2021 PA State Little League TournamentJuly 30-Aug 5th, 2021Host - PA District 11 & West Suburban Little LeagueJohnstown, PA 15905TOURNAMENT RULES Tournament affidavits will be submitted by the team manager before each game. The affidavit mustbe verified and signed immediately after each game.The team manager is responsible for uniforms and equipment (equipment will be checked by theUmpire-in-Chief prior to each game). Players must be in uniform with the Little League approvedpatch. Managers and coaches shall dress neatly.Only the manager, two (2) coaches and players listed on the official tournament eligibility affidavit arepermitted in the dugout or on the playing field.All batting helmets must be NOCSAE approved with warning labels.Catchers must wear a mask with approved helmet and throat guard.No jewelry will be allowed on the playing field regardless of the material. This includes earrings,necklaces, rings and watches. Medical Alert items ARE PERMITTED.NO TOBACCO OF ANY KIND is permitted at the complex.Use of profanity is unacceptable and offenders will be asked to leave the premises. This applies toplayers, coaches, managers, umpires and fans.All Tournament game balls will be supplied by West Suburban Little League.Dugout Assignment: The team listed at the top of the bracket will occupy the First Base Dugout. Theteam listed at the bottom of the bracket will occupy the Third Base dugout.Pregame Practice/Warmups:Batting Cages will be available for both teams two (2) hours prior to game time. Cage assignmentswill be as followed:Callet Field – Third Base Dugout – Left Most CageCallet Field – First Base Dugout – Second Cage inMiller Field – Third Base Dugout - Third Cage inMiller Field – First Base Dugout - Right Most CagePre-game practices will be assigned by the host league. A short infield/outfield warm-up may beallowed if conditions permit. This warm-up may or may not be on the game field.Prior to the start of the game the available time will be divided equally between the two teams. Theteam in the first base dugout will have the field first and the team in the third base dugout will get thefield second for 10-15 minutes each. 15 minutes prior to game time all infield practice must be endedto give the field crew ample time to prepare the field and umpires time to go over ground rules andhave introductions of players.Home Team Selection: The game field is neutral for each game. A coin flip will determine homevisiting teams with the team on the top of the bracket calling the coin flip.Fifteen minutes prior to the game start, managers, coaches, umpires and the game director will meetat home plate to review the ground rules and answer any pre-game questions.Players, Managers, Coaches and Officials will be announced five (5) before game time. As eachname is called, the player/coach will come out of the dugout and lineup on the grass along theirrespective foul line and remain there for the National Anthem and the Little League Pledge.Immediately at the conclusion of the game, both teams will lineup on the grass along their respectivefoul line and tip their hats to show sportsmanship immediately at the conclusion of the game.Game times/dates are subject to change due to adverse weather conditions or un-foreseen issues.The fields are the responsibility of the host league for maintenance and preparation for all games.The host league along with the tournament director will decide on the condition of the playing field.2021 Little League Pennsylvania State Tournament8www.westsuburbanlittleleague.com

The schedule with datesand times is included in this packet on page 5.TRANSPORTATIONAll teams will be responsible for their transportation to the tournament sites and return to their own league.ACCOMMODATIONSAll teams will be responsible for obtaining their own sleeping arrangements. A list of accommodations inthe area provided in this packet on page 13.RULES2021 Little League Tournament rules will apply as published by Little League Inc., along with regularseason rules. Tournament rules supersede regular rules. A copy of the 2021 Little League Rule Book willbe available in each dugout.CONDUCTGross misconduct may result in a strong recommendation to the Williamsport Tournament Committee forremoval of the individual or the team from the tournament.TOURNAMENTTournament affidavits will be verified by the team managers ½ hour prior to their first game.MEDICAL RELEASE AFFIDAVITSEach team will be required to have in their possession a Medical Release certificate for each player ontheir affidavit. The form shall have been signed by the player’s parent or legal guardian.CONCESSIONS:West Suburban Little League will have a fully operational concession stand with a large assortment offood and snacks at reasonable prices. WSLL does not accept Credit Cards, however, an ATM machineis located close to the site. Additionally, food will be available to each team after each game, donatedby a different local restaurant each day at the “Players’ Tent”.TOURNAMENT PINEach Player, Manager, and Coach will be given an official LL State Tournament Pin and WestSuburban Little League Tournament Pin courtesy of District 11 and West Suburban Little League duringteam announcements of their first game on Friday, July 30.STATE CHAMPIONSHIP FLAGAt the conclusion of the State Championship Tournament, the State Winning Team will be awarded aState Championship Flag.2021 Little League Pennsylvania State Tournament9www.westsuburbanlittleleague.com
