TERMS OF REFERENCE (TOR) FOR LIMESTONE STUDY BY CORE DRILLING Scope of the study The scope of the study focuses on chemical and physical characterization of the limestone resource that is assumed to be used as one of main inputs in cement manufacturing or qualitative and quantitative evaluation of the minable parts of the limestone deposit, its utilization plan, scrutinize the environmental and social impacts and their mitigation as well as management plan with the spectrum of the time ranges (from pre - post mining periods), which proposes alternative options of post mining land uses harmonizing with Dire Dawa City master plan. National Cement Share Company invites all competent Enterprises or Companies that have good experience in providing technical services mainly related to detail subsurface geological study through core drilling of hard and soft rock formations, core logging, sampling, data interpretation integration and evaluation, Mining design, ESIA study, etc. Our Company needs to carry out detail geological exploration including core drilling on its limestone captive area which is found proximal to its 3000 tpd cement plant, in Dire Dawa City Administration. The core drilling activity is aiming at characterization and evaluation of the limestone formation in subsurface geological environment, which is one of the main raw materials in cement manufacturing. Based on the results of detail investigation (evaluation of drilled core and analysis of core samples), selection of potential mining targets (sub areas) will be made. Data interpretation and integration should be done scientifically and the geological/ geochemical variations and similarities of the limestone formation should be illustrated in geological figures, cross-sections, correlations between boreholes and tables, which all are finally compiled together in concise technical report or research document. Sequentially operational quarry benches should clearly indicated with scheduled mining plan on mining design map that ensure the safe supply of this raw material to our two cement plants in the subsequent long term period. Environmental and social impacts which occur during and post mining periods and their mitigation and management plan should also well explained in separate ESIA study report including future land uses that modified as a result of mining operation. Therefore, a competent bidder is expected to render the following short listed services (Table 1), in due diligence to the required highest quality standards. The absence of methodology in technical proposal shall be point for rejection; Bidder is required to clearly reflect the time required for the study. PART TWO GENERAL CONDITIONS 1. APPOINTMENT OF AGENT Bids submitted by persons other than the consultant shall be accompanied by a certified letter from the consultant stating that the bidder is authorized agent of the said service provider. 2. CONSULTANT'S NAME AND SIGNING OF DOCUMENTS 2.1. The bid shall bear the legal name of the consultant and shall be signed by an officer of the service provider. 2.2. The bid shall have the bidders name and signature shall be shown on each sheet on which he makes on entry. Any changes shall be initialed by the person signing the bid. 3. PRICE AND TERMS OF PAYMENT 3.1. The bidder shall indicate the total price in his/her pro-forma invoice. The price shall be inclusive of all costs and taxes. 3.2. The price quoted shall be firm for at least 60 days from the date of the bid opening. 4. 3.3. The bidder shall submit his quotation in ETB (Ethiopian Birr). 3.4. The price offer should be submitted separately from the technical offer. AWARD OF CONTRACT 4.1. The bid award shall be made to the responsible bidder who complies with requirements in the bid documents and technical specifications and whose National Cement Share Company Page 6

Price Evaluation 4.2. Prior to the expiration of the period of bid validity, the NCSC will notify the successful bidder in writing, by fax or mail that the bid has been accepted. 4.3. The notification of award will constitute the formation of the contract. 4.4. Conditions which were no stipulated in the offer shall not be accepted by NCSC.
