SECTION I - GENERALSection IGeneralSECTION IGENERALSince 1 January 2000 the International Frequency Information Circular (BR IFIC) replaces theWeekly Circulars (WIC) and the Special Sections in the paper and microfiche formats, consequent tothe decisions of the WRC-97 by Resolution 30. The contents of this fortnightly publication aredescribed in the BR Circular Letter CR/134 dated 22 December 1999.Due to the large volume of the data, it is published in two parts according to services, namelyTerrestrial Services and Space Services.Due to the increase of the volume of data received by the Bureau, the technological progress, softwareevolution and to provide more relevant and useful information to administrations, the BR IFIC willbe published henceforth in DVD-ROM format, as from the BR IFIC 2710 of 10 January 2012, seethe Circular Letter CR/327 dated 26 October 2011.This Preface describes the contents and the layout of the Space services part of the above Circular,currently in DVD-ROM format.It is also for use in consulting copies of the Space Master International Frequency Register – SMIFR(hereinafter called Master Register), when provided in electronic form (srs xxxx.mdb) or the IFICdata (ificxxxx.mdb) or any other document of the Radiocommunication Bureau (hereinafter calledBureau).The Preface is published and updated regularly on the BR IFIC DVD-ROM and on the BR SSDwebsite at n.aspxPending the publication of the next update, the explanation of any new abbreviation, symbol or codedremark entered in the Master Register will appear in an Appendix to the BR IFIC.Edition: August 20229/365

SECTION II - Chapter 1: Description of the BR IFIC (Space Services)1.4.1Part I-SThe Part I-S publication is to be considered the acknowledgement of receipt of theinformation published and contains particulars of frequency assignments for stations inthe space radiocommunication services received by the Bureau for recording in theMaster Register, including:Frequency assignments notified in accordance with relevant provisions of Article 11 orArticle 5 of Appendix 30 or Article 5 of Appendix 30A or Article 8 of Appendix 30B tothe Radio Regulations;Changes in characteristics of frequency assignments already recorded in the MasterRegister;Frequency assignments already recorded in the Master Register which are deleted intheir entirety in accordance with No. 13.6, or Article 5 of Appendix 30 or Article 5 ofAppendix 30A to the Radio Regulations;Notices relating to stations in the space radiocommunication service, which have beenwithdrawn by the administration concerned prior to their recording in the MasterRegister;Frequency assignments cancelled by the Bureau in accordance with Article 11 or Article5 of Appendix 30 or Article 5 of Appendix 30A or Article 8 of Appendix 30B to theRadio Regulations;Satellite networks already recorded in the Master Register which are deleted inapplication of resolves 6 of Resolution 49;1.4.1.1The nature of the information published in Part I-S is indicated on the notice level by thefollowing symbols, as appropriate, at the left of the station name (data item A1a orA1e2a).A if the notification is for a new satellite network or earth station;M if the notification concerns modifications to a previously notified (i.e. has beenrecorded in the Master Register) satellite networks or earth stations.In this case the following data item action code symbols:A for addition;M for modification;S for suppression, as appropriate,may also appear at the left of the following data items: satellite antenna beam (itemB1a) and/or group of assigned frequencies (item BR7a) and/or the connectionbetween up-link and down-link frequencies (item D1a).N for notifications of a satellite network or earth station whose frequency assignmentsor its particulars are undergoing a non-basic change;R for notifications of a satellite network or earth station whose frequency assignmentsare being resubmitted;S if the intention of this notification is to suppress (delete) a previously notifiedsatellite network or earth station by the notifying administration;W for a notice that is withdrawn by the administration or by the Bureau after itspublication in Part I-S but before its publication in Part II-S.Edition: August 202211/365

SECTION II - Chapter 1: Description of the BR IFIC (Space Services)1.4.2Part II-SThe Part II-S publication concerns frequency assignments that will be recorded in theMaster Register, following publication in Part I-S and after the detailed technical andregulatory examination has been completed. Generally, these are frequency assignmentsthat have received favourable Findings as well as those that are to be recorded under No.11.41 or for information only.The Findings are formulated with respect to:their conformity with the Convention, the Table of Frequency Allocations and the otherprovisions of the Radio Regulations;their conformity with a frequency assignment plan (Article 5 of Appendices 30 or 30A)or their conformity with the allotment plan - (Article 8 of Appendix 30B) to the RadioRegulations;the application of a coordination procedure in accordance with the Radio Regulations;the probability of harmful interference; as applicable.1.4.2.1When the need arises to review a Finding with respect to a frequency assignment whichhas been recorded in the Master Register, either on the initiative of the Bureau or uponrequest of an administration, the resultant modified assignment is published in Part II-Sof the BR IFIC.1.4.3Part III-SThe Part III-S publication concerns frequency assignments that are returned to theresponsible administration following the Part I-S publication and after the detailedtechnical and regulatory examination has been completed. Generally, these are frequencyassignments that have received unfavourable Findings as well as those that are found tobe non-compliant with various provisions of the RR.The Findings are formulated with respect to:their conformity with the Convention, the Table of Frequency Allocations and the otherprovisions of the Radio Regulations without reference to No. 4.4;their conformity with a frequency assignment plan (Article 5 of Appendices 30 or 30A)or their conformity with the allotment plan - (Article 8 of Appendix 30B) to the RadioRegulations;the application of a coordination procedure in accordance with the Radio Regulations;the probability of harmful interference; as applicable.1.5The data item action code published in Part II-S, III-S and in the Special Sections, isindicated on the notice by the A or M symbol, as appropriate, at the left of the followingdata items: station name (item A1a or A1e2a) and/or satellite antenna beam (item B1a)and/or group of assigned frequencies (item BR7a) and/or the connection between uplink and down-link frequencies (item D1a).A if the notification is for a new satellite network / earth station;M if the notification contains modifications to a previously notified (i.e. has beenrecorded in the Master Register) satellite network / earth station.Edition: August 202212/365
