MESSAGE FROM THE FORUM OF FEDERATIONSGeorg MilbradtChairman of the Boardof DirectorsRupak ChattopadhyayPresident and CEOThis past year offered unique challenges for the Forum andits staff. The organization had to adapt rapidly amid a globalpandemic. As the outbreak evolved, the Forum carefullyprotected the health and safety of staff and stakeholderswhile meeting its obligations to deliver on commitmentsto partners. We are pleased to report that the organizationwas able to maintain a very active programming scheduleduring 2020-21, while developing new modes for programdelivery and new products and ensuring the wellbeing ofour staff. Staff transitioned to working remotely, and ourBoard and Strategic Council and other meetings movedto a virtual format. The COVID-19 pandemic provided theForum with an opportunity to develop a range of newdigital products including podcasts, webinars and blogs,while also validating the value of virtual and blendedlearning events and enabling the organization to reflecton new thematic areas for programming.We started the year by producing a new series of popularshort papers outlining the initial COVID response infederal and decentralized countries. The Forum used thisknowledge to develop a comprehensive manuscript fora first-of-its-kind book on the subject. This work, whichwill be published in late 2021, covers 23 countries plusthe European Union and documents their approaches tothe COVID-19 crisis during the first year of the pandemic.The Forum further developed programming on the nexusbetween federalism and pandemic management with aseries of live webinars and podcasts. The series exploredspecific comparative examples of COVID-19 governance,including health delivery, intergovernmental relations(IGR), procurement, public finance and power-sharing.4 ANNUAL REPORT Forum of FederationsAs the pandemic engendered rapid adaptations ingovernance functions and service delivery, we have begunto develop a new program on the digitalization of publicadministration in federations. The Forum continued torun its existing Policy Programs while launching a newprogram on Language Policy. In addition, the organizationproduced podcasts, webinars, reports and videos, includingthe most-watched workshop at Geneva Peace Week 2020:“Federalism as a Peacebuilding Tool in Divided Societies.”This year the Forum published its flagship volume, TheForum of Federations Handbook of Federal Countries2020. This volume is the authoritative reference text foranyone interested in learning about federalism, covering26 federal countries.Furthermore, the Forum released a seminal report titledGender Equality and Federalism. This extensive publicationexamines the role that federal and decentralizedgovernance architectures can play in mediating a country’sopportunities for advancing gender equality and women’srights. The report represents an important and novelcontribution to the literature on federalism.In 2020-21 Forum programming in countries continued tohave a demonstrable impact despite pandemic lockdowns.For example, the majority of the Forum’s Middle East andNorth Africa (MENA) gender programs in Tunisia, Moroccoand Jordan shifted from mostly live in-person trainingsessions/workshops to primarily online events. Thistransition eliminated the cost of travel and paid dividendswith a significant increase in attendees. In addition,while the pandemic changed how the Forum delivereddevelopment assistance, it did not stop us from continuingour essential programs in Ethiopia, Nepal, Somalia andstarting a new program on election systems in Sri Lanka.We invite you to read in our Development AssistanceProgram section how the Forum continues to make a realimpact on its beneficiaries around the world.We thank all our partner governments for standing by theForum of Federations during the pandemic. We’d like toalso thank the resilient Forum staff worldwide for theirdedication and perseverance through a trying year.

