IMPORTANT INSTRUCTIONSi) Before submission of the online Application Form, the candidate should read this notificationcarefully.ii)On behalf of UGC, the Central Board of Secondary Education announces holding ofthe National Eligibility Test(NET) on 05th November, 2017 (SUNDAY)for determining theeligibility of Indian nationals for the Eligibility for Assistant Professor only or junior ResearchFellowship & Eligibility for Assistant Professor Both in Indian universities and colleges. CBSEwill conduct NET in 84 subjects (listed under item no.14 on page 11) at 91 selected Citiesof Examination (listed under item no.15 on page 13) spread across the country.iii)The award of JRF and Eligibility for Assistant Professor both OR Eligibility forAssistant Professor only will depend on the performance of the candidate in all three papers ofNET. However, the candidates qualifying exclusively for Assistant Professor will not beconsidered for award of JRF. Candidate appearing in NET should clearly specify in theprescribed Application Form whether they are applying for both JRF& Eligibility for AssistantProfessor both OR only for eligibility for Assistant Professor. Candidates who qualify the Testfor eligibility for Assistant Professor will be governed by the rules and regulations forrecruitment of Assistant Professor of the concerned universities/colleges/state governments, asthe case may be.iv)The result of the UGC-NET to be held on 05th November, 2017 will be madeavailable on the websites: www.cbsenet.nic.in as and when it is declared. The candidate will notbe individually intimated about their result. The candidates who qualify for the award of JuniorResearch Fellowship are eligible to pursue research in the subject of their post-graduation or ina related subject and are also eligible for Assistant Professor. The universities, institutions, IITsand other national organizations may select the JRF awardees for whole time research work inaccordance with the procedure prescribed by them.v)Scheduled Caste(SC)/Scheduled Tribe(ST)/Persons with Disability(PwD)/OtherBackward Classes(OBC)(Non creamy layer), as per the central list of Other Backward Classesavailable on National Commission for Backward Classes (NCBC), Government of Indiawebsite: www.ncbc.nic.in, candidate will be given such special concessions as may be decidedby the UGC.2)JUNIOR RESEARCH FELLOWSHIP:Candidates qualifying for the award of Junior Research fellowship will be eligible toreceive fellowship of UGC under various schemes, subject to their finding placement inuniversities/IITs/institutions. The validity period of the offer is two years w.e.f. the date ofissue of JRF Award Letter. However, in case the candidates who have already joined M. Phil./Ph.D., the date of commencement of fellowship shall be from the date of declaration of NETresult or date of their joining, whichever is later.August 08, 20174

3)CONDITIONS OF ELIGIBILITY:i)Candidates who have secured at least 55% marks (without rounding off) in Master’sDegree OR equivalent examination from universities/institutions recognised by UGC (listattached page No. 22 to 48) in Humanities (including languages) and Social Science,Computer Science &Applications, Electronic Science etc. (list of subjects of post graduationattached at page No. 19 to 20) are eligible for this Test. The Other Backward Classes(OBC)belonging to non-creamy layer/Scheduled Caste(SC)/Scheduled Tribe(ST)/ persons withdisability(PwD) category candidates who have secured at least 50% marks (without roundingoff) in Master’s degree or equivalent examination are eligible for this Test.ii)Candidates who have appeared OR will be appearing at the qualifying Master’sdegree (final year) examination and whose result is still awaited or candidates whosequalifying examinations have been delayed may also apply for this test. However, suchcandidates will be admitted provisionally and shall be considered eligible for award of JuniorResearch Fellowship/eligibility for Assistant professor only after they have passed theirMaster’s Degree examination OR equivalent with at least 55% marks(50% marks in case ofOBC(Non- creamy layer)/SC/ST/PwD(persons with disability) category candidates. Suchcandidates must complete their P.G degree examination within two years from the date of NETresult with required percentage of marks, failing which they shall be treated as disqualified.iii)The Ph.D. degree holders whose Master’s level examination had been completed byth19 September 1991(irrespective of date of declaration of result) shall be eligible for arelaxation of 5% in aggregate marks (i.e. from 55% to 50%) for appearing in NET.iv)Candidates are advised to appear in the subject of their post graduation only. Thecandidates, whose post graduation subject is not covered in the list of subjects in item No.14(on page 12-13), may appear in a related subject.v)Candidates are neither required to send any certificates/documents in support oftheir eligibility nor printout of their Application Form (Confirmation Page) to CBSE.However the candidates, in their own interest, must satisfy themselves about their eligibilityfor the Test. In the event of any ineligibility being detected by the UGC/CBSE at any stage,their candidature will be cancelled and they shall be liable for legal action.vi)Candidates having post-graduate diploma/certificate awarded by Indian University/Institute or foreign degree/diploma/certificate awarded by the foreign