 candidates completed theirstudies from India and 2366 candidates from Bhutan.In 2018, 40% of the PGDPA selected were from Sherubtse College followed by 17.5% from the College ofNatural Resources and 13.04% from the Institute of Language and Culture Studies. While 83% of the PGDFMselected was from Gaeddu College of Business Studies followed by 10% from the Royal Thimphu College. Inthe PGDE category, including Dzongkha, 57.67% of the selected candidates were from the Institute of Language& Cultural Studies followed by 34.92% from the Sherubtse College.The performance of the candidates would, besides other factors, depend on the quality of teaching and learningin the respective institutes, calibre of the individual candidates, and availability of approved vacancies in the CivilService for particular year of examination. Excellence in ServicePRELIMINARY EXAMINATIONThe Preliminary Examination is conducted to short-list candidates for the Main Examination (ME) and ensureminimum standard required of a candidate. The PE paper is common to all categories of graduates. PE consists ofobjective type questions d es ig ne d to test Dzongkha and English communication skills, logic and analytical skills,problem solving and data interpretation abilities of the candidates. The evaluation of the PE answer papers arecarried out by Optical Mark Reader (OMR) machine.PE levels out the differences and variations in subject difficulty levels, assessment schemes and educational standardand quality and provides a level playing field for graduates to compete for the ME. Excellence in ServiceMAIN EXAMINATION – BCSE GENERAL & DZONGKHA CATEGORYThe Main Examination (ME) is conducted to test candidate’s core competencies and subject/general knowledge forfinal selection. Candidates appearing the ME are grouped under the following categories:a) Post Graduate Diploma in Public Administration (PGDPA);b) Post Graduate Diploma in Financial Management (PGDFM);c) Post Graduate Diploma in Education (PGDE);d) Technical including Post Graduate Diploma in National Law (PGDNL); ande) Dzongkha.ME consists of the following three parts with corresponding weightage:Part I: Academic Achievement (Marks obtained in Bachelors degree) – 10%Part II: Written Examination – 70%Part III: Viva Voce – 20%The total marks obtained by a candidate in the BCSE is an aggregate of the above three components.Currently, PGDPA, PGDFM and PGDE categories of graduates appear common written examination papersnamely Dzongkha language; English language & General Knowledge; and Bhutan a n d i t s ( i) S o c i o -PoliticalInstitutions and (ii) Socio-Economic Development since 1961. Each paper carries equal weightage and isevaluated out of 100 marks and their aggregate is converted to 70% of the ME.The written examination for Dzongkha graduates opting for appointment in positions requiring DzongkhaSpecialization and teaching comprises of the following three papers namely Dzongkha Language & GeneralKnowledge which carries 20% weightage; English Language & Current Affairs carrying 15% weightage; andBuddhist Studies paper which carries 35% weightage. Each paper is evaluated out of 100 marks and converted tothe respective scale of 20% for Paper I, 15% for paper II and 35% for Paper III, and then added to obtain thetotal marks. Excellence in ServiceMAIN EXAMINATION – BCSE TECHNICAL CATEGORYThe Main Examination (ME) is conducted to test candidate’s core competencies and subject/general knowledge forfinal selection.Like BCSE General and Dzongkha categories, ME f o r B C S E T e c h n i c a l C a t e g o r y a l s o consists of thef o l l o w i n g three parts with corresponding weightage:Part I: Academic Achievement (Marks obtained in Bachelors degree) – 10%Part II: Written Examination – 70%Part III: Viva Voce – 20%The total marks obtained by a candidate in the BCSE is an aggregate of the above three components.The Written Examination for technical graduates, including law graduates opting for the PGDNL comprises of thefollowing three papers namely Languages and General Knowledge, (Common Paper to all categories of technicalgraduates) which carries - 20% weightage; General Subject Knowledge (Common Paper for each professionalgroup) which carries 15% weightage; and Subject Specialisation Paper (Subject specific) which carries 35%weightage.
