This was the first helicopter simulator in Chinaboth pilots and technicians, has just opened in Dubai’s and the first S76 in the Asia-Pacific region.Silicon Oasis. This new centre brings Emirates and CAE’sjoint investment in the region to over US 260 million.6The helicopter aviation industry is increasingly recognizingthe need to improve training as the benefits are tangible. Inaddition, the global demand for helicopters is expected toincrease over the next five years according to Honeywell’sforecast survey released last March. This increase is mainlydue to aging aircraft fleets, changes in requirements andregulations requiring twin-engine helicopters.Operators are also seeing the cost savings of simulation.Offshore oil and gas transport operators, amongst others, have increased their use of large civil helicopters. This haspushed training towards simulators as this has becomemore cost effective than training on the actual aircraft.Furthermore, operators who employ pilots trained onsimulators save on insurance costs.CAE is therefore leveraging its experience and expertiseto support civil helicopter operators around the worldwith innovative, simulation-based training solutions. CAEcurrently offers civil helicopter training programs in 12locations worldwide and on the largest variety of rotarywing platforms offered by any one company. Training on avariety of popular aircraft types is easily accessible in Asia, the Middle East, Europe, North America and South America.PartnershipsIn 2011, we began to significantly grow our footprint byentering into two major partnerships. First, we acquiredCHC Helicopter’s training operations. As part of theacquisition, CAE became CHC’s long-term training partner, responsible for training its more than 2,000 helicopter pilotsand maintenance engineers. We also announced a joint venture (JV) in 2011 withLíder Aviação, the largest helicopter operator in Brazil. The JV’s centre at Congonhas in downtown São Paulobegan training in November 2012 on a full-motion Level D3000 series full-flight simulator (FFS), which replicates theSikorsky S-76 aircraft.“We’re seeing more interest in partnerships,” says RobLewis, Vice President, Business Aviation, Helicopter andMaintenance Training. “Large helicopter operators aroundthe world are interested in such agreements because theyhave a significant incentive to outsource their training. Asimulator for a helicopter can cost about as much as a smallhelicopter,” explains Lewis. “Helicopter aviation trainingneeds to focus on three strategic priorities going forward,”continues Lewis. “Expand our network to capitalize onour international leadership position, cause a share shift inNorth America and maintain focus on developing partnersin the oil and gas sector. This is how we’ll continue to seeCAE grow in this business.”In December 2011, CAE launched a helicopter trainingprogram for the Bell 412 in Mexico – the country’s firsthelicopter training facility.7

MilitaryIntroducingCAE’s IntegratedEnterprise Solutions groupThe beginning of the new fiscal yearat CAE ushered in the formal launchof CAE’s Integrated EnterpriseSolutions (IES) group. As part of CAE’sMilitary business unit, IES combineswhat was known as CAE ProfessionalServices along with Presagis, CAE’scommercial-off-the-shelf (COTS)software products business. IES is charged with offeringclients comprehensive and integrated simulation-basedproduct and service solutions that ultimately help supportdecision making in mission critical environments. Our markets include defence, homeland security, criticalinfrastructure and emergency management. We have, forexample, used our modelling and simulation solutions tosupport emergency management teams in preparationfor the Vancouver 2010 Olympics. We have also used ourexpertise to help the paramedics in Ottawa, Canada reducetheir response times by two minutes, which can make ahuge difference in saving someone’s life.“Imagine how valuable it is for our customers that we canprovide a parallel virtual world to the real world so they canplan, prepare, and train for any kind of event,” says GeneColabatistto, Group President, Military. “We can providethem with the virtual environment to perform analysis and8experimentation, which they can use to train. Then whensomething happens, they can use the tools, processes andcapabilities that CAE provided them to support operationaldecision-making. That’s a powerful combination.”IES is focusing its efforts in three areas: government servicesand solutions, software products, and simulation centres.Government services and solutionsThis sector represents a much larger potential market thanCAE’s traditional military training services. Customers includegovernment agencies, original equipment manufacturers, andlead systems integrators. “In more mature markets such asthe United States, our aim is to partner with well-establishedorganizations that may need to add modelling and simulationknow-how and capabilities to enhance their overall offering,”says Bev Seay, Vice President of CAE’s Integrated EnterpriseSolutions. “One example is our teaming with ManTech topursue a U.S. Army program called Train, Educate andCoach, or TEACH.” This program aims to train and instructU.S. military combat troops, as well as foreign and coalitionforces, in a variety of missions from the very fundamentaltenets (literacy instruction) to war fighting skills.Software productsPresagis will continue to lead the development of COTSsoftware products and tools. The IES group will leveragethese software products