University/instituteshould in their own interest, ascertain the equivalence of their diploma/degree/certificate withMaster’s degree of recognized Indian universities from Association of Indian Universities(AIU), New Delhi. (www.aiuweb.org)4)AGE LIMIT & RELAXATION:i)Junior Research Fellowship: Not more than 28 years as on 01.11.2017. A relaxationup to 5 years is provided to the candidates belonging to OBC (Non- creamy layer, as per theCentral list of OBC available on website: www.ncbc.nic.in ) SC/ST/PwD categories and towomen applicants. Relaxation will also be provided to the candidates having researchexperience, limited to the period spent on research in the relevant/related subject of postgraduation degree, subject to a maximum of 5 years, on production of a certificate fromappropriate authority. Three years relaxation in age will be permissible to the candidatespossessing L.L.M. Degree. Total age relaxation on the above ground(s) shall not exceed fiveyears under any circumstances.ii)Assistant Professor: There is no upper age limit for applying for eligibility forAssistant Professor.August 08, 20175

5)EXEMPTION (ELIGIBILITY FOR ASSISTANT PROFESSOR)i)NET/SET/SLET shall remain the minimum eligibility condition for recruitment andappointment of Assistant Professors in Universities/Colleges/ Institutions. In this regard,exemption from NET/SET/SLET will be governed by UGC regulations and amendmentsnotified in the Gazette of India from time to time.ii)The candidates who have passed the UGC/CSIR JRF examination prior to 1989 arealso exempted from appearing in NET.iii)For SET Candidates: The candidates who have cleared the States Eligibility Test(SET) accredited by UGC for eligibility for Assistant Professor held prior to 1 st Dec 2002, areexempted from appearing in NET, being eligible to apply for Assistant Professor anywhere inIndia. For SET held from 1st Dec 2002 onwards, the qualified candidates are eligible to applyfor the post of Assistant Professor only in the universities/ colleges situated in the state fromwhere they have cleared their SET.6)EXAMINATION FEE AND MODE OF PAYMENT:CategoryGeneralExamination FeeRs. 1000/-Other Backward Classes (Non-creamy SC/ST/PwDlayer), as per the Central list of OBCavailable on website: www.ncbc.nic.inRs. 500/Rs. 250/-i)The candidates may pay the examination fee either by credit/ debit card or through echallan generated during the online filling of the application form. In case of e-challan thepayment should be made in the Syndicate/Canara/ICICI/HDFC Bank. In case the examinationfee is paid through credit/debit card the additional processing charges as following will also bedebited from the credit/debit card of the candidate.Credit card: - 1.20% of the examination fee plus the service tax as applicable.Debit Card: - 0.75% of examination fee plus the service tax as applicableii)After filling all the details for applying online for NET, the candidate will have theoption to select the mode of payment of examination fee either by credit/debit card or throughe-challan generated during the online filling of the application form indicating their detailstherein.iii)The candidates are required to check the status of fee payment at CBSE website(www.cbsenet.nic.in) and if the status is ‘OK’ the candidate will be able to take theprintout of Confirmation Page. In case, the fee payment status is not ‘OK’ the candidatesare advised as following:· If the fee is paid through e-challan be depositing cash in above mentioned bank, thecandidate should contact immediately the concerned bank to update his/her fee status on thewebsite.· If the fee is paid through credit/debit card and status is not OK, it means the transaction iscancelled and the amount will be refunded to concerned credit/debit card within a week. Suchcandidates have to pay the fee once again.· Please note that fee submitted by any other mode like money order, demand draft, IPOetc. will be rejected. Fee once paid will not be refunded under any circumstances.August 08, 20176

7)SCHEME AND DATE OF TEST:i)The Test will consist of three papers. All the three papers will consist of only objective typequestions and will be held on 05th November, 2017 (SUNDAY) in three separate sessions asunder:Session Paper MarksNumber of QuestionDurationI10050 questions all are 1¼ Hours (09:30 A.M. toFirstcompulsory10:45 A.M.) IST10050 questions all are 1¼ Hours (11:15 A.M. toSecond IIcompulsory12:30 P.M.) ISTIII15075 questions all are 2½ Hours (02:00 P.M. toThirdcompulsory04:30 P.M.) ISTPaper-I shall be of general nature, intended to assess the teaching/research aptitude of thecandidate. It will primarily be designed to test reasoning ability, comprehension, divergentthinking and general awareness of the candidate. The paper shall consist of 50 objective typecompulsory questions and each question will carry 2 marks.Paper-II shall consist of 50 objective type compulsory questions based on the subject selectedby the candidate. Each question will carry 2 marks.Paper-III will consist of 75 objective type compulsory questions from the subject selected bythe candidate. Each question will carry 2 marks.All the questions of Paper – II and Paper – III will be compulsory, covering entire syllabus(including all electives, without options).The candidate will have to mark the responses for questions of Paper – I, Paper - II and Paper –III on the Optical Mark Reader (OMR) Sheet provided along with the test booklet.The