Wash your hands often with soap and water.If soap and water are not available, use a handsanitizer that contains at least 60% alcohol. Clean and sanitize daily. Focus on high-touchsurfaces and areas where multiple cohorts ofstudents gather.T RAN SM I SSI ONThe virus spreads from person-to-person primarily: Between people who are in close contact with one another (within 6 feet for 3 minutes or more). Through respiratory droplets produced when an infected person coughs, sneezes, or talks. When droplets land in the mouths or noses, or are inhaled into the lungs, of people who are nearby. By symptomatic and asymptomatic individuals. COVID -19 RESP ONSE TO O L K I T FO R N EW MEXI CO’ S PU BL IC S C HO O LSDefinitionsAsymptomatic Confirmed Case: A person who hastested positive for COVID-19 by laboratory testing but did notexperience any symptoms of illness within 10 days of the test.Close Contact: Someone who: Has an exposure of three minutes or longer within six feet of aconfirmed COVID-19 case with or without a face covering, or Was in the same class or cohort as a confirmed COVID-19 casein a school, or Was on the same bus as a confirmed COVID-19 case.Confirmed Case: A person who has tested positive forCOVID-19 by laboratory testing.**Confirmatory laboratory tests include Polymerase Chain Reaction (PCR)or antigen tests from respiratory or oral specimens.Cohorting: The practice of keeping groups of students, andstaff together over the course of the school day with the goalof limiting exposures to only those within the same cohort.This practice may help reduce the spread of COVID-19 by: Limiting exposure to an individual with COVID-19 to oneparticular cohort and not posing a broad risk to the rest ofthe school. Reducing contact with shared surfaces. Facilitating more efficient contact tracing in the event of apositive case. Allowing for targeted quarantine, testing, and/or isolation ofa single cohort, instead of school-wide measures in the eventof a positive case or cluster.Contact Tracing Process: Contact tracing is the processof reaching out to individuals who have been exposed to aconfirmed case of the virus in order to ensure they take thenecessary precautions and receive any needed testing.COVID-like Symptoms: Fever, chills, cough, shortnessof breath or difficulty breathing, fatigue, muscle or body aches,headache, new loss of smell or taste, sore throat, congestionor runny nose, nausea or vomiting, and diarrhea. See additionalinformation from the Centers for Disease Control (CDC).Infectious Period: Time during which an infected personis contagious and most likely to spread disease to others. Ifstudents, staff, contractors or volunteers were at school duringtheir infectious period, all of their close contacts must beidentified and quarantined. For a confirmed symptomatic COVID-19 case, the infectiousperiod starts two days prior to the illness onset date andcontinues 10 days after illness onset AND until patient is feverfree for 24 hours without the use of fever-reducing medicationsAND symptoms have improved. For a confirmed symptomatic COVID-19 case with severe illnessor severe immunosuppression, the infectious period starts twodays prior to illness onset date and extends to 20 days afterillness onset date AND until patient is fever-free for 24 hourswithout the use of fever-reducing medications AND symptomshave improved. For a confirmed asymptomatic COVID-19 case, the infectiousperiod starts two days prior to the specimen collection date andcontinues for 10 days after. If a confirmed asymptomatic COVID-19 case has severeimmunosuppression, the infectious period starts two days priorto the specimen collection date and continues 20 days after.Isolation: The act of keeping someone who is sick or whotested positive for COVID-19 away from others by staying homefrom school, work, and other activities while infectious. Isolation should last at least 10 days after the onset of symptoms,and until fever-free for 24 hours without the useof fever-reducing medications, and experiencing improvementof symptoms. For people who never had symptoms, the isolation period is10 days after the date their first positive test was collected. If someone has a severe illness or severe immunosuppression,the isolation period should be extended to 20 days. A negative test is not required to determine when to end theisolation period. Nor does a negative test end the isolationperiod. When in doubt, the New Mexico Department of Healthshould be consulted.Quarantine: Keeping individuals who were in close contactwith someone who has COVID-19 away from others. Closecontacts with a confirmed case of COVID-19, should stay homefrom school, work, and other