It is intended toprovide, for easy reference of all interested parties, a consolidation of material, particularly of aprocedural nature, relevant to the work of the APIRG and its contributory bodies.It alsocontains the working arrangements and internal instructions, developed by the Group for thepractical application of its terms of reference and working methods.Note:In this Handbook, the words “working arrangements” and “working methods” havebeen used interchangeably. They do not however, always have the same connotation inall contexts.1.2The Secretariat will review and update the APIRG Procedural Handbook periodically,and as required, to ensure a result-oriented approach.1.3This Sixth Edition of the APIRG Procedural Handbook reflects the recommendationsfrom the ICAO Air Navigation Commission (ANC), the Special AFI Regional Air Navigation(RAN) Meeting (SP AFI/08) in November 2008), which recognized the need to have a clearlydefined strategy to implement ATM systems as well as the need to align work programmes ofthe States, Regions and ICAO Headquarters.1.3At its 19th meeting (October 2013), APIRG under its Decision 19/48 agreed on thereorganization of APIRG and its working methods in order to give effect to the outcome of theSP AFI/08 and the Twelfth Air Navigation Conference (AN-Conf/12, Montreal, 19-30November 2012), which adopted the Fourth Edition of the Global Air Navigation Plan (GANP,Doc 9750).1.4The Fourth Edition of the GANP introduces the ICAO Aviation System Block Upgrades(ASBU) methodology complemented by the Technology Roadmaps for Communications,Navigation and Surveillance (CNS), Information Management (IM) and Avionics.1.5APIRG/19 meeting agreed on the application of the ASBU methodology in its work andthat due consideration should be given to planning, implementation, monitoring and reportingaspects. Furthermore, project management principles should be applied to the work of APIRGand its contributory bodies.1.61.1.7 This Edition of the APIRG Procedural Handbook reflects the ICAO Council’sreview of the reporting structure and terms of reference, functions and participation of theplanning and implementation regional groups (PIRGs) and the regional aviation safety groups(RASGs) and the adoption of revised Terms of reference as published by the Secretary Generalunder Electronic Bulletin EB 2019/43, as further amended following its Review of Assembly-iii-

APIRG PROCEDUREAL HANDBOOK – 5TH 6TH EDITION20 November 202020 November 202019 November 2020APIRG PROCEDURAL HANDBOOK - PART IPART I -1.TERMS OF REFERENCE OF THEIMPLEMENTATION REGIONAL GROUPAFIPLANNINGANDBackgroundThe AFI Planning and Implementation Regional Group (APIRG) was set up bythe Council of ICAO, in 1980, as recommended by the Sixth AFI Regional Air NavigationMeeting (AFI/6), 1979.1.1Whilst acting on Recommendation 6/8 of AFI/6 RAN meeting (1979), theCouncil of ICAO established the functions of the APIRG, its position in ICAO, the compositionof the Group and the guidelines which should govern its working methods, including relationswith States and the relationship with ICAO specialized regional bodies. On the basis of suchguidelines, the APIRG further developed, throughout its meetings, other working arrangementsconsidered necessary for the regular conduct of the Group's activity.1.2In 2019, the Council updated the terms of reference (ToR) for the Planning andImplementation Regional Groups (PIRGs) and the Regional Aviation Safety Groups (RASGs)aimed at improving efficiency and working methodologies, as well as the involvement ofStates, international organizations and industry in the work, meetings and related activities ofthe regional groups. The generic ToR serve as a global basis for PIRG and RASG operationsand may be further expanded by each PIRG/RASG as required, to maintain the flexibility andefficiency of its work.1.3The revised ToR not only outlines the changes introduced but also highlights theimportant coordination and decision-making roles played by PIRGs and RASGs.1.4The APIRG/22 and RASG-AFI/5 meetings held in July/August 2019 noted with interestthe outcome of the Council’s review of the terms of reference of the PIRGs and RASGs andwelcomed the structure provided by the approved generic ToR sought by the Council toimprove the performance and expected results. Accordingly, the ICAO Secretariat was taskedto update the PIRG and RASG handbooks (APIRG/22 & RASG-AFI/5 Decision 1/03).1.5Thereafter, during the 40th Session of the ICAO Assembly, it was decided to align themeeting schedule of the Planning and Implementation Regional Groups (PIRGs) and RegionalAviation Safety Groups (RASGs) with the annual reporting requirement to the Council. TheCouncil, (C-DEC 219/7), during the Review of Assembly Resolutions and Decisions workingpaper (C-WP/14983, Rev. 2), implemented the Assembly decision and on 7 August 2020, thePresident of the ICAO Council approved the amendment of the Terms of Reference of thePIRGs and RASGs to include annual meetings.1.62.Terms of reference2.1APIRGs has the obligation to apply the most effective and efficientorganizational structure and meeting modalities that best suit the characteristics of each-2-

