CORE Overview The Connected Ohio Records for Educators (CORE) system manages all aspects ofeducator licensing. The system divides into six modules: Educator Licensure, Finance,Professional Conduct, Pupil Activity, Resident Educator and Local ProfessionalDevelopment Committees (LPDC). The Educator Licensure module is the heart of the CORE system. This modulemaintains records for educators on all credentials for which they have applied for, andthe outcome of each application. It also houses historical information on all educators forreporting and tracking purposes. The department uses the Finance module to manage monetary transactions regardingLicensure. This system tracks all processing and application fees. The department’s Office for Professional Conduct investigates any legal questionsregarding an educator’s qualification to teach in the state of Ohio. This office can denyapplications for professional conduct reasons and they can revoke or void existinglicenses through the Professional Conduct module. The Pupil Activity module tracks programs offered by providers of pupil activitytraining, and the participants in these programs. The Resident Educator module tracks educators after they receive their initial license.The system tracks performance on a performance based assessment, which is one ofthe eligibility requirements for obtaining a professional educator license in Ohio. The LPDC module allows LPDC organizations to register and set up their schools andelectronic licensure signers.25 S. Front St.Columbus, OH 43215-41832

Accessing the SystemAccess to the CORE My Educator Profile system is controlled through ODE’s SecureApplication for Enterprise (SAFE) portal. An end-user must have a SAFE account to accessthe CORE System. Access the main ODE web page by going to www.education.ohio.govClick on the SAFE link (in the menu at the top of the page). The SAFE Sign In page isdisplayed.Enter your user name and password, and then click Sign In. If you don’t yet have a SAFEaccount, click the Sign Up button and follow the instructions for creating a SAFE account.If you need help, click on the link “Safe Sign up help” for an instruction manual.3

If you see the message, “The user name or password provided is incorrect,”’ and youhave forgotten your user name or password, click the Forgot user name or password link.Then follow the instructions for having a new password e-mailed to you. After yousuccessfully login, you will see the SAFE menu on the “MY HOME PAGE.”Note that if you click “Manage Account Settings” this allows you to change or accessinformation about your SAFE account. These links allow you to:-Change your name (with a valid Ohio Driver’s License)Update your email addressUpdate your home or office physical and mailing addressesUpdate your phone numberChange your passwordRequest Access to GED/Scholarship/CCIP systemsView the different systems you can request access toShow your current roles and accessThe number of systems listed on this menu will vary widely depending on yourpermissions.To access CORE, click the ODE CORE (Online LicensureSystem) link. Your “Welcome” page will be displayed.4

Welcome pageOnce you click on ODE CORE, you will be taken to your personal Welcome page. The COREDashboard and Resident Educator Registration are accessible from this page in the top redribbon. The items that appear in the top red tab are customized for the individual logging in.For example, if you are an e-signer, you will see the E-Signers box. If not, this area will notappear on your dashboard. If you are a Resident Educator ProgramCoordinator, you will see a link to “Resident Educator” in the top redribbon and this is where you will click to access Resident EducatorRegistration. If you click on CORE DASHBOARD in the top red ribbon and then click on COREHOME, you will be returned to the old CORE “apple” menu.This is where to access Reports that can be run for your Resident Educator Program.Those reports include a Resident Educator Registration Detail Report, ResidentEducator Completion Criteria Details Report, RESA Results Report, RE Plan ToolReport and Print Credential Report.This is also where you would access the RE Planning and Self-Assessment Tool.Each box on the dashboard is either clickable anywhere in the box, or for those boxeswith links, you can click on any link in the box.5

Navigating and SortingOn many of the pages within the system, grids like the one shown below display currentdata. On the grids, educators can change the number of items listed per page by usingthe drop-down selection list in the bar above or below the grid. To navigate to additionalpages, click on the page number at the center of the navigation bar (ex. 1/30 means page1 out of 30), or the back and forward arrows.You can sort the items in a column by clicking on the arrow in any of the columnheaders. A triangle icon will appear just to the right of the column header name toindicate the sort order. An upward pointing triangle indicates the column is sorted inascending order, a downward pointing triangle indicates descending order.6

