Gold StandardSecond Round Stakeholder Consultation ReportInfraVest Changbin and Taichung Wind Farm Project Bundle - Taiwan1 SummaryThis report summarizes the Second Round Stakeholder Consultation of „InfraVest Changbinand Taichung Wind Farm Project Bundle – Taiwan‟. This public meeting was held as requestedin the pre-feasibility assessment report issued by the Gold Standard Registry on Luwei WindPower Company Ltd.(Luwei) and Chungwei Wind Power Co. Ltd. (Chungwei) are the project owners of ChangbinWind Farm and Taichung Wind Farm, respectively. They are subsidiaries of InfraVest Co. Ltd.,which has been reducing CO2eq emissions through renewable energy projects - wind powerfarms in Taiwan since the year 2000.The project involves the development of two onshore wind farms in Taiwan:1. a 103.5MW wind farm located in Lugang, Siansi and Shengang townships Changhua County (the Changbin Wind Farm), consisting of 45 wind turbines;2. a 46 MW wind farm in Tachia and Taan - Taichung County (the Taichung Wind Farm),consisting 20 wind turbines. At full capacity, the aggregated electricity production of the project is expected to be of 507MWh/year, which is delivered to the regional state electricity authority Taipower. It wouldprovide electricity to the equivalent of 110,000 households. Therefore, the emission reductionsfrom the project activity will originate from the avoidance of carbon dioxide emissions fromfossil fuel use at the national electricity grid. The annual emission reductions are estimated atabout 405,470 tCO2e/year.Table.1 Gold Standard 2ndRound Stakeholder Consultation DetailsthDate of Invitation2 December 2008Date of Consultation Meeting18 December 2008Invitations Sent bySouth Pole Carbon Asset Management Ltd.Means of InvitationEmail and LettersConsultation Conducted byVenue of Consultation MeetingWebsite of ConsultationthChungwei Wind Power Co. 3 The Consultation MeetingThis second round Stakeholder Consultation includes a field visit and a discussion meeting. Thediscussion meeting was held at Dagangcheng Seafood Reastaurant / 168, Ziyou Road - LuGang, Chang Hua County, on December 18, 2008, 14:00 (GMT 08:00), as scheduled in theinvitation. The field visit trip for the stakeholders was held earlier that day, in order to let localstakeholders take a closer look at the wind farm. The main purpose of the trip was to give theopportunity to the stakeholders to gain further insights on the wind farm operation, theequipments and the surroundings. They were tour-guided by InfraVest‟s professional team whichprovided explanations throughout the three hour trip.Forty-one of fifty invitees attended the site visit and the discussion meeting, as summarized inthe following table:Table.3 List of attendeesParticipants77M/FOrganisation /FirmFunctionContact 886 932 543 711 886 4 2681 4027 886 4 7764 992 886 4 776 8636 886 920 738 331 886 937 738 331 886 4 2681 460789, Ling Jiang Rd., JianXing Village, Dajia County7, Ru Yi Road, Jian XingVillage, Dajia County12, Ru Yi Rd., Jian XingVillage, Dajia County 886 4 2681 2835 886 4 2681 8799 886 937 723 503th14, Ru Yi Road 12 Lane,Jian Xing Village DajiaCounty 886 963 188 09915, Ling Jiang Rd., JianXing Village, Dajia County6, Ru Yi Road, Jian XingVillage Dajia County 886 4 2681 3005 886 4 2681 2477 886 2681 5352 886 4 2681 5350Xu, Mao RongChen, Ken ZhengXu, Wan DeHuang, Jun JieXu, Ting YuXu, ZhanChen, Shun WenLiu, Zhen XingMMMMMMMMLocal ResidentLocal residentLocal ResidentLocal residentLocal residentLocal residentLocal residentLocal residentZhong Lin, Yan HuiMLocal residentCai, Xin LangMLocal residentLi, Shi HongWu, Zhen RongGuo, Wan LaiShao, Yong CiMMMMLocal residentLocal residentLocal residentLocal residentHuang, Wen XiongLi, Chun RongMMLocal residentLocal residentWu, Hui ErMLocal residentWu, Qiu JiangGuo, Rong FuZhuang, Zheng ErYong, Jia MingMMMMLocal residentLocal residentLocal residentAnnex VI Attendants List and Signatures

Mr. Lee introduced himself and thanked all the participants fortheir presence.B.Explanation of the project

Mr. Lee started with a brief introduction of the background of InfraVest Wind Farm Group andits various records in wind farm constructions. He particularly referred to several wind farmprojects in Taiwan that are built by the InfraVest Group, and pointed out the productivity ofthose sites.Afterwards, he started to explain the background of the Changbin Wind Farm project. Mr. Leedescribed the exact location of the wind farm, and gave a simple description of the technicalfacts of the project. He then proceeded to an evaluation of the impacts of the project towardsthe environment: Wind power generation is a zero-pollution renewable energy activity. It hasgained increased interest in the last decades, along with the increasing global popularity andrising debate on emission reduction and sustainable environment.Fossil fuel electricity generation dominates the Taiwanese national grid: wind power projectsnot only lead to GHG emissions reduction, thus improving air and water quality, but also, coupled with a proper development plan of the government, wind farm sites could bedeveloped into tourism spots.C.Q & A SessionMr. Lee invited the stakeholders to ask questions and to express comments regarding theproject.Mrs. Ming Ying Li, a lady who is representing the Head of Jian-Xing Village, wondered whetherthe wind turbine would rotate in the wind direction. Responding to Mrs. Li‟s inquiry, Mr. Leeexplains that the wind turbine does not rotate following the wind direction.D.Environmental Impact Assessment Questionnaires and Explanation4Mr. Lee submitted an Environmental Impact Assessment Questionnaire to the stakeholders .He explained every points written in the questionnaire (see Annex VII below), in accordancewith the Environmental Impact Assessment Report approved by the Government.E.Open discussion on the projectMr. Lee invited the stakeholders to have an open discussion about any thoughts or questions. The stakeholders did not express any inquiries or concerns.F.Closure of the meetingMr. Lee kindly asked the locals to write down their thoughts and comments in the EvaluationForm, and thanked all meeting participants once again for attending.Questionnaires CollectedForty questionnaires were collected during the meeting. The questionnaires were all preparedin compliance with Appendix E of Gold Standard VER Manual and translated into Chinese

(Mandarin). Deriving from all the questionnaires collected, there were no concerns orcomments regarding neither the project development, nor the monitoring plans. One filled questionnaire is enclosed as sample in ANNEX VII. All other questionnaires havebeen filled exactly the same way or left empty. The complete bunch of questionnaires isavailable at the project owner.

4 Comments Taken into AccountThere were no major concerns raised during the entire consultation process, therefore, it wasnot necessary to make any changes in the Project Design. Meeting documentations hardcopiesare all prepared in Traditional Chinese (Taiwan‟s official language) and will be handed over tothe Designated Operational Entity (DOE) for Gold Standard validation process.Stakeholder Feedback RoundThe Stakeholder Feedback Round is held by making PDD and project information available atSouth Pole Carbon‟s website for at least 2 months:http://www.southpolecarbon.com/goldstandard consultations.htm, where the consultedindividuals and organizations could post inquiries and comments on the project.

The purity of a gold alloy is expressed as the number of the parts of gold it contains. An object that contains 16 parts gold and 8 parts alloying metal is 16 karat gold. Pure gold is 24 karat gold.