WHO WE AREThe Forum of Federations is an international organization that develops and shares comparativeexpertise on the practice of federal and decentralized governance through a global network.The Forum is concerned with the contribution thatfederalism and multilevel governance can make to thedevelopment of inclusive, pluralistic, and responsivegovernance systems. The Forum supports governmentsaround the world to help develop governance solutionsin multilevel systems. The organization’s core area ofspecialization is federalism. However, Forum’s expertise isincreasingly sought across the range of multilevel systems,including in decentralized and devolved countries.The Forum is truly international in nature, working withstakeholders at all levels in countries in North and SouthAmerica, Africa, Europe, Asia, and Australasia.THE MISSION OF THE FORUMThe mission of the Forum is to strengtheninclusive and responsive governance, includingpluralism and gender equality, in federal,decentralized, and transitioning countries.The Forum’s work in federal and multilevel governancecontributes to enhancing the quality and coherenceof public policy. In doing so, the Forum improvesthe effectiveness of public service delivery andimplementation of national, regional, and localdevelopment strategies. Its capacity-building workcovers many aspects of multilevel governance andreaches a wide range of stakeholders. Working withthese stakeholders facilitates the development, transfer,application, and sharing of knowledge at all levels ofsociety. The Forum’s activities support national, regional,and international development efforts to create moreinclusive and peaceful societies with responsivegovernments that meet the needs of citizens. The Forumalso assists in democratic consolidation in states orregions in post-conflict situations.10 ANNUAL REPORT Forum of FederationsTHE FORUM ADVANTAGE: HANDS-ONEXPERIENCE AND HIGH-LEVEL EXPERTISEThe Forum has a practical, problem-solving approach toachieving results. Since its founding over two decadesago, it has supported governments and citizens worldwidethrough capacity building and providing expertise andimpartial practical education.The Forum brings the world’s leading experts togetherwith the “practitioners” of government: elected officials,civil servants, political operatives. The Forum’s directrelationship with governments on each continent makesit uniquely placed to promote intergovernmental learningby working in tandem with its partner governments.Alongside its work with key governance practitioners, theForum also supports civil society stakeholders. Workingthrough its extensive network of local partners, the Forumprovides knowledge and learning to members of civilsociety so they can participate in the multilevel governanceprocesses that impact their lives.Our Core Principle: “Learning from Each Other”The comparative international methodology utilized bythe Forum in the implementation of its activities is basedon the core principle of “learning from each other.” TheForum bridges the worlds of academic research and realworld practice. By doing so, the Forum approach uses bothits Policy and Development Assistance activities to add toits knowledge base on multilevel governance.

THE HISTORY OF THE FORUMThe Forum was originally established by the Governmentof Canada. The inaugural International Conference onFederalism held in 1999 at Mont Tremblant, Quebec,Canada, led to the founding of the Forum as an institutionbased in Ottawa. Four consecutive internationalconferences were subsequently held in Switzerland,Belgium, India, and Ethiopia.Following the 2005 conference held in Brussels, a numberof countries joined the Forum as funding partners,establishing it as a membership-based internationalorganization.As of 2021, ten governments had signed agreements aspartners of the Forum, supporting the activities of theorganization and providing expertise, with representationon the Forum’s Strategic Council and Board of Directors.These countries are Australia, Brazil, Canada, Ethiopia,Germany, India, Mexico, Nigeria, Pakistan, and Switzerland.Over the years, the Forum has expanded the scope ofits work from established federal countries to includenation-states in post-conflict situations adopting federalforms of governance and those involved in processesof devolution and decentralization. This growth led tothe expansion of the organization to several countriesaround the world. As of March 2021, the Forum had fieldoffices and/or representation in Australia, Brazil, Ethiopia,Germany, India, Jordan, Morocco, Myanmar, Nepal,Pakistan, and Tunisia.Forum of Federations ANNUAL REPORT 11

THE FORUM IN ACTIONThe Forum’s unique global network of experts can be swiftly mobilized to provide expertcounsel and support to countries tackling acute problems in governance. The Forum hasbeen active in more than twenty countries since its establishment in 1999.Through its work in 2020-21,the Forum has: Assisted in supporting peace, democracy and inclusivegovernance in fragile and post-conflict states throughinstitution-building and local empowerment Facilitated knowledge development and transfer in arange of governance topics, including:o Responses to the COVID-19 Pandemic andFederalismo Intergovernmental Relationso Language Policy and Federal Governance Fostered the development of peaceful, inclusivesocieties by supporting stakeholders to find commonground through dialogueo Local Governments and Metropolitan Regions Enhanced public service delivery by providing civilservants with the tools and knowledge to implementeffective federal and decentralized multilevelgovernmento Climate Change Empowered women to participate in governanceand leadership processes through training andnetworking activities12 ANNUAL REPORT Forum of Federationso Federalism and State Fragilityo Centralization and Decentralization in Federationso Gender and Federalismo Fiscal Federalismo Constitutional Reform Developed and produced a range of written andaudiovisual content on federal and devolvedgovernance principles, practices, and experiences.

