The lines also are equipped witha leak-detection and line-break controlsystem. A sophisticated computer constantlymonitors pressure and flow at each end ofthe pipeline. Upon a leak or break, apressure drop and flow change would bedetected by the system indicating aprobable location of a leak.Safety is more than manuals and rules. AtEastern Gas Transmission & Storage (EGTS),safety is a way of doing business. EGTS iscommitted to safe operations, safe facilitiesand safety-minded employees.24-hour Emergency Number:Additionally, each of the mainline gate valvesis equipped with pneumatically controlledoperators along with pressure-sensingdevices on the line. If the sensing devicedetects a pressure drop, it would send asignal for the valve to close, thereby isolatingthe leaking portion of the line from the restof the system. Valve indicators and pressuremonitors on several gate valves shortenresponse time. Pumping stations, which helpmove the product through pipelines, areequipped with several automatic shutdownsystems, discharge pressure shutdowns andrelief valves. Should a pipeline becomedamaged and liquefied propane escape, youshould be aware that:Remember, if you hear, see or smell anythingthat you suspect may be a leak on a EGTSfacility, don’t try to investigate the situationyourself. Just get out of the area, and tellanyone else nearby to leave. Call us as soonas you get to a safe area. In both liquid and gaseous states, it iscolorless and odorless unless an odoranthas been added.Call 1-888-264-8240 to report the leak. Liquefied propane will burn when mixedwith certain concentrations of oxygen orcertain oxygen-containing substances andignited. Physical contact with liquefied propane canresult in freezing burns or frostbite.Inhaling the vapor can cause symptoms ofoxygen deficiency, such as rapidrespiration, uncoordination, poorjudgment, nausea and unconsciousness.Recognizing a LeakYour call will go directly to the EGTS GasControl Center, a facility manned 24 hours aday, every day of the year. A Eastern GasTransmission & Storage team will bedispatched to investigate any reported leaks.Emergency Control& ResponseEmergency ControlLiquid propane has an expansion ratio of270:1. Therefore, 270 cubic feet of vapor willbe created from every cubic foot of liquid.When propane is stored and handled atatmospheric temperature, it it is unlikely topool, except under extremely low ambienttemperature.Propane vapor is normally 1 1/2 timesheavier than air as it vaporizes from a liquidstate. Therefore, when leaking, it tends tospread along the ground. The cold propanevapors condense water vapor from the airand create a visible fog, which gives anindication of the area covered by the leakinggas: however, ignitable mixtures extendbeyond the area of visible fog. (Not all leaksare indicated by vapor. Smaller leaks can beidentified by discolored or dead vegetation.)Reporting & CommunicationIn any emergency, accurate communicationand quick cooperation between EGTS andfire or police units will be essential. WhenEGTS initially communicates with anyemergency response units, we will indicatethe facilities involved, the design andoperating parameters, the nature of theproduct involved and the details of ourresponse to the situation. The gasolinevapors are not cold enough to cause avisible fog, but heavy vapor production issometimes visible; it might look like heatwaves.Emergency ControlNatural gasoline vapor is normally three tofour times heavier than air as it vaporizes froma liquid state. Therefore, when leaking, it tendsto spread along the ground. The vapors maybe visible in the air, with the appearance ofheat waves or fog; however, ignitable mixturesextend beyond the area of visible vapors. Firefighting foam spread on the pooled liquid maybe used to minimize the creation of vapors. By Sound .