APIRG PROCEDUREAL HANDBOOK – 5TH 6TH EDITION20 November 202020 November 202019 November 2020region’s implementation work programme while maintaining to the extent possible, alignmentwith these Terms of Reference, the regional work programme and the Global Air NavigationPlan (GANP).2.2The APIRG is primarily responsible for the development and maintenance of the AFIAir Navigation Plan (ANP, ICAO Doc 7474), as well as the identification and resolution of airnavigation deficiencies. It is a planning and coordination mechanism and, whileimplementation is the responsibility of States, APIRG can play a significant role in supportingthe implementation of Standards and Recommended Practices (SARPs) as well as Regionalrequirements.2.3The terms of reference and working methods of the APIRG have been approvedby the Council of ICAO in accordance with Decisions C-DEC 183/9 of 2008 and C-DEC 190/4of 2010. Amongst others, the Council in establishing the Regional Aviation Safety Groups(RASGs) identified the need for coordination between the APIRG and the RASG-AFI. In thisregard, the terms of reference of the Group are particularly to:a)b)c)d)ensure continuous and coherent development of the AFI Air Navigation Planand other relevant regional documentation in a manner that is harmonized withadjacent regions, consistent with ICAO SARPs and reflecting globalrequirements;facilitate the implementation of air navigation systems and services as identifiedin the AFI Air Navigation Plan with due observance to the primacy of air safetyand the environment;Identification and addressing of specific deficiencies in the air navigation field;and.Coordinate with RASG-AFI on safety issues.3.1.5A PIRG will build on the work already done by States, ICAO RegionalOffices and existing regional and sub-regional organizations to support the development,maintenance and implementation of an air navigation plan for the region(s).3.1.8 The Secretariat will review and update the APIRG Handbook periodically, and asrequired, to ensure a result-oriented approach.3.Composition3.1In accordance with Council Decision (C-DEC 183/9) of 2008 all ICAOContracting States, who are service providers in the AFI Region and are part of the AFI ANP,should be included in the membership of APIRG.3.2User States are entitled to participate in any other APIRG meeting as nonmembers.3.3International Organizations recognized by the Council may be invited asnecessary to attend as observers to the PIRG meetings.-3-Formatted: Strikethrough

