City of El Centro2015 Urban Water Management PlanChapter 11 INTRODUCTION AND OVERVIEW1.1BACKGROUND AND PURPOSEThe City of El Centro has prepared the 2015 update of its Urban Water Management Planto fulfill the requirements outlined in the California Urban Water Management PlanningAct and the Water Conservation Bill of 2009. This plan includes all informationnecessary to meet the requirements of California Water Code, Division 6, Part 2.6 (UrbanWater Management Planning).1.2UWMP UPDATE AND THE CALIFORNIA WATER CODEThis report has been prepared in compliance with Water Code Sections 10610 through10656 of the Urban Water Management Planning Act (Act), which were added by Statute1983, Chapter 1009, and became effective on January 1, 1984. This Act requires that“every urban water supplier shall prepare and adopt an urban water management plan”(Water Code § 10620(a)). An “urban water supplier” is defined as a supplier providingwater for municipal purposes to more than 3,000 customers or supplying more than 3,000acre-feet of water annually (Water Code § 10617).These plans must be filed with the California Department of Water Resources (DWR)every five years. However, the 2015 plans must be submitted to DWR by July 1, 2016.The Act’s requirements include: Detailed evaluation of the supplies necessary to meet demands over at least a 20year period, in five-year increments, for a single dry water year, in multi-yeardroughts, and during average year conditions, Documentation of the stages of actions an urban water supplier would undertaketo address up to a 50 percent reduction in its water supplies, Description of the actions to be undertaken in the event of a catastrophicinterruption in water supplies, and Evaluation of reasonable and practical efficient water uses, recycling, andconservation activities.1.2.1 Changes in the Act Since 2010Since 2010, several amendments have been made to the Act. The following is a summaryof the significant changes in the Act that have occurred from 2010 to the present: Changes the deadline for water suppliers to submit their 2015 UWMPs to DWRby July 1, 2016 (Water Code § 10621(d)). Adds “distribution system water loss” to the list of past, present, and projectedfuture water uses that the UWMP is to quantify to the extent that records areavailable and over the same 5-year increments described in Water Code §10631(a). (Water Code § 10631(e)(1)(J)). For the 2015 UWMP, the distributionsystem water loss must be quantified for the most recent 12-month period1-1

For all subsequent updates, the distribution system water loss must bequantified for each of the 5 years preceding the plan update. (Water Code §10631(e)(3)(A)).