Prepare to Register a Resident Educator To register resident educators in the Ohio Resident Educator Program, they musteach hold a resident educator license, an alternative resident educator license, ora one-year out-of-state license. Those who hold the alternative resident educatorcareer technical workforce development license should not be registered as perSenate Bill 3, they are exempt from the Resident Educator Program and the RESA. Before registering resident educators, it would be helpful to have the followinginformation ready:1. Resident Educator SSN or State ID (e.g., OH1112222) and full name2. Resident Educator’s teaching assignment3. Work/Education Organization4. Program Coordinator/Fiscal Organization5. Mentor/Facilitator/Colleague SSN or State ID and full nameResident Educator Registration Rules1.An educator cannot be registered twice in the same school year.2. An educator must be registered in sequential years (e.g., Year 1, Year 2) andall educators are registered in Years 1 & 2. Prior credit can be used tocomplete Year(s) 3 & or 4 if educator is eligible for prior credit and hold theResident Educator License. Alternative Resident Educator License holderscannot use prior credit to fulfill years completed in the program.3. If an educator has not successfully completed all of the completion criteriafor a program year (e.g., Year 1, Year 2) he or she will repeat that programyear in the following school year.4. An educator must meet all Ohio Resident Educator eligibility requirements tobe registered in the program.5. If the completion criteria for the previous year is not entered, then thatresident educator cannot be registered for the following school year.Completion criteria must be entered in order for the resident educator toprogress in the system.6. A resident educator MUST take the Resident Educator SummativeAssessment (RESA) beginning in year 3 of the program and thereafter, if heor she has not passed the assessment in a previous year.7

Resident Educator DashboardClick on the Resident Educator link on the Welcome Page and then click on RERegistration link to bring up the resident educator dashboard.The screen image below shows what the dashboard will look like when the registrationwindow is open and program coordinators have begun registering resident educators:When the Registration period is open, which is typically August 1 through November 15th, youwill have thebutton available to you and the Resident EducatorRegistration Period alert will appear on the screen. Clicking that button will take you to the“Start New Registration “ screen where you will then click on “Find Educator” to search forthe person that you want to enroll in the program.The ”Find Registration” button will always be available to look up current and pastregistrations and modify some registration and organizational information for the currentschool year.8

Register Resident EducatorsOn the Resident Educator Program Coordinator's Dashboard, thebutton will appear ONLY during the Resident Educatorregistration timeframe.Registration TimelineThe time window for registering educators in the Resident Educator program istypically August 1 through Nov. 15. During that time, the system will display the‘Add new Registration’ button. Outside of that timeframe, the ‘Add newRegistration’ button will be unavailable and program coordinators cannot registereducators. If the program coordinator finds that a resident educator should beregistered after the deadline, then he or she should complete the late registrationform, which is accessed from the Resident Educator Program-Coordinator’sDashboard.To add a new teacher registration:1. Click on thebutton.2. The Start New Registration popup is displayed.9

Find the Educator to be registered: To search for a person in CORE to be registered inthe Resident Educator program, click on thebutton.You will then see the Find Person screen.Enter any combination of state ID, last 4 digits of the SSN, first Name, last Name, orbirth date.Clickto search based on the entered criteria.Here is an example of the Search results:10

a. Click on thenext to the person you want to register.The “Find Person” dialog box will close and the person’s name will populatein the Educator fieldb. To clear the “Find Person” screen, click thebutton.c. You will return to the “Start New Registration Screen” after selecting someonein the “Find Person” Screen.4. “Start New Registration Screen” Screen.11

a. To change the Educator, click on theEducator.button and search for another5. Click thebutton to start the registration process for the individual that islisted in the Find Educator results. You will return to the “Resident Educator ProgramRegistration” screen to complete the registration process. Program Year,School Year and Program Coordinator information is pre-populatedfor you. You will not need to enter this information.6. To view the Educator Contact information, click on thein theEducator Information title bar. It will expand the page to give you the educator’saddresses, phone numbers, and email addresses in CORE. If this information isincorrect, please contact the educator and direct them to log into SAFE and updatetheir contact information. Personal information can only be changed by the educatorthrough their SAFE account.12

7. To see the results of the educator’s Resident Educator Summative Assessment (RESA)submission(s), select thein the Educator Information title bar. Itwill expand the page to display the previous RESA results for that educator.8. Work/Education Organization – You can type the IRN, or the name of theorganization and the system will look up the information and provide a drop-downmenu of choices.Or you can click thebutton and the “Find Organization” screen will pop upallowing you to Search and Select an Organization.13

9. PC/Fiscal Organization - You can type the IRN, or the name of the organization and thesystem will provide a drop-down menu of choices. Or you can click thebuttonand the “Find Organization’”screen will pop up, allowing you to Search and Select anOrganization.10. Credential – You must associate a Credential that is eligible for the Resident EducatorProgram. Click thebutton in the credential column to show a selection screen ofcredentials that are eligible for the Resident Educator program. Please choose thecredential that the educator is teaching under for this school year.14