activities for 14 days followingtheir last exposure. Exposed contacts should be tested for thenovel coronavirus (SARS- CoV-2) no sooner than three days,ideally between seven and 10 days, following the last exposureto a confirmed case. If the close contact has a positive result,isolation should be implemented as described above.For the first 90 days after a positive PCR test, individuals whohave had COVID-19 infections and who have completed their selfisolation periods, do not need to quarantine if they are a closecontact of a COVID-19 infectious person.Individuals who are fully vaccinated against COVID-19 and whohave had close contact with a COVID-19 infectious individual arenot required to quarantine if they meet the following criteria: Are fully vaccinated (i.e., 2 weeks following receipt of the seconddose in a 2-dose series, or 2 weeks following receipt of one doseof a single-dose vaccine) Are within 3 months following the receipt of the last dose in the series Have remained asymptomatic since the current COVID-19 exposureSevere Illness: Indicated by hospitalization in an intensivecare unit with or without mechanical ventilation.Severe Immunosuppression: Severe suppression ofimmune response of an individual includes being on chemotherapyfor cancer, untreated HIV infection with CD4 T lymphocyte count 200, combined primary immunodeficiency disorder, and receipt ofprednisone 20 mg/day for more than 14 days. Other factors such as advanced age, diabetes mellitus, orend-stage renal disease, may pose a much lower degree ofimmunocompromise and not clearly affect decisions aboutduration of isolation.3

COVID -19 RESP ONSE TO O L K I T FO R N EW MEXI CO’ S PU BL IC S C HO O LSCommunication for SchoolsCOVID-19 Point PersonEach school must identify a COVID-19 Point Personto liaise with the New Mexico Public EducationDepartment (NMPED) Rapid Response Team. Formany schools, the school nurse may be well-suitedto serve in this role. In the event of a confirmedpositive case in the school, the point person mustbe prepared to: Effectively communicate with NMPED and otherstate officials conducting case investigations; Provide classroom rosters and bus rosters thatlist all riding students and the buses they ride,and after school program lists for all participatingstudents that include location and programsponsor; Provide up-to-date contact information for eachstudent at the school; Identify close contacts of confirmed cases; and Ensure close contacts do not return to schooluntil the appropriate isolation or quarantineperiod has passed.Please provide the name and contact informationof the designated Point Person to NMPED in thisonline spreadsheet. You may appoint one pointperson for all of your schools. However, pleaseassign a back-up Point Person in the event thatyour Point Person is absent or ill.Communication with FamiliesCommunication regarding positive casesshould be handled in a timely and thoughtfulmanner. Every effort should be made to maintainconfidentiality of the infected individual. Withinfour hours of the school being notified of apositive case, the close contacts (see page 3 forthe definition) should be notified by the schoolof the requirement to quarantine for 14 days fromthe last exposure. Students and staff identified asclose contacts are highly encouraged to be tested.Within four hours of the initial notification of thepositive case, schools must also notify familiesTO REPORT POSITIVE CASES OF COVID-19 IN SCHOOLS, GO TO:and staff that a positive case has been identified atthe school site. Please use the language containedin the Notification Letter Template for schoolcommunications regarding positive cases. Notificationof the school community is only required if thepositive case was on campus while infectious.Please see the Staff & Student Individual DecisionTree and the Quarantine Decision Tree foradditional information.Confidentiality ConsiderationsAn individual’s right to privacy should always beconsidered. In sharing information with students,families, and staff members, report the fact that anindividual in the school has been determined to haveCOVID-19, rather than specifically identifying thestudent or staff member who is infected.However, in relation to the sharing of informationwith NMPED Rapid Response members or NMDOHSchool Health Advocates, the Federal EducationRights and Privacy Act (FERPA) permits nonconsensual disclosures of Personally IdentifiableInformation (PII) from students’ education recordsunder the health or safety emergency exception to“appropriate parties” (such as public health officials)whose knowledge of the information is necessaryto protect the health or safety of students or otherindividuals.