APIRG PROCEDUREAL HANDBOOK – 5TH 6TH EDITION20 November 202020 November 202019 November 20203.1All ICAO Contracting States and Territories recognized by ICAO within the area ofaccreditation of the ICAO Eastern and Southern African and Western and Central AfricanRegional Offices, are entitled to participate as members in the RASG-AFI. A list of APIRGMember States is provided at Appendix A to this handbook.3.2International Organizations recognized by the Council may be invited as necessary toattend as observers to the PIRG meetings.3.3Participation3.3.1 In addition to States, the importance of a collaborative and proactive role by airspaceusers, international and regional organizations, and industry should be recognized due to theirinvolvement in the rapid pace of technological development, expertise and otheropportunities for sharing of resources.3.3.2 APIRG meetings are open to all members. Each State/Territory member should berepresented by a senior-level delegate nominated by the State/Territory, preferably from thecivil aviation authority (CAA) in order to support related policy-making within the State. Adelegate may be supported by an alternate delegate and/or advisers with the requisitetechnical knowledge in the subject matters under consideration.3.3.3 The CAAs should be supported by representatives from service providers andindustry.3.3.4 States located outside the area of accreditation of the ICAO ESAF and WACAFRegional Offices can be invited on a case-by-case basis and in accordance with the RegionalOffice Manual to attend as observers.3.3.5 International organizations recognized by the ICAO Council to participate in ICAOmeetings should participate, as observers, in the APIRG meetings, and be encouraged to doso. Other stakeholders may be invited as observers, when required, to contribute to the workof the APIRG. A list of other regional bodies dealing with aviation matters in the AFI Regionis provided at Appendix B to this handbook.3.3.6 The participation of industry stakeholders should take into account relevantcapabilities such as an involvement in the rapid pace of technological development, specificknowledge and expertise, and other opportunities including sharing of resources.3.3.7 Civil aviation commissions/conferences in particular the Arab Civil AviationOrganization, African Civil Aviation Commission, European Civil Aviation Conference andLatin American Civil Aviation Commission, may be invited to participate in the work of theRASG-AFI.3.3.8 The members and observers will serve as partners in APIRG and their jointcommitment is fundamental for success in improving safety Air Navigation, Capacitybuilding and Efficiency worldwide.-4-

APIRG PROCEDUREAL HANDBOOK – 5TH 6TH EDITION20 November 202020 November 202019 November 20203.3.9 APIRG meetings should be live-streamed, to the extent possible, to enable additionalState participants to follow the proceedings.4.Work Programme/arrangements4.1In order to meet its terms of reference, the Group shall establish and assign to itscontributory bodies, work programmes that are based on and give effect to the terms ofreference of the Group and shall perform the following tasks:a)b)c)d)e)f)g)h)i)j)k)4.2review, and propose when necessary, the target dates for implementation offacilities, services and procedures to facilitate the coordinated development ofthe Air Navigation Systems in the AFI Region;assist the ICAO ESAF and WACAF Regional Offices in fostering theimplementation of the AFI Regional Air Navigation Plan;in line with the Global Air Navigation Plan (GANP) and the Global AviationSafety Plan (GASP), facilitate the conduct of necessary systems performance,monitoring, identify specific deficiencies in the air navigation field, and proposecorrective action;facilitate the development and implementation of action plans by States toimplement SARPs, Regional requirements and resolve identified deficiencies,where necessary;develop amendment proposals to update the AFI Regional Air Navigation Plannecessary to satisfy any changes in the requirements, thus removing the needfor regular regional air navigation meetings;assess human resource planning and training issues and propose, wherenecessary, human resource development capabilities in the region that arecompatible with the AFI Regional Air Navigation Plan;invite financial and other institutions as approved by the Council, on aconsultative basis as appropriate, to provide advice in the planning process;maintain close cooperation with relevant organizations and State groupings tooptimize the use of available expertise and resources;conduct the above activities in the most efficient manner possible with aminimum of formality and documentation and call meetings of APIRG whendeemed necessary;coordinate with RASG-AFI on safety issues; andcoordinate with other regional and sub-regional bodies as necessary to supportplanning and implementation.In Regards to Global Plans APIRG Shall:a) support implementation by States of the Global Air Navigation Plan(GANP, Doc 9750) taking into account aspects of the Global Aviation Safety Plan(GASP, Doc 10004) and Global Aviation Security Plan (GASeP) by ensuring effectivecoordination and cooperation between all States and stakeholders;-5-