Click thebutton to select the credential for this registration.11. The system will automatically provide the name and information of the person who iscompleting the registration in the Resident Educator program coordinator field. If theFiscal Organization changes later, the system will update the program coordinator fieldto match the name of information of the program coordinator who made that change.12. Mentor/Facilitator/Colleague – You can type the State ID or the name of the person andthe system will provide a drop-down menu of choices, or you can click on thebutton and enter any combination of State ID, last 4 digits of the SSN, first name, lastname or birth date. Click thebutton to search based on the enteredcriteria. This field will change to display ‘Facilitator’ when the resident educator isregistered for the RESA and ‘Colleague’ in the final year of the program when theresident educator is not registered for the RESA.13. Educator Taking RESA this Program Year - If the Educator is eligible for taking RESAthis tab will appear as “Yes.” If not eligible, the selection will appear gray and it will say“Not Eligible.”a. In Year 1 of the RE Program, this field will automatically appear as “No”because resident educators are not eligible to take RESA in their first year.b. In Year 2, this field will appear as “no”. The Program Coordinator can changethis field to “yes” if the resident educator has one or two years of priorteaching credit entered in CORE and the program coordinator has verified that15

the resident educator does intend to take RESA that year. Additionally,beginning in 2018-19, local policies and procedures may permit a year 2resident educator to participate in the RESA upon consultation with their localprogram coordinator and mentor. Those who do take the RESA in year 2 arealso required to participate in mentoring.c. In Year 3, this field will automatically appear as “yes” unless the residenteducator passed the RESA the previous year. If the teacher does not pass theRESA in year 3, this field will be marked “yes” in year 4. This field will bemarked “yes” for each subsequent year after year 3 that the candidate doesnot pass RESA.14. Educator Meets All Eligibility Requirements – This will default to “No”. You must verifythe Educator meets all the eligibility requirements, and select “Yes”, before submittingthe Resident Educator Registration.15. After you have completed all of the fields on this page and choose “Yes” to EducatorMeets All Eligibility Requirements, you can “Submit the Registration.”16. You can save the registration at any time. If you create a registration, but don’tcomplete it, the registration will show up on the RE Registration Dashboard for easyaccess to complete. Saving a registration will not complete the registration. Theregistration will not be complete until the “Submit the Registration” button is clicked.Tips1. You can save the registration at any time. If you create a registration, butdon’t complete it, the registration will show up on the RE RegistrationDashboard, for easy access to complete. You must click submit for theregistration to be completed.2. You must complete all of the fields on this page and choose “Yes” toEducator Meets All Eligibility Requirements, before submitting theregistration.3. The system will register the resident educator in the current school year. Italso will always calculate the program year based on the completion ofprevious program years. Any program year that is not marked as completewill need to be repeated by the resident educator.4. The system will automatically generate an email when a residenteducator is registered, informing the individual of the registration.Please verify that every resident educator’s email address is correct inthe system. If an email address is incorrect, the resident educator mustupdate their information in SAFE. They can access it through “MyProfile” on the ODE CORE dashboard.5.16

Viewing a Registration HistoryTo view the current registration history of a resident educator click on the blue buttonunder the Registration Status fieldRegistration Page.on the Resident Educator ProgramThis field can be accessed by clicking on thebutton of a resident educatorregistration. A Resident Educator Status Log will then pop up like the one shown below:Information regarding the date of the registration’s submission as well as who submitted theregistration is displayed.17

Re-registering REs from a previousschool yearResident educators, who were registered in the previous program year and are eligiblefor re-registration, will appear on the Resident Educator Dashboard screen, as shown inthe view below.1. Click on Manage Registrations at the top of the Resident Educator Registration SearchScreen2. Choose the previous program year for the School Year3. Enter your Fiscal or Work Organization4. Click onand all the registrations from the previousyear will populate at the bottom of the screen. Please select “all” in the field that says5. Click on thebutton18

1. Click Yes to Re-Register this Educator2. 7. You will then get a message at the bottom of the screen that reads A registrationstarted successfully for Joe Teacher 2018/198. Click onfor all those registrations you wish to re-register for the currentprogram year.9. Once you have completed this part of the re-registration process for all your ResidentEducators, click on Resident Educator Program at the top of the page.10. This will take you back to the registration page where you will find all those you have reregistered and you will then be able to edit each registration from there.19