in putting together its comprehensiveintegrated solutions. However, IES will not only use Presagis’software, as Seay points out. “We can integrate softwareproducts from other companies or software developed bygovernments if that is going to deliver value for the customer.”Simulation centresA growing requirement globally is the establishment of clients globally who understand the value propositionintegrated simulation centres for emergency and crisis of simulation-based solutions. IES intends to becomemanagement, disaster preparedness, and coordinated a trusted advisor to these clients by leveraging ourexpertise, products and services.”training and response. Located in Rimba nearthe Brunei International Airport, the CAE Brunei MPTCwill provide comprehensive simulation-based trainingsolutions for energy, defence, aviation, and emergency/crisismanagement market segments. The centre will serve customers in Brunei and the surroundingSoutheast Asian region. At the initial announcement,Deputy Minister at the Brunei Prime Minister’s office DatoPaduka Hj Ali bin Apong stated that the centre “is expectedto be a catalyst for the development and expansion of thehigh-tech sector in Brunei while diversifying the economyinto new knowledge-based industries and providing qualityemployment for local Bruneians.”Making virtual worldsmore like the real worldBrunei NMSCCAE has also developed a state-of-the-art NationalModelling and Simulation Centre in Brunei. Located inAnggerek Desa, the centre is used by the Royal BruneiArmed Forces and Ministry of Defence to analyze forcestructures, evaluate and validate capabilities, developdoctrine and tactics, and support training and missionrehearsal exercises.CAE employees who worked on theDynamic Synthetic Environment. On July 16, 2012, the Canadian Minister of Foreign Affairs,John Baird, attended the opening of CAE’s temporary officein Brunei. The visit was part of Baird’s Southeast Asia tour, which aimed at enhancing Canada-Brunei bilateral relations. The facility is expected to be completed by spring 2014. Thefirst phase of operations will cater to helicopter simulationtraining and will be the region’s largest such facility offeringboth civil and military helicopter training. The centre willprovide training for the S-92 helicopter for Shell BruneiPetroleum and training for the Royal Brunei Armed Forceson the S-70i Black Hawk as well as Pilatus PC-7. Additionalsimulation-based training programs will be offered in thefuture based on market demand and requirements.“We are proud to bring our expertise to Brunei,” says GeneColabatistto, Group President, Military. “This will be a stateof-the-art facility that will provide Bruneians with unparalleledtraining capabilities and we are confident this is the start of aprosperous long-term business partnership.”Brunei government officials and CAE executives at theground breaking ceremony of the CAE Brunei Multi-PurposeTraining Centre (MPTC).Facts about BruneiOfficial name: Brunei DarussalamGeographical location: On the Island of Borneo (Southeast Asia)Capital city: Bandar Seri BegawanPopulation: 406,00010Language: Bahasa Melayu (Malay Language)CAE launches DynamicSynthetic Environment capabilityDefence customers with an appetite forstate-of-the-art training solutions are facedwith much smaller budgets as a result of fiscalausterity and the changing face of military operations. They must “do more with less.” It’s good news for ourbusiness as simulated training is often less expensive thantraining on real devices. This means a move towards moresimulation and modelling. On the other hand, customersexpect an increasingly realistic environment for training. Our solution: “Dynamic Synthetic Environment” or DSE.What that translates to is enhanced realism, a higher fidelityvirtual environment, and more effective training, missionrehearsal and decision-making.“Synthetic environment databases today are static,”explains Marc St-Hilaire, Vice President, Technology andInnovation. “Weapons effects, falling trees, ruined buildings– all of these were done previously as special effects withinthe visual, but didn’t leave behind a useful or lasting impacton operations within the scenario,” he says. “DSE nowallows run-time changes in the database, which are thenindependently written back to storage.” An artillery strike ona major crossroads, for example, leaves craters that makethe area impassable to heavy armoured vehicles. An airstrike on a bridge may mean a commander can no longerextricate his troops as planned, likely requiring a rapid shiftto alternative tactical transport.Effectively, this means that commanders and troops involvedin a simulation now have an additional level of complexity todeal with – one that increases the ‘fog of war’ effects and addsrealism to the decision-making processes that are a majorcomponent of the readiness and preparation objectives. In order to deliver capability, however, DSE needs to be notonly dynamic, providing real time changes to the database, butalso persistent. It needs to ensure the impact of changes in theenvironment continue through the period of the simulation andbeyond. Perhaps most importantly, it needs to be scalable sothat many people can train as a team in the same environmentat once, even in separate devices.“The team’s efforts on this project over the last two anda half years have really paid off,” says St-Hilaire. “A groupof about 30 engineering employees worldwide managed tocreate the leading technology in the field right now. This is areal accomplishment.”11
