Instead, he accidentally created a "low-tack",reusable, pressure-sensitive adhesive. For five years, Silver promoted his "solution without aproblem" within 3M, both informally and through seminars, but failed to gain acceptance. In 1974,a colleague, Art Fry, who had attended one of his seminars, came up with the idea of using theadhesive to anchor his bookmark in his hymn book. Fry then utilized 3M's officially sanctioned"permitted bootlegging" policy to develop the idea. The original notes' yellow color was chosen byaccident, as the lab next door to the Post-It team had only yellow scrap paper to use.Humor can make a serious difference. \TRS "B UYOUT " P ROGRAMS E XCEED E XPECTATIONSInterest in the state's two pension"buyout" programs has proved to beso strong that officials must increasethe amount of money appropriated tomeet all lump-sum payments. In all, participatingTRS members have requested 269 million inbuyout funds, which is 56 million more thanwhat state government originally had allocatedto TRS for the programs.The Governor's Office of Management andBudget is planning to allocate additional moneyto TRS – enough for the remaining payments infiscal year 2020 and for anticipated payments inFY 2021, which begins in July.At the end of the first year of"buyouts," newly retiring TRSmembers participating in the"Accelerated AutomaticIncrease" program sharedapproximately 90 million. Inall, 17.4% of retiring membersdecided to participate.Inactive members in the"Accelerated PensionBenefit" program shared 180million. The participation ratein this program was 10.4% ofall eligible inactive members.124,700 R ETIREE B ENEFITS P AID ON T IMEAll TRS member benefits for May were paid in full and onschedule despite coronavirus restrictions. Working fromhome, TRS staff processed and certified payments for124,700 retired members and beneficiaries and sent thepayment requests to the Illinois Comptroller's Office. The Comptroller's Officethen transferred the funds on time to the bank accounts of all eligible members.The benefits paid using "work from home" procedurestotaled 589.6 million in May 2020.HOW TIMES HAVE CHANGED: More than 60 years ago, CBS aired “Lucy is Enceinte,” theSeason 2 episode of “I Love Lucy” in which Lucy (Lucille Ball) and Ricky(Desi Arnaz) find out they’re going to have a baby.