Manage RegistrationsYou can use the Resident Educator Program Registration Search to display a list ofcandidates registered in the Resident Educator Program. You can search by a specificperson, fiscal organization, work organization, school year, status, or any combinationthereof.To search for a registration:1. Click on thelink on the dashboard.2. The Registration Search page is displayed.3. Enter one or more of the following criteria:a. Educator.i. Enter any combination of State ID, first name, last name, or middlename.b. PC/Fiscal Organizationi. Enter an IRN and/or organization name in the program coordinator (PC)fiscal organization name or IRN box.1. The field will automatically perform a search as soon as you typethree characters or numbers, so a search for “Dublin” will returnall organizations with the word “Dublin”.c. Work/Education Organizationi.Enter an IRN and/or organization name in the work/educationorganization name or IRN box.1. The field will automatically perform a search as soon as you typethree characters or numbers, as an example typing “Dublin” inthe field will return all organizations with the word “Dublin”.20

d. School Yeari.Select a school year from the drop-down list.ii. The list defaults to the current school year. Note: to search for allregistrations for an organization or a person, leave the School Yearblank.e. Registration Statusi. Click on the dropdown arrow to select a specific registration status tosearch for.ii. For example, you want to find all the Year 4 resident educators.21

f.Program Yeari. Click on the dropdown arrow to select a specific registration status tosearch. For example, finding all resident educator registrations that are“pending” for the current year.4. If you want to clear your selections, click theButton.5. Clickwhen you have selected one or more search criteria andare ready to look for registrations.6. A list of all matching persons/registrations for the specified criteria will be displayed.22

7. In the Action column are icons that you may click on. You may edit current yearregistrations. You may delete only current year registrations.View Credentials – Use to view the resident educators credentials.View a Registration – Use to view any completed resident educatorregistration.Edit and Update a Registration – Limited edits to a submitted registration arepermitted until the opening of the Completion Criteria Window. Those areas that arepermitted to be edited throughout the year are the Work/Education Organization,PC/Fiscal Organization and the Mentor/Facilitator/Colleague information. EducatorTaking RESA this Program Year may be edited for those REs in year 2 with 1 or 2years of prior credit or those permitted by local policies and procedures to take RESAin year 2, until the registration window closes. You can fully edit a pendingregistration if you haven’t submitted it until the registration window is closed.Delete a Registration – This option will only appear when the registrationwindow is open and can be used for current program year registration(s) only.Starting Another SearchClicking on thecan start another search.button will clear your search criteria so you23

Edit and Update Educator InformationTo update Educator information the program coordinator should select the ManageEducator tab.1. This following screen will be displayed to search for an educator that you want toUpdate.2. You can search on any of the fields listed above. After clicking on thebutton, you will get a list of educators that have been registered in the Ohio ResidentEducator Program. If your search results yield more than 300 Educators you will begiven a warning that your search was larger than 300 people and you need to addadditional parameters to limit your search results.3. You will have the option to view credentials or view the educators Resident Educator(RE) Profile when you click on thebutton next to a person you select.24

4.When you click on “view credentials,” the screen will then display all of thecredentials that the educator has ever been granted.a.By default it shows all of their credentials.25

b. Click onand you will view a list of the educator’scredentials. Select the credential associated with the educator’s teachingassignment (this is the eligible credential).c.5.Select thebutton to close this popup window, or the X at top right.If you select “View Educator RE Profile” on theResident Educator Profile.button, you will see the26

The Educator Contact Info and Educator Credentials buttons work the same as theprevious screens with these buttons.Editing Registration InformationProgram coordinators may edit most key registration information at any time,not just during the registration window for the current program year. TheCandidate Org, Fiscal Org, License, Teaching Field andmentor/facilitator/colleague fields may be edited at any time during thecurrent program year. The RESA information may not be edited outside ofthe registration window.27

Adding Prior Teaching Credit1. You must be on the Educator RE Profile screen to access this feature. To accessthe Educator RE Profile screen, select Manage Educator and then type in theinformation and click on Find Educator. A screen like the one below will appear.2. Click on the Action button and then click to View Educator RE Profile3. The following screen will appear:28

4. To add prior year teaching credit, click on thebutton.The following screen will come up:a. School Year - You can choose any School Year from 2009-2010 to thecurrent year in the dropdown menu.b. Prior Experience – You can choose “In State “or “Out of State.”c. Explanation – You can type some comments about why you aregranting the credit. It is a required field, for out-of-state credit. For outof-state credit, the resident educator is required to have proof of thatout-of-state experience (e.g., out of state license or certificate) in thedocuments file of their SAFE account. They should download a copy ofthe certificate or license to their SAFE account. When the residenteducator applies to advance to the professional license, the Office ofEducator License will look for proof of out-of-state credit in the residenteducator’s documents in their SAFE account.d. If you are trying to add “In State” credit, the resident educator musthave an Ohio license that qualifies for resident educator credit duringthat period, and can’t have Program Year Completion credit for thatyear.29