POLICY PROGRAMS 2020-2021Forum Policy Programs promote understanding ofmultilevel governance issues in a range of themes andsectors and support the development of solutionsto governance challenges in federal, decentralized,and devolved countries. They facilitate the exchangeof knowledge on pertinent public policy questionsand topics related to the management, reform, anddevelopment of federal and decentralized systems.These programs continually build a comparative bodyof knowledge on contemporary, usually structural,federal and decentralized governance themes. The workgenerated through the Policy Programs informs theForum’s Development Assistance Programs.With the onset of the COVID-19 pandemic, the Forumfocused much of its Policy Program activity in 2020-21on examining the impact of the pandemic on federalcountries, and their responses to the crisis. In addition, theForum initiated two new Policy Programs: Digitalization ofPublic Administration and Language Policy and Federal/Decentralized Governance. It also continued to work onthe multi-year programs begun in previous years. In thecontext of pandemic conditions, most activities were heldonline or in a hybrid in-person/online format. As part of itsPolicy Program activities, the Forum also produced severalpublications, learning tools, and knowledge products, andexpanded its digital content.12 activities implemented involving over20 federal and devolved countriesaround the world13 partners involved, of which 3 werenew partner organizations1,260 direct beneficiaries of PolicyProgram activities14 ANNUAL REPORT Forum of FederationsThis year, the Forum and its partners developed andimplemented 12 Policy Program activities involving over20 federal and devolved countries worldwide. Theseprograms directly addressed the multilevel governancepriorities of all ten Forum member countries. The Forumengaged 13 partner institutions to develop and deliverPolicy Programs, three of which collaborated with theForum for the first time.The primary beneficiaries of Policy Program activitieswere government officials, parliamentarians, civil societyorganization (CSO) representatives, academic experts, andstudents from Forum partner countries and other federal anddecentralized nations. Approximately 1,260 stakeholdersbenefited from Policy Program activities this year.34 new knowledge products createdThe Forum and its partners created 34 new knowledgeproducts in 2020-21: 1 thematic book, 28 papers, and 5audiovisual products. In addition, for the first time, a numberof the Forum’s Policy Program activities were streamed liveonline, with recordings of the events subsequently madeavailable for later viewing on YouTube. Production wasalso initiated on a comparative volume on climate change,and the updating of two thematic books: one on fiscalfederalism and the other on local government.The Forum’s Policy Programs are grouped into threethematic categories:1. Governance & Service Delivery: Programs thataddress policy issues such as Fiscal Relations, LocalGovernment, Education, Public Security, Health Care,Intergovernmental Relations.2. Environment: Programs that address environmentalissues in areas such as Climate Change, NaturalResource Management, and Water Management.3. Constitutional Issues and Diversity & Inclusion:Programs that address multilevel governancestructures and participation in governance such asConstitutional Interpretation, Constitutional Reform,Gender Equality, Language, Territorial Cleavages,Indigenous Policies, Youth, Minority Rights.

GOVERNANCE AND SERVICE DELIVERYCOVID-19 and FederalismThe COVID-19 pandemic resulted in unprecedentedchallenges for governments in countries all aroundthe world, and the Forum immediately recognizedthe importance of memorializing early governanceresponses to the emergency.Accordingly, the Forum undertook the following activitiesin this area in 2020-21:A. Online Publications:In the early months of the pandemic, the Forumcommissioned snapshot analytical papers from 23countries in a series entitled “Dealing with the COVID Crisisin Federal and Devolved Countries.” The country casesincluded Argentina, Austria, Australia, Belgium, Bosnia andHerzegovina, Brazil, Canada, Ethiopia, Germany, India, Italy,Kenya, Malaysia, Mexico, Nepal, Nigeria, Pakistan, Russia,Spain, South Africa, Switzerland, United Kingdom and theUnited States. This series, focusing on intergovernmentalrelations, was the first published comparative governancestudy that examined how different federal and devolvedcountries handled the early phases of the crisis. The papers,published in April and May 2020, broke download recordsfor online Forum material.Together with partners - the Organization of AmericanStates and the University of Kent - the Forum alsopublished a “Practical Guide to Subnational GovernmentResponse to COVID-19” in November 2020. Drawing on theexperiences of countries in Latin America, the Caribbeanand Europe, this publication aims to support policymakers to understand the role of and challenges facedby subnational government in dealing with the COVID-19pandemic.B. Thematic Book:The Forum developed a comparative volumeon Federalism and the Response to COVID-19:A Comparative Analysis, which will be published byRoutledge in autumn 2021.Consisting of 23 country case studies on Argentina,Australia, Austria, Belgium, Bosnia and Herzegovina,Brazil, Canada, Ethiopia, Germany, India, Italy, Kenya,Malaysia, Mexico, Nepal, Nigeria, Pakistan, Russia,South