Meeting Date:December 3, 2019Submitted By:Adam Birkholz, City AdministratorSubject:Public Works Snow Equipment Purchase, Snow PusherCity Council RequestBACKGROUND:The City of Winsted Public Works Department requires City-owned equipment and vehicles to performregular duties and maintain expected service levels as established by the City Council. As part of thesnow removal process, Public Works regularly operates a payloader with an attached push plow. Atpresent, the push plow used by the City is a homemade piece of equipment manufactured by previousstaff in the early 1990’s. The current push plow is only 10’, with minimal snow capacity.Based on the work demands and the preferences of Public Works staff, City staff recommend replacingthe current push plow with a 2019 Pro-Tech 14’ Loader Fusion Edge Sno Pusher Model SG14L(Attachment A, Replacement Snow Pusher). The replacement snow pusher provides similar snowremoval capabilities, but the City Staff should be able to operate more efficiently with larger snowremoval capacity.Under the Uniform Municipal Contracting Law (Minnesota Statute 471.345, subd. 15) and the City’sPurchasing Policy, the City may purchase goods and services through a Cooperative Purchasing Venture(CPV). Using the State of Minnesota (State) CPV, City staff solicited a quote from Crysteel TruckEquipment, Inc. of Lake Crystal, Minnesota, which holds the State contract for the abovementionedreplacement Snow Pusher.FINANCIAL/BUDGET:According to the attached quote (Attachment B), the replacement snow pusher and required coupler willcost approximately 10,709. At present, the 2019 – 2023 Capital Equipment Program (CEP) budgets 0.00 for this equipment. However, the CEP did include 58,000 for the purchase of a Public WorksUtility Vehicle. The request for the Utility Vehicle has been postponed to a later date on future CEP’s.The updated 2020-2024 CEP will reflect the changes. (Attachment C).OPTIONS:1.