5. After you click on thebutton the credit will be displayed in the followingsection of the Resident Educator Profile screen:Editing Prior Year’s CreditProgram coordinators cannot delete prior year’s credit. If this informationwas entered incorrectly, please contact REProgram@education.ohio.gov30

Enter Completion CriteriaEach year, program coordinators must enter completion criteria for that school year for everyeducator enrolled in the Ohio Resident Educator Program by June 30. If completion criteria isnot entered, that educator must repeat the previous program year. The program coordinatorcan only enter completion criteria during the time window administered by the OhioDepartment of Education. If a resident educator’s completion criteria was not entered butshould appear as “Yes’ for a previous program year, please contactREProgram@education.ohio.gov or call 1-877-644-63381. On the Dashboard you will have a message telling you that the Completion CriteriaSubmission Period is open. This is when you can mark educators as complete in theprogram for a specific year. You will also the section titled “Your Registrationswithout Completion Criteria.”2. “Your Registrations without Completion Criteria” – In this section you will seeall the resident educators that you registered during the Registration windowfor that program year. If you click on thebutton, you will getthe Enter Completion Criteria screen. If a teacher is in the Resident EducatorProgram for your school or district, but you do not see him or her listed here,search for the person in the Manage Registration, Resident Educator Program31

Registration Search, to verify that the individual was registered for thatprogram year. If their registration is missing, please complete a lateregistration form that is linked to the Dashboard page.3. Completion Criteria Screena. You should answer the questions fully and honestly. By default theanswers are.b. Clicking on thec. Clickingwill turn it green.on all of the boxes will mark.d. After you have answered the questions, check the box next to thestatement, “I certify that the information entered above is true andaccurate at the time the information was entered into CORE RE system.”e. Clicking on the check box highlights thebutton. Clicking thebutton will record your answers for the Completion Criteria forthat resident educator’s record.i. If you choseto all of the questions, the resident educator will beconsidered complete for that program year.ii. If any of the questions are marked, the resident educator willbe considered incomplete for that program year, and they will haveto repeat it.4. Here is an example of a Manage Registrations, Resident Educator ProgramRegistration Search:32

The “Complete” column shows the registration status.i.ii.iii.–They successfully completed the Program Year.They are taking RESA this program year.–Completion criteria has not been entered.– The resident educator did not successfully complete theprogram year.- The resident educator is not taking RESA this program year.5. Click on thebutton next to the Resident Educator that you want to mark ascomplete. In this example, you can see that Mary Teacher’s completion criteria isshown as “Not Entered.”6. Scroll down to the completion criteria section and click on thebutton toadd the Completion Criteria for that educator and program year. The EnterCompletion Criteria screen will come up the same as previously discussed.7.After entering the completion criteria and saving your answers, you will return to theResident Educator Program Registration screen. Your answers are recorded and youcan look up additional resident educators by clicking on the Manage Registrationmenu and doing another search.Notification to Resident EducatorsThe system will automatically generate and send an email message to theresident educator when the program coordinator enters completion criteria.33

Entering completion of Focused MentoringFor those Resident Educators who took RESA prior to the 2017-18 school year and did not passtask(s) 2 and/or 4 and/or 5, Focused Mentoring is required for each task not yet passed. Completionof Focused Mentoring is submitted by the Program Coordinator at the same time that CompletionCriteria is submitted. If the Resident Educator does not pass Focused Mentoring, then the FocusedMentoring requirement will be required in the following year and thereafter, if they have notpassed the Focused Mentoirng in a previous year. Below is a screen shot of howcompletion criteria will appear if Focused Mentoring is required.34

ReportsTo access the CORE RE Reports, click on CORE Home in the top ribbon of the ResidentEducator Program –Coordinator’s Dashboard pageODE Reports for RE CORE are found below the Administration Tools ribbon on the ODEConnected Ohio Records for Educators page (CORE Home) as shown below.After you click on Reports, a listing of the reports available will appear as shownbelow.35

These reports can be used to give you more detail about the registration, completion criteria,credential(s) and RESA results of your district/school’s resident educators. The RE Planningand Evaluation Tool Report will give details regarding the program indicators, status andevidence for a specific organization’s planning and self-assessment tool.The Print Credential Report will give you a report on an individual educator’s credential(s).The RE Planning and Evaluation Tool Report will give you a report of your district/school’sResident Educato