African, Spain, Switzerland, United Kingdom,and the United States (and a case study of the EuropeanUnion) accompanied by a comparative analysis, this volumecovers the pandemic response from its outbreak in early2020 to the end of the year (before the vaccination rollout).The Forum anticipates that this will be the first publishedcomparative study analyzing the pandemic’s impact onfederal governance and how federal systems respondedto the pandemic in 2020. The book also contains a chaptercomparing the pandemic response in federal countriesand unitary countries.C. International Webinars:To strengthen international dialogue on the pandemic’simpact on federal systems and their resilience inresponding to the pandemic, the Forum hosted, cohosted and participated in eight comparative webinarson the pandemic and federalism: “Corona-Crisis Management in Germany andFrance” with the Konrad Adenauer Foundation(April 2020) “Federalism and the Corona Crisis” with the FreeUniversity Berlin (May 2020) https://www.youtube.com/watch?v -jKnM3Fu0rQ “Federalism in Crisis? Podcast Series:In 2020-21, the Forum launchedits podcast: ForumFedCast. Thefirst episode, released in June2020, examined the governanceresponse to the pandemic in thefederations of North America:Canada, Mexico, and the UnitedStates. The second episode,released in September 2020, explored how the COVID crisishas impacted the dynamics of intergovernmental relationsin Germany and Australia. The third episode, releasedin December 2020, explored the use of federalism as apeacebuilding tool - and its successes and failures - in threeForum project countries: Ethiopia, Myanmar, and Cyprus.Fiscal FederalismThe Forum continued to work on the comparative volumeentitled Forum of Federations Handbook on FiscalFederalism. The purpose of the book is to examine the rangeof fiscal institutions used in different federal or federaltype countries, consider their rationale and effectiveness,and explore their interrelationship with federalism. Thevolume, which includes 11 country chapters (Australia,Brazil, Canada, Ethiopia, Germany, India, Italy, South Africa,Spain, Switzerland and the United States) and is editedby Professor Jean-Francois Tremblay of the University ofOttawa, will be published by Palgrave in early 2022.Mexico, Nepal, Nigeria, South Africa, Spain, Switzerland,and the United States), and explores their relationship withthe other orders of government as well as their impacton the system of federalism as a whole. Country chapterswill explain the formal institutional arrangements andtheir operation in practice to support country-to-countrylearning through experience sharing. The volume willbe edited by Professor Nico Steytler of University of theWestern Cape, and it will be published in 2022.Digitalization of Public AdministrationIn 2020-21 the Forum began working on the new themeof digitalization of public administration. This programexamines what unique challenges and opportunities thedigitalization of administration provides for federal systemsof governance. The first activity within the program wasa scoping webinar organized in partnership with theGerman Land Government of North Rhine-Westphalia on5 May, 2020.The webinar focused on the cases of Germany andSwitzerland and examined the following: which order ofgovernment defines the strategic goals in digitalizationand what role provinces/states and local governmentshave in digitalization. Also, it looked at who finances thisarea of responsibility and for what purposes. The updatedpublication, entitled Forum of Federations Handbookon Local Government in Federal Systems (2nd edition)”examines the role and place of local government in 16federal or federal-type countries (Argentina, Australia,Austria, Brazil, Canada, Ethiopia, Germany, India, Italy,The Forum produced a policy note on immigrant integrationto inform the Brazilian government on how other federalcountries have dealt with immigrant (and refugee)integration into their societies. ENVIRONMENTClimate ChangeFunded by the Government of QuebecThe Forum continued implementing its ongoingcomparative program on Climate Change and FederalGovernance in 2020-21. The program’s ultimate objectiveis to increase comparative knowledge and understandingof climate change governance and policies in federal anddecentralized countries and provide critical insights onthe challenges in policy development, innovation, andimplementation. The program features 14 case studies:Australia, Brazil, Canada, China, Ethiopia, the EuropeanUnion, Germany, India, Indonesia, Mexico, South Africa,Spain, Switzerland, and the United States.In 2020-21 the majority of activity undertaken consisted ofthe writing and revising of the chapters on each country. Itis anticipated that Cambridge University Press will publishthe volume entitled Climate Change Governance andFederalism: A Forum of Federations Comparative PolicyAnalysis in early 2022. The Forum plans to chair a panelon “Climate Change and Federal/Decentralized States”at the International Political Science Association (IPSA)conference in July 2021 in a virtual format. Work is beingundertaken to identify potential venues for a wider launchof the volume in November 2021 – January 2022.CONSTITUTIONAL ISSUES, DIVERSITYAND INCLUSIONOn 22 October 2020, the Forum held a launch-webinar forthe report that featured the Hon. Karina Gould, Ministerfor International Development, Global Affairs Canada, andthe Hon.