APIRG PROCEDUREAL HANDBOOK – 5TH 6TH EDITION20 November 202020 November 202019 November 2020b) monitor and report the progress on the implementation by States of the GANP, andthe regional objectives and priorities;c) ensure continuous and coherent development of the regional air navigation plan,Regional Supplementary Procedures (Doc 7030) and other relevant regionaldocumentation, and propose amendments to reflect the changes in operationalrequirements in a manner that is harmonized with adjacent regions, consistent withICAO Standards and Recommended Practises (SARPs), Procedures for AirNavigation Services (PANS) and the GANP;d) provide feedback on the GANP implementation and propose amendments to theGlobal Plans as necessary to keep pace with the latest developments and ensureharmonization with regional and national plans;e) in line with the GANP and regional priorities, identify specific deficiencies in theair navigation field, and propose mitigating actions and timelines to resolvedeficiencies; andf)verify the provision of air navigation facilities and services in accordance withglobal and regional requirements.4.3In regard to regional activities, the APIRG shall:a) serve as a regional cooperative forum that determines regional priorities, developsand maintains the AFI regional air navigation plan and associated work programmebased on the GANP and relevant ICAO Provisions;b) facilitate the development and implementation by States of air navigation systemsand services as identified in the regional air navigation plan and Doc 7030;c) monitor and report on the status of implementation by States of the required airnavigation facilities, services and procedures in the region, and identify theassociated difficulties and deficiencies to be brought to the attention of the Council;d) facilitate the development and implementation of corrective action plans by Statesto resolve identified deficiencies, where necessary;e) identify and report on regional and emerging air navigation challenges experiencedthat affect implementation of ICAO global provisions by States and measuresundertaken or recommended to effectively address them;f)facilitate the development and implementation of regional and national airnavigation plans by States; andg) assist Member States with guidance to implement complex aviation systems.-6-

APIRG PROCEDUREAL HANDBOOK – 5TH 6TH EDITION20 November 202020 November 202019 November 20204.4In regard to coordination, the APIRG shall:a) coordinate safety issues with the respective RASG-AFI;b) foster cooperation, information exchange, sharing of experiences and best practicesamong States and stakeholders;c) provide a platform for regional coordination and cooperation amongst States andstakeholders for the continuous improvement of air navigation systems in the regionwith due consideration to harmonization of developments and deployments, intra- andinterregional coordination, and interoperability;d) ensure that all air navigation activities at the regional and sub-regional level areproperly coordinated amongst role players to avoid duplication of efforts;e) identify security, environmental and economic issues that may affect the operationof the air navigation system, and inform ICAO Secretariat accordingly for action; andf)through the APIRG Secretary, inform the Directors General of Civil Aviationand related civil aviation commission/conferences of APIRG meeting results.4.5In regard to Interregional Coordination APIRG shall:a) ensure interregional coordination through formal and informal mechanisms,including the participation in meetings established for the purpose of coordinatingAPIRG and RASG-AFI activities, the GANP, regional AFI air navigation plans andregional supplementary procedures; andb) ensure coordination with informal groups, such as the South Atlantic Group,Informal South Pacific ATS Coordination Group and Informal Pacific ATSCoordination Group, to assure harmonized planning and smooth transition throughregional interface areas.c)monitor implementation of air navigation facilities and services and wherenecessary, ensure interregional harmonization, taking into consideration organizationalaspects, economic issues (including financial aspects, cost/benefit analyses andbusiness case studies) and environmental matters;4.6In delivering on its terms of reference, APIRG will at all times do so in accordance withthe Strategic Objectives of ICAO as updated from time to time. The Strategic Objectives ofICAO for the current Triennium of the Organization are reflected in Appendix A to thisHandbook5.Creation and dissolution of contributory bodies-7-

APIRG PROCEDUREAL HANDBOOK – 5TH 6TH EDITION20 November 202020 November 202019 November 20205.1In order to assist in its work, the Group may create contributory bodies, charged withspecific functions and/or tasks to enable the Group in discharging on its terms of reference. Acontributory body shall be dissolved when it has:5.2a)b)c)6.completed its assigned task;been determined that the work can be more effectively addressed by anotherbody; orbecome apparent that work on the subject or work programme in questioncannot be usefully continued.Position in ICAOThe Group shall be the guiding and co-ordinating organ for all activitiesconducted within ICAO concerning the Air Navigation System for the AFI Region but shallnot assume authority vested in other ICAO bodies except where such bodies have specificallydelegated their authority to the Group. The activities of the Group shall be subject to reviewby the Air Navigation Commission and approval by Council.6.1The work of APIRG subsidiary bodies including meetings (excluding limited,special or full-scale RAN meetings) held within the framework of ICAO, concerned with theAFI air navigation system shall be co-ordinated with the APIRG to ensure coherence of allregional activities regarding the development and operation of the system.6.2-8-