detailed instructions for filling up the OMR sheet are given on page 16 and 17. It maybe noted that these instructions to candidates will not be sent to any of the candidate bypost.8)PROCEDURE & CRITERIA FOR DECLARATION OF RESULT:This will comprise of following steps:Step I: The candidates are required to obtain minimum marks in aggregate of all three papersi.e. Paper-I, Paper-II and Paper –III for considering a candidate for the award of JRF andeligibility for Assistant Professor as given below:CATEGORYMinimum Marks (%) to be obtainedPAPER – IPAPER – IIPAPER - IIIGENERAL40% aggregate marks in all the three paperstaken togetherOBC (Non-creamy layer)/PwD/SC/ST35% aggregate marks in all the three paperstaken togetherStep II: Amongst those candidates who have appeared in all three papers and cleared step I, amerit list will be prepared subject-wise and category-wise using the aggregate marks of all thethree papers secured by such candidates.Step III: The number of slots for eligibility for Assistant Professor only will be equal to the 6%of the candidates appeared in all three papers of NET. The subject-wise and category-wisedistribution of slots will be calculated by using the similar formula as used for calculation slotsof JRF as mentioned on the next page.Step IV: A separate merit list for the award of JRF will be prepared from amongst the NETqualified candidates figuring in the merit list prepared under step III by using the formulamentioned on next page.August 08, 20177

No. of slots under General (UR)category for JRF in a subject No. of candidates who have opted for JRF and arequalified for eligibility for Assistant Professor in that subject No. of slots available under General (UR) category Total No. of General (UR) candidates who have opted for JRF andare qualified for eligibility for Assistant ProfessorSimilar formula will be used for OBC/SC/ST category and all the subjects.It may be noted that the above qualifying criteria decided by UGC/CBSE is final andbinding.9)PROVISIONS FOR PERSONS WITH DISABILITY (INCLUDING VISUALLYCHALLENGED CANDIDATES) HAVING 40% OR MORE DISABILITY.i)Twenty five minutes compensatory time shall be provided for Paper – I and Paper – IIseparately. For paper – III, fifty minutes compensatory time shall be provided.ii)In no circumstances will they be allowed the help of a scribe to mark the answers forthem. However, Low Vision candidates (minimum 40% impairment) will be allowed to writethe examination with the help of a scribe. There is no provision of Test Booklets in Braillefor visually impaired candidates.iii)The candidates with disability should fill in the percentages and type of disabilitycorrectly in the online application form of NET November, 2017. The type of disabilities arementioned as below:a) blindness and low visionb) deaf and hard of hearingc) locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victimsand muscular dystrophyd) autism, intellectual disability, specific learning disability and mental illness;e) Multiple disabilities from amongst persons under clauses (a) to (d) including deaf-blindnessin the posts identified for each disabilities.iv)An amount of Rs. 1000/- (Rs. One thousand only) will be paid to the scribe by theCentre Superintendent on the day of examination for all papers.[10)ADMISSION CARD FOR NET NOVEMBER, 2017It may be noted that the admission card will be uploaded on the website www.cbsenet.nic.in inthe third week of October, 2017. No admission cards will be sent to the candidates by post.The candidates should download their admission cards from the website to ascertain their venueof the Test as mentioned in the Admission Card and appear in the examination only at thedesignated examination center. No candidate will be allowed to appear at the examinationcenter other than that allotted to him/her in the admission card.11)i)ii)HOW TO APPLY (APPLICATION HAVE TO BE SUBMITTED ONLINE):STEPS FOR SUBMISSION OF ONLINE APPLICATION FORMCandidate seeking admission to the Test (UGC-NET, November, 2017) must applyonline only on the CBSE website: www.cbsenet.nic.inBefore applying Online, the candidates must possess the scanned images as below:· Passport size photograph in JPG format of minimum 4kb to 40 kb. The dimension ofthe photograph should be 3.5 cm (width) x 4.5 cm (height).August 08, 20178

· Signature in JPG format of minimum 4kb to 30 kb. The dimension of the signatureshould be 3.5 cm (width) x 1.5 cm (height).iii) After filling all the details for applying online for NET the candidates have to select theoption of payment of examination fee either by credit/debit card or through e-challangenerated during the online filling of the application form indicating your details thereinand follow the process as mentioned under 6 (ii & iii) on page 6.iv) The candidates are required to bring a photo identity card along with their printoutof online admission card on the day of examination.v) Before applying Online, candidates are advised to go through detailed notificationavailable on CBSE website www.cbsenet.nic.in Please note that Fee submittedthrough any other mode like Money Order, Demand Draft, IPO etc. will besummarily rejected.vi) In other to avoid last minute rush, the candidates are advised to apply early enough.CBSE will not be responsible for network problems or any other problem of this nature insubmission of online application during last days.12)GENERAL INSTRUCTIONSi)The candidates must read the conditions