SessionMay 10, 2017131Proceedings2after school 3:00 to 6:00 program model.3They're primarily designed to meet the needs of4the community, and strengthen local5communities, with a focus on youth, family and6community development resources.7The de Blasio administration has committed8 6.2 million in fiscal year '18, and out, to9establish 11 new Beacon programs in underserved10communities.11primary analysis.12population by borough, and then the second one,13in partnership with the New York City14Department of Education, identifying schools15with limited to no resources.16Sites selected were based on twoThe first one was youthThis RFP is informed by DYCD's mission,17ambition to alleviate the effects of poverty by18drawing on the strengths of individuals and19communities.20There are six overarching programming21goals that drive the operation of services.22Promote positive development by providing23safe environments, supportive relationships,24high expectations, family engagement, and25intergenerational activities.We function as a

SessionMay 10, 2017141Proceedings2neighborhood hub that helps community members3access services and strengthen bonds.4provide opportunities for all participants to5develop a skill.6by expanding partnerships, tapping into City7resources, and connecting community resources8to the Beacon.9WeWe strengthen community lifeWe support student engagement in school,10including among students with chronic11absenteeism.12participants and community members are viewed13as potential contributors to the Beacon and the14community.151617And, lastly, we ensureAnd now we'll look at how this translatesto services.There are three types of program18activities.First one is drop-in.These19activities are not structured in scope, but can20be used as a vehicle to recruit and engage21youth adults in regularly-scheduled activities.22Some of these activities may include open gym,23teen lounge, and one-off informational24sessions.25activities.The second ones are planned

SessionMay 10, 2017151Proceedings2These activities have clear purpose and3objectives.4program goals and skills gained, and typically5follow curriculum or a set of lesson plans.6And the last ones are community events, and7these are designed to reflect the interests and8needs of the community.9proposal must provide a minimum of three events1011They have clearly articulatedBeacons in thisper year, including one on health.Some activities may include, but are not12limited to, community service, beautification13day, open house to market and recruit.14these activities, there are core programming15areas.16building, a form of civic engagement and17service learning, health, in the form of18sports, yoga, nutrition, employment, career19opportunities, internships and literacy, and20recreation and enrichment, art projects, book21club, theatre groups, etcetera.22Program service outcomes.WithinEducation, academic support, communityDYCD23anticipates administering customer service24satisfaction surveys, where we're looking for2580% respondents indicating, on satisfaction of

SessionMay 10, 2017161Proceedings2services, that Beacons are making internal and3external referrals to address needs and to4assess participant motivation, self awareness5and decision making through the use of a6social, emotional learning outcome-based7service tool.8910In the next two slides, I'm going to talkin more detail about the staffing structure.There are two -- well, not two, but key11staff positions, one Beacon director, an12Outreach coordinator, and the other staff who13provide regular and substantial direct services14to youths and adults.15The first one is a full-time Beacon16director, which would possess a Bachelor's17degree, or higher, and a minimum of five years18of relevant experience.19include, but are not limited to, overall20administration of the program, coordinate with21the principal of the host school, and other22community stakeholders, represent the program23at school leadership meetings, and work with24staff to ensure quality activities.25ResponsibilitiesThe second position that I mentioned,

SessionMay 10, 2017171Proceedings2which was the Outreach coordinator, this person3would engage youth who would otherwise not be4enticed to enroll in the program, as well as5work with chronically absent youth, identified6as part of the Beacon goals, and adults.7The other component on here, which is the8resource coordinator, is an additional role9that either a Beacon director can hold and/or10could be assigned to another individual.11individual would be responsible for12coordinating and making referrals.13ThisAll staff, whether employed and/or14volunteer, must be familiar with the15neighborhood, have the necessary language16skills to effectively communicate with and17serve non-English speaking participants,18linguistic and communication skills, to be able19to reach out and interact with newcomers to the20city in positive ways, and respond effectively21to their needs, and have the experience and22managerial skills needed to provide, lead,23coordinate the activities.24Now, there are several others listed on25here, I didn't talk about all of them, I just

SessionMay 10, 2017181Proceedings2highlighted a few.3that all programs are licensed by the New York4City Department of Health and Mental Hygiene,5New York State SACC regulations.6must adhere to all of SACC regulations,7including ratio and all the credentialing8requirements.9It is important to noteAll programsDYCD expects all the programs it supports10to recognize and value the strengths and11capacities of individuals and communities, and12we do this in three ways.13frameworks, and we've listed three.14youth development, which is an asset-based15approach that fosters healthy development and16resilience by offering a safe environment and a17sense of belonging.18Strength-basedPositiveThe second one is a social emotional19learning, which involves intentional20development of skills, including self21awareness, self management, social awareness,22relationships and responsible decision making.23And the last one within the framework is24youth leadership, which builds on social25emotional learning competencies by adding a

SessionMay 10, 201719123Proceedingsfocus on action and reflection.The other two are, ensuring that there's4a safe and welcoming and inclusive environment,5and family engagement, which comprises of three6critical elements; communication,7participation, and mutely beneficial8partnerships.9Now, I'm going to talk in more detail10about the annual target population and service11levels.12This chart represents both summer and13school year target population.14contracted to provide activities and services15to a minimum of 1,200 school age youth,16families and adults, ages 22 years and older,17including seniors, for the fiscal year.18that minimum, 1,200, is for the fiscal year,19including summer and school year.20All Beacons areSo,This minimum requirement includes 50021adults and youth, any age, that would attend22community events, 100 adults 22 years and23older, and 600 youth under the age of 22.2425Now, I want to concentrate on the 600youth under age 22.From that population, it
