Appendix B: Description of the Transaction History Data ReleaseB.1 Data Files Included in this ReleaseThis data release consists of three data files that, after matching with the application data file, provideall of the information that an analyst would be able to glean from the “Transaction History” tab on PTO’sPublic PAIR website. The first data file is called transactions and it includes information on all of thepre-examination and examination events tracked in PatEx. Each observation represents one event. Theinformation includes a code identifying the type of event, the date on which the event occurred, and anidentifier for the subject application. It also includes information on how the status of each examinationchanged over time as various events were recorded. The transactions data set includes 275,606,097observations covering 9,204,051 unique applications.The second data file is called event codes and it includes short descriptions of the event codes used in thetransactions data file. The descriptions can be linked to transactions using the event code variable.There are 1,873 unique event codes represented in this data file. The final data file is called status codes.This data file includes descriptions of the status codes used to populate the appl status code variable inapplication data and the status code variable in transactions. The descriptions can be found in thestatus description variable. The variables included in the three data files can be found in Table B-1, whileFigure B-1 provides an illustrative example of the “Transaction History” tab for application number12/415,706.B.2 Variables Included in transactionsAt first glance, the transactions data set appears quite simple. It includes only five variables. As withmost of the other data sets included in the PatEx data release, the data set includes a variable,application number, which identifies the subject application. As a key variable, it can be used to linkinformation from the transactions history data to more general information on the applications as well ascontinuity and patent term adjustment information. The second variable, event code, identifies the type oftransaction. It can be linked to the event codes file to retrieve the short transaction descriptions found inthe “Transaction History” tab. In Tables B-2 through B-5, we list several of the most common eventcodes along with more detailed descriptions of each. Table B-2 presents the 100 most common events,Table B-3 presents the event codes for Office actions, Table B-4 presents event codes for applicantamendment filings, and Table B-5 presents event codes that describe the ex parte appeals process. Someof those tables are rather long and are presented at the end of this appendix.The variable recorded date indicates the date that each transaction occurred and corresponds to the“Date” column on the “Transaction History” tab. The recorded date is formatted as a numeric variablewhich is set equal to the difference between the filing date and the first day of January 1960. For instance,if an application was received on 10 January 1960, then the date variable would be equal to 9. For datesprior to 1 January 1960, the date variable takes on negative values. In the Stata version of the data set, the%td display format is embedded, so that the dates display with the following format: ddmmmyyyy. Thenext variable, sequence number, is not found directly on the tab, but is used to order the transactions thatare displayed. Note that in Figure B-1 the transactions are not necessarily listed in perfect order by date.64

The final variable in transactions, status code, is a numerically coded variable populated for thoseobservations where the event triggers a change in status. For instance the event “Case Docketed toExaminer in GAU” (event code ”DOCK”) switches an application’s status to “Docketed New CaseReady for Examination” (status code 30). As another example, the event “Notice of Allowance DataVerification Completed” (event code ”N/ .”) switches an application’s status to “Allowed-Notice ofAllowance Not Yet Mailed” (status code 90). The status code variable can be linked to thestatus codes file (by matching it to the appl status code variable in that file) to retrieve shortdescriptions for each status. Table B-6 lists the most common values of status code. Note that the mostcommon statuses are different from those listed in Table A-7. In the application data data file the onlystatus presented is the current status of the application as of December 31, 2014. In the transactions dataset, each change in status for each application is recorded.65
