Project/Business Name and Summary Information(i)Location of Project/BusinessProject Name: Meghnaghat 718 MW (Net) Combined Cycle Power Project (the “Project”)Latitude and Longitude 23 36’29” N & 90 35’ 39” EArea: Meghnaghat, Sonargaon, District-Narayanganj, Bangladesh(ii)NatureThe environmental classifications for industrial projects in Bangladesh are based on “inclusion lists" givenin the ECR97 with "RED" being the highest category. Power Plant is listed in the "Red Category" in ECR97(i.e., serial no.6 in the ECR97 Red list in Schedule-1.). According to ADB classification, the Project fallsunder Category “A” from the Environmental aspect. According to ADB classification pertaining to thesocial aspects, the Project falls under category “C”. (iii) Training programs carried outTo enhance environmental health & safety management awareness at the site, the EHS team providestraining to the site execution team on health & safety matter, environmental awareness, wastemanagement system, emergency preparedness and response, spillage response plan in compliance withthe Project environmental and social management plan. Tool Box Talk is being practiced on daily basisbefore start of work. The training plan and records are attached as annex (see Annex-C).(iv) Needs assessment of environmental management capacity (as relevant)Need assessment for EHS training has been carried out for the Project execution team to strengthen theenvironmental management capability.G.Livelihood Restoration(i)Details of livelihood restoration activities implemented by the Project Company during thereporting period. Details such as number of local members communities employed at the plant,vocational training seed capital etc.Land for the project construction has been provided to the Project Company under the Land LeaseAgreement with BPDB, the land for the Project site was developed by BPDB in 1995. As per the ESIA study,since there is no material effect on the livelihood of locals hence no livelihood restoration requirementhas been noted.H.(i)Stakeholder Consultation/CSR ActivitiesDetails of consultations, if any, with local communities, non-governmental organizations, civilsociety groups, and other stakeholders, including affected peoplePublic consultation meeting was conducted on 16th August, 2020 at the Project site with participation fromNGO, students, teachers, housewives, daily wagers, Upazila Nirbahi Officer (UNO), AssistantCommissioner of Land, Environment Consultant, EPC Contractor, Owner’s Engineer and LendersTechnical Advisor (LTA) etc.(ii)Describe efforts to promote community relations and local development for inhabitants of theProject area1. The Project Company has provided 300 packets of food relief to local villagers in a manner that with eachbag, one family (2 adults & 2 children) will be able to feed themselves for approximately 3 weeks. (seeAnnex-E)2. The Project Company has donated computers, printers and computer tables to three different schoolsnear the Project area where approximately 600 students are studying. (see Annex-E)(iii) Project procedures for (a) hiring and (b) acquisition of goods and servicesHiring of laborers is carried out by the EPC Contractor/sub-contractors, based on need and skill. EPCContractor/sub-contractors are encouraged to hire local manpower. However, it has been noted that thelocals do not have the required skills for working on similar kinds of projects. Labor laws are followed andrequired provisions are specified in the employment contracts. The sub-contractors deploy labors on ashort-term basis following applicable local labor rules. Goods and Services are acquired through acompetitive process by the EPC Contractor/ sub-contractors.I.Issues, Status of Implementation of Mitigating Measures in the Environmental and SocialManagement Plan, the Environmental and Social Action Plan and the ADB E&S Management Planand Compliance with Environmental Qualities and Standards (national and international, asrelevant) and Environmental and Social RequirementsThe CESMP and ESAP is being implemented through EPC Contractor and monitored through the thirdparty consultant. EPC Contractor has engaged EQMS Consulting Limited (EQMS) as the third-partyconsultant for the assignment. Owners team monitors and ensures compliance to CESMP and ESAPrequirements. Monthly Monitoring reports are shared with FESA and ICA on regular basis.Environmental and Social Monitoring Report#06Page 8 of 10

(i)AirDuring this reporting period, ambient air quality monitoring results have shown that all the parameterswere within the limit as compared to National Ambient Air Quality (NAAQ) limit values. However, the IFCEHS guideline mentions that “Emissions do not result in pollutant concentrations that reach or exceedrelevant ambient quality guidelines and standards by applying national legislated standards, or in theirabsence, the current WHO Air Quality Guidelines”. Since Bangladesh have National Ambient Air Quality(NAAQ) Standard to be taken as a reference. The PM10 and PM2.5 measured during this reporting periodis within NAAQ limits.(ii)Water (surface and groundwater)Surface water quality monitoring result during this reporting period have shown that all the parameterswere within the standard of ECR’97 and IFC guideline. For ground water except the Manganese (Mn) allthe parameters were found within the standard. Although the concentration of Manganese (Mn) inground water exceeded the drinking water quality standard but this exceedance has no significant impacton surface water quality. So, no additional mitigation measures have been recommended. (see Annex-I)(iii) Waste generation and managementSite Waste Management Plan (SWMP) has already been prepared and approved for the Project. EPCContractor has engaged waste disposal vendor for collecting waste from the site on regular basis.Segregated waste has been collected at site and kept in waste collection yard separately beforedispatching from site. Also, Waste disposal log during this reporting period attached as annex (see AnnexF).(iv) Noise and vibrationNoise and Vibration parameters are within the standard value ECR’97 and IFC guideline limits both duringday and night.(v)Occupational health and safetyThe Project is following Health and Safety standards rigorously and during this reporting period with noreportable occupation, health and safety accidents have been noted (see Annex-D).(vi) Community safety and securityThe Project execution team is always focused on avoiding and minimizing any kinds of impact ofconstruction activities on community safety and security. During this reporting period, no suchcommunity safety and security related issues have been noted.(vii) CO2, SOx and NOx emissions by the Project.During this reporting period, the Project was in the construction phase, so no significant emission of CO2,SOx, and NOx.(viii) Environmental and Social Management PlanThe Project execution team is following the Environmental and Social Management Plan (ESMP) asprescribed in the ESIA report. Additional baseline data collection for the dry season and monsoon season,supplementary ESIA study for the Temporary Jetty, Transmission Line, Spur Gas Pipeline, Laydown A andLaydown C have been carried out further to identify the environmental and social impact and alsomanagement plan.(ix) Environmental and Social Action PlanThe Project execution team is implementing the Environmental and Social Action Plan as approved byADB as prescribed in the ESAP. Additional baseline data collection report for the dry season and monsoonseason, supplementary ESIA for the Temporary Jetty, Transmission Line, Spur Gas Pipeline, Laydown Aand Laydown C have been approved by FESA and Lenders.Environmental and Social Monitoring Report#06Page 9 of 10