of eligibility as given at item no. 3 carefullyand must satisfy themselves regarding their eligibility for the Test before filling theonline application Form.Submission of Online Application is mandatory. Hard copies of application form willnot be accepted by CBSE.Application Form must be complete in all respects as per the Notification.All incomplete Application Forms will be rejected.Applications submitted on any other format (including old UGC format) will notbe accepted.Printout of online application (Confirmation Page) should be kept by the candidate forfurther reference.No applications can be submitted after the last date (i.e. 11/09/2017) and no feewill be accepted after 12/09/ 2017 in any circumstances.The Candidate should note that their candidature is strictly provisional. The mere factthat Admission Card has been issued and the candidate is allowed to appear in the testshall not imply that the Board has finally accepted his/her candidature.CBSE may change the city of examination or date of examination withoutassigning any reason.It may be noted that the Admission Card will be uploaded on the websitecbsenet.nic.in in the third week of October, 2017. The candidates are requested toascertain their venue of the test in the mentioned in the Admission Card and appear inthe examination only at the designated examination center. No candidate will beallowed to appear at the examination center other than that allotted to him/herin the admission card.The candidates are required to bring a photo identity card also along with theirprintout of online Admission Card on the day of examination. No candidate will beallowed to appear in the examination whose admission card is not issued by theBoard.To ensure fair conduct of examination frisking of the candidates will be done properlyat main entry gate of the exam center. The candidates should report at the examinationcenter 2 hrs 30 minutes prior to commencement of examination and cooperate withthe invigilators in frisking. leave the examination hall/room before 10:45 AM in the 1st session, 12:30 PM inthe 2nd session and 4:30 p.m. in the 3rd session.xv)All the examination hall/room will have a wall clock so the candidates are not allowedto wear any type of watch in the examination hall/room.xvi)The CBSE will provide a ball point pen to the all the candidates in the examinationhall/room so the candidates are not allowed to carry any type of pen/pencil in theexamination hall/room.xvii)The use of calculators of Log Tables is not permitted. Mobile phones, pagers,electronic devices, bits of paper, books/note books etc. are not allowed in theExamination Hall/Room. The candidate(s) found in possession of any of these itemsin the examination hall/room will be treated as unfairmeans and his/her result will notbe declared.xviii) The candidates have to follow the instructions given by the invigilators in theexamination hall/room and should not argue with the invigilators or other staffinvolved in the examination duty at the examination centre. The candidates, who willnot follow the instructions, will be treated as unfairmeans and his/her result will notbe declared.xix)In the examination hall/room, the candidates will neither talk to each other nor discussany matter during the examination. The candidates should not disturb the candidatesin the examination room and maintain complete silence during the examination. Thecandidate violating these instructions will be treated as unfairmeans and his/her resultwill not be declared.xx)A candidate who does not appear in paper-I, will not be permitted to appear in paperII and paper-III.xxi)Candidates will not be allowed to write any question from the Test Booklet on theAdmission Card or on any other paper.xxii)There are no negative marks of incorrect answers.xxiii) The candidate shall have to return the OMR Sheet of Paper I & II and Paper-III to theInvigilator before leaving the examination hall/room.xxiv) No TA will be paid to the candidates, on account of appearing at the examination etcxxv)The captured images of response sheets (OMR sheets) of the candidates appeared inNET November, 2017 and answer keys of all the papers will be displayed on thewebsite www.cbsenet.nic.in during first week of January, 2018 (the exact dates willbe notified later in the newspapers). The candidates, who are not satisfied with thecaptured response, may challenge by filling online application form on the websitewww.cbsenet.nic.in and paying a sum of Rs.1000/- per question The challenge ofanswer keys will also be accepted online only through the link available on thewebsite www.cbsenet.nic.in on payment of Rs.1000/- per question. The fee can bepaid by credit/debit card or e-challan. In case the challenge of any candidate regardingcaptured images of response sheets (OMR sheets)/answer keys is accepted, the feewill be refunded to such candidates. In all other cases the fee once paid will not berefunded. The CBSE’s decision on the challenges shall be final and the result willbe declared on the basis of final answer keys.xxvi) The marks of all the candidates will be uploaded on CBSE websitewww.cbsenet.nic.in soon after declaration of result. Besides this, CBSE will not issueany marks sheet to qualified/non qualified candidates.xxvii) No grievance with regard to answer key(s) after declaration of result of NETNovember, 2017 will be entertained.xxviii) There are no negative marks of incorrect answers.August 08, 201710
